A. CONDITIUNS:
1. That the plat be designed as tndicated on the preliminary plat of
record and/or attached sheets as noted.
2. That a statement be placed in in the dedicatfon to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdlvided for the purposes of creating additional
' tots or building sites without filing a replat.
' 3. That the pl-at provfde for rtght of way width for streets as indicated

The plat dedicatton will contafn a statement [o the effect that the
public water system as approved by County and State Health
authoritfes and the local fire district and water supplier (purveyor)'
will be installed withfn this plat, and the subdivider will provide
for individual service to each lot prior to sale of each lot.
NQTE: The Spokane County Health District has determined that the
soil conditions in the plat are suitable for on-site dewage dfsposal
systems on each lot.
7. That a certificate of title be furnished the Plannfng Commisston prior
to the filing of the final plat.
8. That the preliminary plat be gfven conditional approval to june 1, 197i
That streets be improved to standards established by Spokane
County or a bond to cover the cost of such improvements be
furnlshed the County Engineer. The bond may also cover the cost
of "as builtr" plans, engineering costs, and placing of final center

10. That profiles of streets, cross sectfons, proposed grades, and drain-
age plan of the plat be 5ubmitted and approved by the County Engineer
and by the Planntng Director before the final plat is drawna Prfor to
acceptance of the improvements or release of bonds, a certiffcate by
a registered civil engineer or licensed land surveyor will be required
indicatLng that all improvements have been installed to the lines and
grades shown on thE approved construction plans.
11. Condittonal approval of the plat is given subject to dedicatfon of the
right of way to the public and approvai of the road system in the plat
by the County Eng i-neer.
12. That a name be indtcated before the final plat is filed; such name to
be approved by the County Assessor and the Planning staff.
B. BACKGROUND:
The proposed plat is a replat of FairaciE Subdivision which was filed in
110.08 and consisted of 62 lot s each havii g about 40,000 square feet of area,

C. ANALYSIS INCLUDING ENVIRONIwIE1.T iAL ASSESSMENT:
The proposed site is located in the urbanizing area of the Spokane Vallzy
iying south of Trent Avenue and west o€ Bowdish Road, The proposal
consists of six (6) lots on 1.5 acres of property, each lot having 11, 200
square feet of area.
The site Is currently befng used as pastureland with some evidence of grass
as the only evidence of vegetation. The site Is primarily flat. The natural
state of the property should pose no problems in drainage oontrol, location
of bullding sites, or getting access to the building sites. No new roads ne; ~
to be constructed since the five (5) lots front on Grace Avenue, whfch is
paved. ~
It should be noted that by platting the north half,of lots 58, 59 60 and the
west 80 feet of lot 61 of the original Fairacres plat, the property owner Ys
allowing the plat sponsor to elfminate public road frontage for lot 58 and
creating a situation for lots 59, 60, and 61 where by they would front on
a 1/2 street which is unimproved and not maintained. It is expected that
the property owner will plat the remainder of his ownership in the future
in order to solve these problems or to create additional building sites.
The development is consistent with the tand use pattern previously
approved by the Ptanntng Commfssion for this area, and its relatively small
number of lots is not expected to significantly affect the demand for public
services already requfred of th:!§ area.
The staff is of the opinion that If the preliminary plat is developed in
accordance with the above conditlons, the proposed plat wi ll not have any
greater effect upon the topography, geology, biological and botanical
characteristics, atmospheric condittons and other natural developments
than residential uses established in the area. Therefore the staff
concludes that an environmental impact statement is not requtred in
conjunction with approval of the proposed plat.
D. ZCIVING RECOM1VjENDATION:
Planning Commisslon Recommendatton: Approve Fairacres Replat No. 2 as indfcate,
on the pretiminary plat of record to the Single Family Residential Zone upon filfng
of the final plat.
