ZE-71-69 - AGRICULTURAL SUBURBAN TO MULTIPLE FAMILY SUBURBAN ELY
(Readvertised at the Planning Commission's direction to allow time
for the applicant to revise his development plan to include two duplex
site s fronting on Main Avenue.)
Planning Commission Recommendation. AAArove, except delete the North
124 feet of the subiect property from the proposed change leavinq it in the
Aqricultural Suburban Zone classification. Continuous fencfng is recommended to
be established along the entire northerly property line adjacent to the duplex site.
1Vo driveway access to Main Avenue is to be allowed, and the northerly ten (10)
feet of the subiect propertv adjacent to Main Avenue is to be dedfcated for iaad
r/w purposes.
(Note Tha applicant should be advised to submit a"Variance" application as
soon as possible, if the Board approves the zone change proposal. (Ninety (90)
feet of lot frontage is required whereas the applicant will have only fifty (50) feet
of frontage on Gillis Road. This has resulted from the Commission's recommenda-
tion for duplex sites fronting on Main Avenue.)
A. Reasons.
1. The proposed multiple family apartment use of the property in
question is in conformance with the Comprehensive Plan insofar as
the Plan indicates high density residential land use north of
commercial land use fronting on Sprague Avenue.
The applicant has revised his proposed development plan which
now delineates 24 apartment units located in the center of the
property and two (2) duplex units fronting on Main Avenue for a
total site development of thirty (30) re sidential units.
2. Traffic: Traffic circulation and access will be from Gillis Road
with a possfbility of having access from Sprague Avenue, depend-
ing on development of the Sprague Avenue frontage. The Planning
Commfssion is of the opinion that the revised development plan
provides adequate access to the subject property and traffic from
the apartments would not utflize Main Avenue as xt would in the
original proposal.

Planning Commission Recommendation: Deny for the followina reasons,
and the staff is instructed to readvertise this matter for the Commission's next
hearing provided the applicant submits a revised plot plan indicating duplex
units fronting on Main Avenue.
A. Reasons:
1. The proposal is in general in accordance with the Comprehensive
Plan insofar as the Plan contemplates high density residential use
to the north of fihe Sprague Avenue business uses. The question
in our mind f s one of degree. How far into the re sidential area
should such development occur at particular locations.
The applicant proposes to develop the subject property with 30
apartment units with one 18 unit apartmenfi building to be located
within 30 feet of Main Avenue. In the Planninct Commission's
opinion, the location of a iar4e apartment structure fronting on
Main livenue would tend to disrupt the established sincrle family
residential character of the street.
2. The Planning Commtssion recommends that the N'orth 120 feet
(plus or minus) of the subject property be deleted from the proposec
zone change in order to protect the established single famuly
resfdential Main Lvenue frontage. This would still allow the
applicant to develop his Main 1lvenue property frontage with two
dupiexes and to develop his interior property with apartment units
having acce s s to Gillis Road and pos sibly Sprague Avenue. The
Planning Commission further notes that the southern portion of tne
applicant's property is already zoned Multiple Family Suburban.
Traffic; Traffic circulation would be increased by at least 30
vehicles ff the proposed apartment development were to be
established. 11,ccess would be from Main Avenue and Gillis Road,
In the opinion of the Planning Commission, thfs access and
increased traffic circulation would be detrimental to the single
family residential character o# Main Avenue.
