Dunsmui in behalf of Mr. George Swan for the Swan Acres First Addition Preliminary Subdivision. The proposal is located approximately in the NE 1/4 of the SW 1/4 of Section 35, Townshfp 26N0 , Range 44 E.VV .IVt., south of and tangent to Folker Road, and about 150 feet east of Bannen Road, The Sponso requests to subdlvlde about 4. S acres into 8 lots creatfng a density of nearly 1/8 lots per gross acre. The site Is located on relattvely flat terrain which is currently being used as active agricultural land. The staff revtew has identified four potenttal areas of environmental impacts First, and common to all subdivlsions is the increase in motor vehfcle traffic and all the effects associated therewith. These would include such Impacts as fncreased afr pollutfon, specifically suspended particulates from unimproved streets, fncreased noise, and increased public safety hazards from traffic. In this case, these are not considered sugnificant. A second potential environmental Lmpact area consldered was the increased demand on public services and utilfttes. ThLs would include such factors as increased requirements for police an3 fire protection, provision of additional school, par k, and recreational facilities, and additional mafnten- ance requirements on a.ll county facilities and roads. Thls would also include such impacts as assocfated with extension of Utility lines (power, natural gas, telephone) and the provision of suitable long term sewerage, domestfc water, storm water runoff, and solid waste disposal systems. Again, these impacts are not considered significant. A third potentfal Impact area identified by, the staff review Involves the transition of acttve agricultural land into r~sfdential. Existing productive alfalfa fields will be converted to single fa,mily residential use at a density of lESS than two unfts per gross acre. Due to the relatively small size of this subdlvtsfon and the fairly tow develo~ment density, this fs not consfde° a significant tmpact. - 10- I PE-1011-76 SI/1jAN ACRES FIRST ADDITIQN: SVvAN (Continued) A final problem area involves the use of septic tank/drainfield sewerage systems in close proximity to an existing domestic avater well. The Count,. Health Df strict has proposed to mitiggte any possfble contamtnation from sewage effluent by recommending that all septic tank drainfields be set back a minimum of 100 feet from the well. If this measure is employed, no significant tmpact should result. The conclusfon of thfs environmental checklist review is that no sfgntfical environmenta l impacts will likely result from the proposal tf the specffied mltigating measures are adopted. Therefore, it is recommended that a Declaratlon of Non-Significance be issued and an envlronmental lmpact statement not be required. C. ZONING RECQIV:NENDATION: Planning Commission Recommendation: Approve Swan P.cres First Addition as fndicated on the pretimtnary plat of record to Sinqle Famtly Residential (R-1) Zone Classtfication upon the filinq of the final plat. Trentwood Irrigation District has indicated the proposed plat is within its service area and that the District has the capability to provide domestic use water to each lot.
