November 7, 1977). Due to the excessive sloping topography, there is
not a sufficient area for both a structvre and drainfield system.

wi11 be necessary for the sponsor to P1ot building sites incZuding

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC'JV,
requires all state and local governmental aqencies to consider environmental values

proposal is such a major action.

opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the degree of impar,t, asking you for more informa-

believe an explanation would be helpful to qovernment decision-makers, include your

of the water system, in accordance with the approved plan, and in

appropriate health authorities prior to application for building permits
within the plat. The contractual ar rangements will include a provision
holding Spokane County and the water supplier (purveyor) harmless

public water system as approved by County and State Health

soil conditions ln the plat are suitable for on-site sewage disposal r

B. STAFF ENVIRONNEIV'TAL REVIEW:
As requlred !n WAC 197-10-320, the staff of the County Planning Commission
revtewed the envlronmental checklist submitted by Mr. Melvin L. Mathis
for the Iller Ffrst Addition Preliminary Subdivfsfon. The proposal is located
approximately fn the E 1/2 of the NE 1/4 of Section S, Township 24 N.,
Range 44, E,W. M, about 1/4 of a mile south of 44 th Avenue j u st eas t of
Felts Road. The proponent requests to subdivide 37 acres into 25 iots
creating a gross density of nearly 1..5 acres per lot. The sf te is located bn
moderare to gently rolling terrain that is currently covered by actfve pasture
land o The staff review has identffted four potential areas of environmental impacts.
Firsfi, and common to all subdivlsions is the increase in motor vehfcle traffic
and all the effects associated therewith. These wouid include such impacts
as increased air pollution, specifically suspended particulates from unimproved
streets, Increased noise, and increased public safety hazards from trafffc.
A second potentiat envlronmental impact area considered was the increased demand on public services and utilities. This would include such factors
as increased requirements for pollce and flre protectfon, provisfon of
additional school, park, and recreationat facilitles, and additional mainten-
ance requirements on all county facilitfes and roads. Thfs would also include
such impacts as associated with extension of utility lines (power, natur«1
gas, telephone) and the provisfon of suit3ble long term sewerage, domestic
water, storm water runoff, and solid w3ste disposal systems.
The thfrd lmpact area involves the transition from actfve agricultural use to
resfdential. Existing productivel animal pasture land will be converted to
single family residential use at a density of one unlt in almost 1, 5 acres of
land. Due to the relatively low densfty of this subdivision, this is not
considered a signigicant impact.
A final potential impact involves hazards created by improper location of
septic c-cinl: drafn fields. The Spokane County Health Distrlct has identified .
certatr~ .tots within the subdivision in which the dratnfleld should be located
on high ground, away from the natural drainage channels. If this measure is
included as a condition of approval of the subdfvtsion, the septic tank-
drainfteld type sewerage sys[em should operate satisfactorfly and no signifi-
cant adverse impacts should result.

The conclusion of this environmenta.l checklist review is that no signiffcant
environmental impacts will li.kety result from the proposal ff the specifted
mitigating measures are adopted. Therefore, it is recommended that a
Declaration of Non-Significance be issued and an eavironmental impact
statement not be required. C. ZONING RECOIViMENDATIQN:
Planning Staff Recommendatton: Approve Iller First Addition as indtcated on,
the preliminary plat of record to Aqricultural Suburban (A-S) Zone Classification
upon the flling of the final plat.
