September 23, 1977 at 9:00 A.M. to I2:10 P.M. reconvening at 1:35 P.M. to 4;50 P.M.
in Conference Room "A", County Court House Annex. The enclosed action was taken
and is recommended to the Board of County Commissioners,

I. GENERAL INFORMATION:
A . Loca tion
Pelley Addition ts Iocated in the east central area of tt-e Spokane V.alley,
south of Sprague Avenue and east of Barker Road.
B. Proposal
The appllcant proposes to subdlvfde approximately 20 acr =.,s tnto 52
lots, 24 of which would be for duplexes. The proposal wc~uld create a
gross density of about 3 unfts/acre wtth a typlcal lot size of about
13, 000 square feet.
C. Relattonshlp to the Comprehensive Plan
Pelley Addttion is situated wtthin an area that has been designated as
suitable for residential developmentby the approved map of the Park
and Recreation Element of the Spokane County Comprehensive Plan and tts
accompanying text.
D. Existing Land Uses
Pelley Addttlon is presently ln active pastureland vegetation with no
signiflcant topagraphic features. The properties to [he east are prtmarlly
of the larger lot agricultural category, while further to the east is the
restdential subdlvision of IVitcavtew Addition, where the typtcal lot size
is one (1) acre. To the north and west scattered resldenttal development
has occurred at approximately the same density. These subdivisions
Include Guthrie's Valley View Sth Addttton, iVT.oen Additton.. W indy Addition
Pinkerton Park Additlon, and Hubbard Addttfon.
E. Compatibtlity with Extsttng Land Uses '
The Staff belleves that this proposal is compatible wlth the 'devElopment
that has occurred to the west and north of khe site. However, the area
to the east and south 'is prtmartly undeveloped or has developed tnto larger
lot suburban uses and the proposal might be somewhat lncompattble wlth
those uses.

II. SPECIAL INFORNiATIGN:
A o C ircutation
The County Engtneer's Office has reviewed the proposal and flnds that
adequate existing roads are available to serve the proposal and that the
plat design Is acceptable to thelr office. Sprague Avenue has also been
classifled a major arterlai.
B. Sewage Dtsposal
The Spokane County Health Dlstrtct has approved this proposal for the
use of on-site sewage disposat systems. The site ls, however, located
over the Spokane Valley Aqutfera The Health Dlstrict belteves that the
use of such systems for this proposal wtll have a negligtble immediate
impact upon groundwater quality, but conttnued urbanization at this
denstty might have at least a moderate tmpact upon groundwater quality.
C. W-ater Supply
Consoltdated Irrlgation Distrfct has stated that lt has the abtlity to servF
the site wtth both domestic and fire flows.
D. Fire Protection
Both mains and hydrants need to be installed to provide for adequate
flre protection needs.
E. Schools
The Central Valley Schoo.i District belteves that approval of this proposal
wlll have a negltgible impact upon their disrrict's facllitles. A future
elementary site, scheduled to open in September, 1978, ls located to
the west of the s ite .
F. Parks
No improved county parks are located in the area and the County Parks
Department has no present plan for stte acquisttion.
III. ENVIROATMEN,TAL REViEV1► :
The Staff of the Planning Departmen t has revtewed the envlronmental checklist
submitted by the applicant a nd we recommend that a declaratlon of Non-
Significance should be lssued.
