Mathis for the Iller Ffrst Addition Preliminary Subdivfsfon. The proposal is located approximately fn the E 1/2 of the NE 1/4 of Section S, Township 24 N., Range 44, E,W. M, about 1/4 of a mile south of 44 th Avenue j u st eas t of Felts Road. The proponent requests to subdivide 37 acres into 25 iots creating a gross density of nearly 1..5 acres per lot. The sf te is located bn moderare to gently rolling terrain that is currently covered by actfve pasture land o The staff review has identffted four potential areas of environmental impacts. Firsfi, and common to all subdivlsions is the increase in motor vehfcle traffic and all the effects associated therewith. These wouid include such impacts as increased air pollution, specifically suspended particulates from unimproved streets, Increased noise, and increased public safety hazards from trafffc. A second potentiat envlronmental impact area considered was the increased demand on public services and utilities. This would include such factors as increased requirements for pollce and flre protectfon, provisfon of additional school, park, and recreationat facilitles, and additional mainten- ance requirements on all county facilitfes and roads. Thfs would also include such impacts as associated with extension of utility lines (power, natur«1 gas, telephone) and the provisfon of suit3ble long term sewerage, domestic water, storm water runoff, and solid w3ste disposal systems. The thfrd lmpact area involves the transition from actfve agricultural use to resfdential. Existing productivel animal pasture land will be converted to single family residential use at a density of one unlt in almost 1, 5 acres of land. Due to the relatively low densfty of this subdivision, this is not considered a signigicant impact. A final potential impact involves hazards created by improper location of septic c-cinl: drafn fields. The Spokane County Health Distrlct has identified . certatr~ .tots within the subdivision in which the dratnfleld should be located on high ground, away from the natural drainage channels.
