Planning Commission Recommendation: Deny
(On motion to deny, three voted yes, one no, and one abstained)
A. REASONS:
1. The Planning Commission is of the opinion that ample property has
been zoned in the immediafie area for business and commercial
use s and no additional zoning i s warranted. The Commi s sion note s
that approximately 16 acres of vacant property in the immediate
area (Rosauer-Robisch property ana Argonne Village expansion
area) are zoned Commercial with no immediate plans for develop-
ment. A representative of the Argonne Village Shopping center
indicated that Argonne Village would be expanded within existing
zoned areas to -Lhe east as need warrants.
2, The Commission is of the opinion tnat the shopping center pro-
posal would dupZicate existing neiynborhood shopping facilities.
The applicant pronosES a food marl:c:t, drug store, variety store,
bank building and o-Lher miscellaneous retail shops similar to
e stabli s hed f ac ili-cze s at Argonne Village.
3. The Planning Commis-sion notes that the shopping center proposal
would significantly contribute to traffic congestion on Argonne
Road between the Freeway and Trc:nt Avenue e
4. The Commission is of the opinion tizat certain interior properties
betvveen Argonne Village and the r.zavvay are appropriate for
continued multiple family developYiient because of arterial acce s s,
convenience to shopping and community facilities, bus service,
etc. The Commission notes that in accordance with previous
zoning actions, frontage propertie s along Argonne Road would be
most appropriate for F.esidential Office Zoning.
BACKGROUND MATERIAL
The advertised property occupies a 7.5 acre site east of Argonne Road
between Knox Avenue-,exfiended,ancl Vlontgomery. . The applicant propose,
to construct a92, 29 0 square foot (floor area) shopping center including
a grocery store, drug store, variety store, bank building and rniscellan-
eous retail shops. The center would provide over 370 parking spaces.

The Argonne Village shopping center (zoned in 1957) lie s to the north of
the propojal. A drive-in resfaurant and a furniture store (zoned 1959)
occupy the northwe st porfiion ot the block, Other surrounding Iand u se s
and proposals inc.•lude an apartmenfi project to the east of the site,
scattered residences to the south, and a future savings and loan branch
bank to the we st (acros s Argonne) of the proposal.
A preliminary zoning plan for the s3te prepared by the staff contemplates
Residentxal Office uses for the 2 1/2 acres of the advertised site fronting
on Argonne Road and Multiple Family Suburban uses for the balancp. of the
site fronting on N[ontgomery Street (interzor five acres). The recommende(
Multiple Farruly Suburban portion would be adjacent to a previously
approved and partially developed apartment site to fihe east.
