1. PVRPOSE OF REOUEST
A. The applicant requests that Condition No. 1 of ZE-40-73 be anciended
to allow subs tantially different development than is now required.
Condition No. 1 for ZE-40-73 requires that the property be developed
in substantial conformance with the approved site plan and elevation
drawings.
The original plan for ZE-40-73 proposed a 19,900 square foot office
on a 75.400 square foot site. On April 21, 1978, the Planning
Cotnmission recommended approval of a Fast Gas operation to
occupy the South 130 feet of the 75,400 square foot site. The
applicant wishes to construct a 10-Minute Lube and Oil Change
business on a 12,000 square foot parcel adiacent to the Fast Gas
site and bordering on Argonne Road.
II. FINI?INGS OF FACT
a) ComArehenstve Plan:
Proposal is consfstent with the Spokane County Comprehensive Plan
Map.
b) Environmental Review:
Zone reclassification, ZE-40-73, had complied with SEPA.
ZE-40A-73 for the Fast Gas business also compiied with SEPA. It
is the conclusion of the staff that a Daclaration of Non-Significance
be issued on this application. However, evidence and findings
presented at the public hearing concerninq this matter should also be
considered.
c) Conditions :
1. The site shall be developed in subs tantial conformance with
the revised plan on file with this application.
N o t e: This approval shall be limited to the North 100' of
the South 230' of the site as shown in ZE-40-73.
2. Approval of access by the Spokane County Engineer's Office
prior to release of building permits.

3. A specific landscape plan, planting schedule, and provisions
for maintenance, for the project, shall be approved by the
Spokane County Zoning Administrator prior to release of
building pertnits, includinq a performance bond to cover the
cost of the required landscaping.
4. Sewage disposal shall be approved by the Spokane County
Health District prior to issuance of building permits.
5. Any portfon of the proiect which is to be occupied or traveled
by vehicles shall be maintained in hard surface paving.
6. An on-site storm drainage system shall be approved by the
Spokane County Engineer's Office.
7. Subject property shall be lighted in such a manner which will
not produce glare on adiofning residential uses.
8. Installation (if necessary) of fire rants in accordance with
the requirements of the Spokan Fire Marshal.

hearfng be held for the County Planning Commission to take some
action on the Evaluation of Plan "D" of Five Mfle and that
tesCimony be taken. Mr. Main abstained from voting. Three
voted "Yes one voted "No". Mr. Culler did not vote. Mofiion
was repeated and a second vote taken. Mr. Main abstained;
four voted "Yes"; one voted "No" . Motion carried o The staff
will set the date for the public hearing,

jerry Litt read a letter addressed to him from Wells B. McCurdy,
requestinq postponement until July 21, 1978, of the Hiqhlands
project at Liberty Lake, ZE-31-78 and ZE-32-78. The hearing
would be readvertised and the property owners renotified.
Mrs. Byrne moved, Mr. Quigley seconded, that Zone Reclassi-
fication requests, ZE-31-78 and ZE-32-78, be continued to the
Planning Commis s ion's July 21 s t hearing, a t the co s t of
notification to the developer. Motion carried unanimously.

proposed Amendment to the Spokane County Zoning Ordinance with the

thereby the title becomfng "Residential Office Accessory Use". Changinq
No. 1(b) under Conditional Standards to read as follows:" The total area
for all accessory uses shall not exceed ten (10) percent of the floor area of
any residential office buildinq. " Also, adding to the last sentence, "In
particular, a Residential Offfce Accessoty Use shall include, buti iG not

Proposed Action:
Condition No. 1 for ZE-40-73 requires that the property be developed

The undersigned requests that condition 1 for
ZE-40-73 be amended to allow a substantially different development
than is now required. The proposed use of the property would be for

APRIL 21, 1978.
WHEREAS, the Spokane County Ptanning Commtsston dtd hold a publtc
meeting on Apcil 21, 1978 to constder the testimony and requests of several applicants,
objectors and other interested parties concerning the below referenced zone
classifications and other ttems of busfness, and
WHEREAS, at said hearing opportunLty was afforded those favortng and
those opposing all Ltems of busLness, and
WHEREAS, Mr. McCoury. Mrs. Byrne, Mrs. Rawl!ngs and the Messrs.
Kennedy, Matn and Quigley.
WHEREAS, the Spokane County Ptanning Commisston fully considered the
testimony qtven the envfronmental revfiew, and alt other evidence presented,
recommends to the Board of County Commissloners the following:
1. Ffve MLile Proqres s Report:
Mr. McCoury announcad that Mr. Kennedy couldn't partictpate in the plannfnq
of Five Mile because he hadn't attended all of the meetfngs to its considerationv
Mr. McCoury stated that it was necessary to have another motion by Mra Quigley
for the same requsst that had been made at the previous hearinq. Mr.
Quigley had made the motion at the March 30th meeting, seconded by Mro
Kennedy. Mr. McCoury said that only five Commission members had parti-
cipated in the plan.
The original motion stated, "That the Planning Staff be directed to prepare
a final plan for Five Mile based upon the maps and the qoals and policies
pretty much as developed as per the Citizens Committee from Ffve Mi.le and
as per the final vote." Mr. Qulgley wished to add the following to his
motion, seconded by Mtso Rawlings: That all Qf the other matenals in the
alternate plans should be submitted along with the plan recommended by the
Cltizens Coinmittee. (Only Pian "D" for Five Mfle should be consfdered to
go through the entire process. The other plans should just be submLtted as
source materialo) 1Vlessrs o McCoury, Quigley. Thomas and Mrs o Rawlinqs
voted "Aye" o Mrs. BYrne vater "No". Messcs. Ksnnedy and Main abstatned
from votirig. Motion carried.

a) Report on Commissioners' Actions
john Sweitzer of the Staff presented a Planning Staff review of all
items whlch had been appealed to the Bo3rd of County CommissLOners -

ZE-2-78, Tupper request for a zone change from Agricultural to Local
Business, This property ls located at the northwest corner of Sullivan
and Boardway. The Planning Commission recommended denial; however,
the Board of County Commissioners reversed the decfsfon and gave their
approval to the zoning request on May 23rdo
ZN-150-77, proposed by Harlan Douglass, at the northwest corner of
Francis and Washingtono This proposal was recommended for appcoval
by the Planning Commissfon, and the appeai hearing upheld this decLsion
and gave theit approval to the zoning request on May 23rd.
ZE-192-77, proposal on North Pines from Local Business to Commercial
by Mc C Properties. This zone change proposal was recommended for
denial by the Plannfng Cbmmission, and a decisfon has not as yet been
given by the Board of County Commfssioners after their appeal heat-fng.
b) Staff Reports.
Mr. Sweitzer reported that the Staff requested a one month continuance
on showing Residential Office Zones which had been approve3 on North
Pines for fnformation and evaluation by the Commissfon.
c) Report from Policy Committee.
There had not been a recent meeting of the PolLcy Committee.
Mrs. Byrne suggested a dfscussion be held on the Pollcy Commfttee
being ad hoc or a temporary commitfiee and the determination made
whether it fs necessary to have as a permanent commtttee an3 also 3effne
the responsibflities of the committee.
Mro Kennedy asked that the Policy Commfttee be continued. He stated
that it should be checked whether or not the member of the Commission
has the capability of voting on an Issue and who 3etermines whether a
person has a conflict of interest. He said this should be decfded by
Commission members.
Mro Thorrias moved, Mr. Kennedy seconde3 that lt be proposed that the
Polfcy Committee be a permanent committee but not meet on a regular
ba si s but only at the direction of the Commi s sion .
Mro Emacio, leqal counsel, advise3 that it would be necessary to
amend the By-Laws, advertfse the amendment proposed, and take action
at the next reguiar hearing of the Commisst on. Mro McCoury
suggested that this matter be postponed until the first meeting in May
for fucther consideration of the motion. No vote was takena The .
Commission concurred with the postponement.

ZV1T-26-78, Citizen Request ot Change Zoning Mapa
Mro Terry M. Thompson requested that the Commfssion place his
proposed zone change from Agricultural to Restricted Industrial on
the aqenda in May for property located in the area of Russell Road
lntersecting with Highway No a 2. The Slte contains approximately
50 acres and it is planned fio have an offtce - fndastrial park, Mra
Thompson stated that 30 % of the required property owners' signatures
had been obtalned on the petition which had been circulation. Mr.
Sweitzer informaed the CommissLon that the West Suburban Compre-
hensive Plan designates the area on the edqe of the subject property
as Restricted Industrial zonfng o
Mr. Quiqley moved, Mre Matn seconded, that Mr. Thoinpson's
request be placed on the Commtssion's next agenda. Messrs.
McCoury, Kennedy Quigley, Thomas and Main voted "Aye", Mrs o
Rawlings voted "No". Mrs, Byrne abstained from voting. Motion
carried.
Mrs. 8yrne moved, Mra Kennsdy seconded, that a study or referral be
made by the appropciate commfttee or some action be taken regarding
some of the requirements to see if they should not be changed - to
be studied and re-evaluated to see if they are still filling the purpose that was
that was intended for process ing applications, Motion carried unani-

Mr. Sweitzer reported that the leqal description was lncorrect on the
advertised agenda; the Planning Commission approved one piece of
property and tha Board approved another.

e) Ordinance Amendments:
Vital Records Center as a Conditional ~,Tse In the Aqncultural Zone.
In order that the language be consistent, 4 004 0170 (il) and 4 024 0550,
shauld be "Vital Records Center" instead of "Vital Statistics Center"
In the proposed amendments.

Mr. Quigley mav ed to approve the proposed amendment allowing a
Vital Records Center as a Conditional Use In the Agricultural Zone.
Mr. Thomas moved, Mrs. Byrne moved to amend the motfon to
amend Paragraph 3-B to read a fifty foot (50) front yard setback instea~d
of the 25 feet listed in the standards. Motion carried unanimously.
Mrs o Byrne moved, Mre Quigley seconded, to amend the Zoning
Ordinance to allow a Vital Records Center as a Conditfonal Use Permit
in the Agricultural Zone, including the Declaration of Non-S igniftcance
for the environmental assessment by the Staff, with the change of
flfty (SO) feet. Motion carried unanimously.
Proposed Deletion of Section 4.06.040 from the ZoninQ Ordinance
Recrarding Uses Prohtbited - Beautv Parlors in the Two-Fami1X Zone..
Mr. Sweitzer stated that the Staff has received three letters requesting
deletion of this use as a home occupatfon. It is necessary to 3etermine
whether the beauty parlor is a primary use or a home occupation a
Mr. Qufgley moved that the proposed amendment be denfed.
Mrs. Mary Mttchell, East 12819 Semro, spoke In opposition to the
proposed amendment. She cited the work done in 1963 through 1965
to obtain the status the way It exists. Mr o and Mrs. Munyan have
made the request for the deletion.
Mike Senske reported that duplexes are beLng used for residential pur-
poses only and not for commercial uses. He stated that the State of
Washington is planning fio drop aIl licensing features for beauty pariors
in the near future .
Mr. Qufgley moved, Mr. Mai n seconded that the proposat to drop
the beauty parlor provision be deniedo
Mrs o Rawlings moved, Mts, Byrne seconded, that the motion be
amended that the other residential zoned be reviewed for appropriateness
of home occupations. Motion carried unanimously as amended,
Proposed Conditional Use within Residential Office Zone - Residential ,
Office Accessorv Uses
Mr. Sweitzer explaf.ned that the primary use is office, and the proposed
amendment would consider allowing pharmacies, coffee shops,
cafeterias, and answerfng services as an accessory use through the
Conditional Use PermLt procedure within the Residential Office Zoneo
It would be anticipated that the accessory use would occupy no more
than 10 % of f1oDr area In the Residential Office Zone o

Mr. Main asked questions regardfng the space devoted to this use
and also the provision fior signing. Mr. Quigiey asked that this
proposed amendment be considered at a later tinze and have the Staff
prepare altematfves for review by the Commission. Mrs. Byrne
suggested that a definition of accessory uses amendment be returned to
the Staff for futher clarification and placed on a futuce aqenda. Motion

6. BACKGROUND: -
At the July 209 1973 hearing, the Planning Commission recommended approval of
the Sisco request subject to submittal and review of a more detailed site
development plan, and subject to reclassification to Multiple Family Suburban
of certain properties to the west of Argonne Road. In a letter dated Auaust 6,
1973, the Board of County Corrmissioners suggested that the Planning Commission

C. REASON:
The Planning Commission is of the opinion that the approved site development
plan, conditions of approval and the standards of the Local Business Zone
will adequately protect neighboring residential properties from many of the
nuisance factors normally associated with neighborhood shopping center
developments.

This request was reviewed by the Planning Commission on February 17, 1978, at
, which time the Commission continued the reconsideration of condition request for
one (1) month to allow the applicants time to prepare a more complete development
plan.
March 17, 1978
The CorrQnission upon request of the applicant, extended the continuance of
ZE-40A-73, for an additional month, to allow the applicant additional time
to prepare more complete development plans.
PROPOSED ACTION:
Condition No. 1 for ZE-40-73 requires that the property be developed in
substantial conformance with the approved site plan and elevation drawings.
The applicant has requested that conditon No. 1 for ZE-40-73 be amended to
allow a substantially different development than is required.
Theoriginal approved site plan for ZE-40-73 proposed a 19,000 square foot
office and retail building to be located on the 75,400 square foot site. PJow,
the appiicants would aike to amend the original plan such that a FAS GAS
Service Station could be located on the south 130 feet of the property in
question.
II. SUMMARY:

T"e eyistinr Local Business Zone Classification for the site permits a service
station,but the approved plot plan for ZE-40-73 restricts the permftted uses
to offices and retail sales. The proposed service station is incompatible
with the land uses to the south, but compatible with the proposed uses to the
north and existing uses to the west.

evidence and findings presented at the public hearing concerning this

The slight adverse impacts noted by the Staff included: earth, air, water,
flora, noise, light and glare, land use, population, transportation, public
services and utilities.
IV. CONDITIONS: (Based on Revised Plan)
The Planning Department Staff feels the following conditions would be
appropriate,if the proposal is approved.
1. The site shall be developed in substantial conformance with the revised
plan on file with this application.
Note: This approval shall be limited to the south 130 feet of the site.
the balance of the property will retain the existing Agricultural Suburban
Zone Classification until a revised development plan is approved by the
Planning Commission for that portion of the site, and a resolution is
approved by the Board of County Commissioners.
2. Approval of access by the Spokane County Engineer's Office prior to
release of building permits. NOTE: Access points shall be delineated.
3. A specific landscape plan, planting schedule, and provisions for
maintenance, for the project shall be approved by the Spokane County
Zoning Administrator prior to release of building permits.
4. The applicant shall provide a performance bond to cover the cost of
the required landscaping prior to release of building permits.
5. Sewage disposal shall be approved by the Spokane County Health District
prior to issuance of building permits.
6. Any portion of the project which is to be occupied or traveled by vehicles
shall be maintained in hard surface paving.

MINUTES OF THE SPOKANE COUNTY PLANNING COMMISSION HEAKING OF
MARCH 17} 1978 0
WHEREAS, the Spokane County Planntng Commission did hold a public
meeting on March 17, 1978 to conslder the testimony and requests of several
applicants, obiectors and other interested parties concerning the below referenced
zone reclassifications and ather items of business, and
WHEREAS, at said hearing opportunity was afforded those favoring and
those opposing all ltems of business, and
WHEREAS, Mc. McCoury, Mrs. Byrne, Mrse Rawlings, and Messrs.
Kennedy, Qulgley and Thomas were in attendance and constituted a quorum, and
WHEREAS, the Spokane County Planning Commission fully considered the
testimony given, the environmental review, and all other evidence presented,
recommends to the Board of County Comrnissioners the following:
1 o Request bv Boundarv Review Board for Policv on Annexatlonq
Mr. McCoury reported that the Boundary Review Board wished a statement
fcom the Spokane County Plannlnq Commission as to their poticy on annex-
atton of County land, to the Cltyo The reason for thls request is the proposal
by Bantz, et al to annex 135 acres of land at Five Mfle to the City which
is presently being considered by the Board.
After discusslon by the Commfssion members, it was the consensus of
opinton that the expansion or non-expansion of City Limits is not the
concern of the Commission - lt is up to the cttizens to decide on whether
or not ttrey vvish to be annexed. It was agreed that a policy was not needed
by the Commtssion since annexatlons are governed by State law.
2. Toint MeetinQ with the Board of Countv Commissioners.
Mr. Dayharsh announced that a jolnt breakfast meeting with the Planning
Commission and Board of County Commissioners is scheduled for March
27, 1978, at 7:00 A.M. A notice will be sent to the Commission members
withtn several days to fnform #.hem of the place of the meeting, The purpose
of the meeting is to discuss progress to date in terms of new requlations,
and more specificaliy to discuss the Hearings Examiner Commtttee and
ordtnances which have been developed.
3. Report on Comnissioners' Actiono'
john Sweitzer of the Staff reported on two proposed zone changes which had
been considered by the Board of County Commissioners o

ZE-110- 77, Agricultural to Multiple Family Suburban zoninq proposed by
Guthtie on the north side of Mission Avenue and East of Untversity Road
was referred to tfie Board of County Commtssioners without a recommenda-
tion because of a two-to-two vote by the Commissionv An appeal hearing

was held, and the Commts sioners denied the application o
ZN-201-77, initiated by the Planning Commission for the rezoning of Elclfff
Subdiviston fram Agricultural to Sinqle Family Residential Zone. The appeal
hearing has been withdrawn by the applicant o
4. Tom Davis af the-Staff read a letter recetved from the Spokane Valley Chamber
of Commerce addressed to the 3pokane County Planntng Commtssion and Fred
Dayharsh, Planning Directoro They requested the Commission to adopt a
pollcy with regard to buildfng setbacks on Pines Roado There is concern by
the State Highway Department regarding the increasing traffic and number of
accLdents occurring on Pines o The area involved for an increased setback
would be between 16th Avenue and Mtssion Avenue of Plnes, requesting that
an addttional 15 foot setback be required for building. This would allow right-
of-way to be acquired by the State Highway Department for widening of the
arterial, if it is desired ln the future o
Mro McCoury requested that a copy of the Chamber of Commerce letfier be
made available for each Commission meniber, and that the item be placed
on the first Aprll hearing agenda for considerationo He asked that the
copies be given to the Commission on March 30tho
Mr. Quigley suggested that a study be made to deternntne the depth of the
Residential Office zoning ln this area to aid in the decision of the frontage
setback o
5. Ftve Mile Proqress Report,
Gary Fergen of the Staff repocted on the meeting held with the Board of
County Commissioners on March 16th. The Goals and Policies for Flve
Mile were taken under advisement by the Board as a result of the meeting.
There were some wond changes betng considered by the Board ln the
following statements: #4, concernLng the definition of "public water
system"; #6, relative to fire station should be converted to a'lnanned"
station as the Board of County Commissioners does not have any authority
regardinq flre stations; and #7, stating that the arterial streets should be
improved to handle the traffic anticlpated, with consideration to the transit
bus loop - the City of Spokane has control of the bus system and the County
has no jurisdiction over thls operatlon. In summary, the Board wishes to
change some of the mandatory statements contained in the presentation
because tt covers goals and policies and not goals and objectives o
Kurt Orton, representing Flve Mile, requested that the Planning Commission
request that this process be periodically referred to the City-County Task
Force Committee on the Prairie for their lnput o He stated that the same
request will be asked of the City Plan Commissiono

Mr. Orton said that the Boundary Review Board is presently reviewing annex-
ation of 135 acres to the City of Spokane on the southwest portion of the
Prairie. He inquired whether or not it was appropriate to ask the Boundary
Review Board to delay action until a Comprehensive Plan is avallable to use
as a gufdeline. He cited the considerations of population, density, land
area and uses, and the effect of annexation on the economic and social
interests as well as local government in the community before a decision
is reached.
Mrs. Rawlings moved that the staff read the City information and give a
brief summary of the status of the County's action on the Comprehensive
Plan process on Five Mfie and forward the summary on to the Soundary
Review Board. Mrs. Byrne seconded themotion. Mrso Rawlings and Mrs.
Byrne voted "Aye"; and Messrs o Thomas, Quigley, and Kennedy voted "no".
Motion was lost 4- 2.
Mrs. Byrne moved tl:at the staff prepare a one page summary statfng where
the County is on the five Mile process, to be sent to the Boundary Revfew
Board. Mrs. Rawlings seconded the motion. Mrs . Byrne and Mrs, Rawl.ings
voted "Aye"; and Messrs. Thomas, Qulgley, and Kennedy voted "No" o Motion
was lost 4 - 2.
6. Renort from Pollcv Committee o
Mrs. Rawlings reported that Lt was the recommendation of the Policy Committee
that the Policy Notebook be reviewed annually to be sure the contents are
cument. Mr. Kennedy seconded the motion. Motion carried unanfmously,
The SEPA checklist is also to be included in the Notebooko Mr. Davis of
the staff said that a motion short form was being prepared as well as the
newiy adopted fee schedule for the Commission. It was pointed out that
the entire Commission should recelve the Comprehensive Plan update as
well as the Policy Committee e
7. Citizens Participatfon. ~
Mr. Fergen reported that he had a citlzens participafiion update progress report.

WHEREAS, the Spokane County Planning Commission did hoid a public
meetinq on February 17, 1978 to consider the testtmony and requests of several
applicants, objectors and other interested parties concerninq the below referenced
zone reclasstfications and other items of business, and
WHEREAS, at said hearing opportunity was afforded those favorinq and
those oppos tnq aIl ttems of busines s, and
WHEREAS, Mr. McCoury, Mrs. Byrne, Mrs. Rawlinqs and Messrs.
Main and Thomas were in attendance and constituted a quorum, and
WHEREAS, tha Spokane County Planning Commission fully consldered the
testimony given, the envlronmental review, and all other evtdence presented,
recommends to the Board of County Commisstoners the follow[ng:
1. Proposed A mendment to the Spokane County Zonlnq Ordinance Regardinc Tot
Frontage in the Agriculturai Zone. The Board of County Commission s.~~ rECted
a request to the Plannlnq Departmeat to prepare a proposed amendmeiit *o
the Spokane County Zaning Ordinance, Tltle IV,, •1o increase the lot frontage
for resldential bullding sites to 100 feet !n the Agricultural Zone. The Staff
prepared an amendraent Ln complience with the request, adding the prcvision

a) Chanc;e in By-Laws The Policy Commlttee recommended that an amend-
ment be made to the Spokane County Planning ComcnLssion's By-Laws by
adding a sectlon, "Procedures for Reviewing Plattinq and Zoning". This
additton would be added after the Section on "Committees". The
procedures would consider long-range planntng, zoning, and platting
separately.
Mr. Thomas moved, Mrs. Byrne seconded, that the Commisslon accept
the proposal of the Policy Corrimtttee to change the By-Laws. Motion
carrled unanlmously,
b) Findln4s and Facts for Aaendas for Plannina Commission Hearincts In
cooperation with the Staff, the Policy Commtttee recommended that the
Flndinqs and Facts prepared for aqenda items for conslderation by the
Planning ComnissLon be made avallable to the members seven (7) days

Mr. Thomas moved, Mr. Main seconded, that the procedure be fo!lowed

c) SEPp Procedures. The Pollcy Commtttee recommended that the PIanning
Commission have a briefinq ofi SEPA procedures, lncluding court cases,

Director and Dsputy Prosecuting Attorney were directed to coordinate
efforts for this presentation.
3. Cittzen Pariciaatton and Uadate of the Comorehensive Plan.
Gary Fergen of the Staff gave a brief snmmary of efforts being made to inform
vartous cltizen groups by presenting current ir.formatton reqatdbng the upda'tp
of the Comprehenbl%ra Plan and cltizen par..~ aLpatfon. "
The "4peration Insight" flyer is planned for gublication montlily, givlnq up to
date lnformation for the calendar of fortl:coming meetings and a synopsls of
current points of interest. The Staff has been requested to make presentations
as result of the distributton of the flyer to the complied matifng llst.
A lifestyle quebtionnaire trafs been sent out as well as a. suttability lifespyId -
questionnalre. RestLlts of these mailings are still betng received by the Staff.
The Staff is working in cooperatlon with a workshop sesston betng held at SFCC
tn conjunction with comprehen sive planntng and wiIL make a presentatlon durtac_
one of the evening sesstons. This ts a sllde presenratlon.
4. Pfreparation of Suitabiltty Maps. john Nunnery of the Staff explained about the
slatus of deslgning suitabllity maps, wtth land use maps to be ptinted at a

He suggested that draft pollcies be developed by workinq with the Coordlna-
ting Committee and the Advisory Councils. It was esttmated that Staff alterna-
tilve sketches would be prepared by early Spring.
Mr. McCoury, Chalrman, suggested that the Coordinating Comrnlttee and the
Planntng Commission should meet together with regard to the suifiability draft
lisfi of policies which will be consldered. Mr. AIlcCoury and Mr. Nunnery
will meet to work on a plan for this conslderation.

The appllcant has requested that condltlons No. I for ZE-40-73 be amended

The oriqinal approved site plan for ZE-40-73 proposed a 19, 000 square foot
office and retail bullding to be located on the 75.400 square foot site. Now

The Board concurred with the Planning Commission recommendation of
approval of the proposed zoning subject to review at its September
hearing of more detailed site plans for the property.
The Board further stated that,although they did appreciate the
Commissions concern with the interior block property west of
Argonne (referred to in the Planning CommissionV minutes) and the
Commissions' desire to consider reelassification of that property,
it wuuld be more appropriate and suggested to the Commission t'hat
it consider resclassification of the property west of Argonne at a
hearing subsequent to its September hearing.
The Board directed the attached letter to the Spokane County

The Planning Commission has previously expressed the opinion that
