RESIDENTIAL TO MULTIPLE FAMILY
SUBURBAN: GUNNING BUILDERS
This being the time set by the Board of Spokane County Commissioners
to render its decision concerning the application of Gunning Builders,
Inc., East 9616 Montgomery Avenue, Spokane, Wa dington, for the above
described zone change; and
The Board having received the recommendation of the Platining
Commission contained in the Commission's minutes of January 11,
1974; and
The Board having conducted its own public hearing at the request
of Silas J. Bates, Agent for Gunning Builders, on February 15, 1974,
and after visiting the site and reviewing the testimony; and
The Board Ueine fully aclvisecl in thc prerrlises did cleterrnitze to
uphold the recommendation of the Planning Commission as set forth
in the CorRmission's minutes of Jarn.xary 11, 1974, which denied the
application for the above zone change.

A. REASONS:
1. The Planning Commission is of the opinion that Lhe proposed three
story, 25 unit :'efficiency apartment house would not be
compatible vvith the surrounding neighborhood.
2. The Commission notes that the site -vvas zoned Two-Family
Residential in November, 1972 in acCordance with a zoning
plan for the area. Such plan allowed a buffer strip of Multiple
Family Suburban between the advertised property and the Sprague
Avenue commercial properties. The Commission is of the opinion
that there has been no appreciable change in the character of the
area since adoption of the zoning plan j ust over a•year ago.
3. The Commi s sion notes that the site lie s within the Argonne -
Mullan Road corridor study area. Public hearing within the
corridor this month may determine more appropriate land uses
within the study area.

ANALYSI O
The advertised property is situated on tne west side of Locust Road
approximately 300' north of Sprague Avenue. The appiicant has proposed
a three story, 25-unit "efficiency" apartment house for the site. The
staff has reviewed the plan and is of the opinion that such a high derlsiLy
project is not compatible with the existing residential development in
the area. The staff notes that most of t:ze recently approved apartment
projects in the Spokane ValZey have been constructed with 3,000 or more
square feet of land area per dwelling unit. Tne staff has therefore recom-
mended that the Commission encourage the applicant to sub;nit a lower
density proposal for consideration at a subsequent hearing.

Dear Resident:
Because of the unusually high number of zone change requests on Argonne
and Mullan Roads in the Spokane Valley, the Spokane Coun ty Planning Commission
will hold a public hearing in the vicinity to consider appropriate land use categories
or combinations thereof as a refinement to the Generalized Comprehensive Plan.
Adoption of a Land Use Element for the Argonne-Mullan corridor will; 1) gufde the
Planning Commission in future zoning actions; 2) give residents and property
owners insight of projected land uses and zoning in the vicinity; and 3) guide
builders and realtors in t}ze orderly development of the area.
ZONING WILL NOT BE CHANGED IN THE AREA AT THIS TIME; however, the
adoption of a Land Use Element for the corridor will affect future zoning actions.
Any persons, associations, or other representatives are invited to attend the hearing
of Thursday, january 17, 1974 - 7:30 P.M. in the Assembly Room (downstairs),
Redeemer Lutheran Church, North 404 Argonne Road, Spokane, to participate and
give testimony to the Spokane County Planning Commission on appropriate future
land uses within the Argonne-Mullan corridor. The Planning Commission will
