R . CONDITIaIVS:
1. Provision of a pedestrian access as shown on the preliminary plat
of record and that the staff work with the sponsor and approprfate
representatives to negotiate final improvements and mainteitance
prior to recording of the final plat.
2. That the plat be designed as indicated on the preliminary plat of
record a nd/or attached sheets a s noted.
, 3. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purposes of creatfng addittonal
Lots or building sites without ffling a replat.
4. That the plat provide for right of way width for streets as indicated
on the prelimtnary plat of record.
5. That appropriate street nemes be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distrfbution to the Planning Department
and the utflity companies eWr! tten approval of the easements by the
utility company must be receivecl prior to the submittal of the final
plat.
7. That a plan for water facilities adequate for fire protection be
approved by the water supplier and fire protection district. Said
water plan mu st a lso have been approved by the appropriate •
hea.lth authorities. The health authoritfes, water supplier (purveyor)
and fire protection distrfct will certlfy, prtor to the flling of the
final plat, on the face of satd c•rater plan that the plan fs in
conformance wlth thefr requfrerrLents and will adequately satfsfy
their respective needs. Said water plan and certffication will be
drafted on a transparency suitable for reproduction.
The water supplier (purveyor) v;; ll also certify prior to the filing of
the ffnal plat on a copy of said °Na; er plan that appropriate contractua
arrangements have been made v:th the plat sponsor for construction
of the water system, fn accorc ar:ce with the approved plan, and in

in any case, for completton of the water system and lnspection by
the appropriate health authorities prior to applicatton for buflding
permits within the plat. The contractual arrangements will inctude
a provision holdfng Spokane County and the water supplier (purveyor)
harmless from claims by any lot purchaser refused a building permft
due to the failure of the plat sponsor to satisfactorily complete the
' approved water system.

The plat dedication will contain a statement to the effeck that the
public water system as approved by County and State Health
authortties and the local flre distrlct and water supplter (purveyor)
wfll be installed within this plat, and the subdivider wfll provide
for indivtduai • servtce to each lot prior to sale of each lot.
8. That a certificate of title be furnished the Planning Commtssion prior
to the filing of the final plat.
That the preliminary plat be given conditional approval to june, 1977,
10, That streets be improved to standards established by Spokane
County or a bond to cover rhe cost of such improvements be
furnished the County Engineer. The bond may also cover the cost
of "as built" plans, engineering costs, and placing of final center
line monuments.
11. That proflies of streets, cross sections, proposed gxades, and
drainage plan of the plat be submitted and approved by the County
Engineer and by the Planning Director before the final plat is
drawn. Prior to acceptance of the improvements or release of bonds,
a certificate by a regtstered cfvtl enginner or licensed land surveyor _
wf11 be required indicating that all improvements have been installed
to the lines and grades shown on the approved cons truction plans.
12. Conditional approval of the plat is given subject to the dedfcation
, of the right of way +to the publlc and approval of the road system in
the plat by the County Engineer.
13. That a name be indicated before the final plat is filed; such name to
be approved by the County Assessor and the Planning staff.

B. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
The proposed plat is adjacent to theexisttng plat of Guthrie's Valley View
Fourth Additfon of similar denstty. To the west, exists a church; to the
Ea st, the B take E lementary School, and to the South single family homes
of similar density. The approximate 4.8 acre site will contain a total of
11 lots and will complete the subdivision of properties bounded by McDonal
Cataldo, Blake and B'roadway.
Preparatfon of the site for single family lots does not receive any alteration
and improvemenCs beyond those normally associated with single famlly plat
deve lopment for the immediate area. Furthermore, the land use is consi sta :
with adjofning land uses and its demand for public services are adequately
met by exf sting public services for the area.
Therefore, the staff is of the opfnion that if the preliminary plat is approvec
and devQloped to the above stated conditions, the proposed plat will not
have any signtficant or greater impact that similar residential uses
established fn the area. The staff concludes that an environmental impact
statement Is not required in conjunction with the approval of thfs preliminar
plat.
