This confirms telephone conversations (September 25 and October 13) between
Harold Scott, a member of my staff, and Mr. Robert Giesa regarding housing
projects in the Spokane Valley-Rathdrwn Prairie Aquifer area. Those projects
' considered acceptable should not contaminate the ground water to a level
which would cause a significant hazard to public health for those people
using the Aquifer as a drinking water source. The status of the projects
is as follows: ~

In accordance with our Memorandum of ihlderstanding, we are requesting addi-

1. GENERAL INFORMATION:
A. Location
Simpson Addition is located in the east central area of the Spokane Valley.
northwest of the intersection of Missfon Aver_ue and.Ba!-ker Road.
B. Proposal
The applicant propases to subdivide approximately seven(7) acres into
18 lots, thereby creating a gros s density of about 2.7 units per acre with
a typical lot size of approximately 13, 000 square feet. •
C. Relationship to the Comprehensive Plan
The proposed subdivision is located wi.thin an arEa that has been designated
as suitable fo,r residential development by the dpprove3 map of the Park
3nd Recreation Element of the Spokane County Comprehensive Plan.
D e Existing Land Uses
The site in question is relatively flat with no significant topographic
features. Properties to thp east, north and west are also primarily
undeveloped. To the south, however, is located the residential subdivi-
sion of Valley Vfew Addition, where the typical Iot size appears to be
less thatn 1/2 acre.
- E. Compatibility with Existing Land Uses
As was mentioned above the properties that generally surround th` propo-
sal to the east, north and west are primarily undeveloped with a typicai
lot size of ffve (S) acres 3nd larger, The proposal seems to be incompati-
ble with these uses. TQ the south, however, urbanization has occurred
at this density and the proposal would be compatible with those uses
present.

II. SPECIAL INFORMATION:
A. Clrculatlon
Adequate county roads appear to be available to serve the proposed
subdtviston.

Consolidated Irrigation District has stated it has the ability to
serve the proposed subdlvision wfth both domestic and fireflows.
C. Ftre Protectton
Both malns and hydrants need to be fnstalled to provide for adequate
flre protection.
D. Sewage Disposal
The Spokane County Health District has approved the slte for on-site
sewage disposal. However, the proposed subdtvislon lles over the
Spokane Valley Aquifer. The Disfirict believes that approval of thls
subdlvislon will have a negliglble immediate impact upon the water
qualfty, but continued urbanization at this denstty can be expected
to have at least moderate tmpact upon the water quality.
E . School s
' Ceritral Valley 'School.District belleves that approval of this sub-
dtvfsion would have a negligtble fmpact upon thely district's
facilities. However, a major portlon of the elementary school
serving the proposal has recently heen condemned and the dlstrict
is presently faced wtth busing th, school age children a considerable
distance to other facilittes. The Distrtct expects to complete -
construction of the new school to serve the proposal by September, "74'
F. Parks
No county parks are currently avallable in the area and the County
Parks Department has no present plan for elther site acquf sition or
ma j or park improvements.
III. ENVIRONMENTAL REVIEW:
The Staff of the Planning IDepartment has reviewed the checklist as
submitted by the applicant and the Staff recommends that a declaration of
Non-Signiflcance be issued.

WHEREAS, the Spokane County Planning Commission did, after public hearing
on August 19, 1977, forward to the Board of County Commissioners a recommendation
that the preliminary plat be known as Simpson Addition (File #PE-1130-77) and
zone reclassification to the Single Family Residential zone be approved, and
WHEREAS, Janis Austin did by letter request a special hearing before the
Board of County Cornmissioner-s to present evidence and testimony against the
recommendations of the Planning Commission to approve the above described pre-

WHEREAS, fihe Board of County Commissioners did hold a public hearing on
October 13, 1977 to consider the recommendations of the Planning Commission, the
testimony and requests of the applicants, objectors, and other interested parties,
and whereas at said hearing opportunity was afforded those favoring and those
opposing the above described preliminary plat proposal and zone reclassification,
the Board of County Corrunissioners of Spokane County having fully cons'Sdered the
testimony given, the records and rninutes of the Planning Commission, the environmental
assessment and all other evidence presented, and having personally acquainted them-
selves with the site and vicinity in question does hereby find that the conciusions
of the Planning Commission were generally valid and sufficient. However, the Board
of County Commissioners finds that the plat would be more compatible with the
adjacent area if the plat were redesigned so as to reduce the plat density to not
more than two units per acre. Now, therefore, the Board of County Commissioners
does conclude that the preliminary plat be known as Simpson Addition (File #PE-1130-77)
and zone reclassification to the Single Family Residential classification (File
#ZE-137-77) should be, and hereby is, approved subject to the conditions as contained
in the Planning Commission minutes of August 19, 1977, except that condition Pl is

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Allan Simpson, North 1825 Barker Road, Greenacres, 4Jashington, for the
above captioned preliminary subdivision and zone classification upgrading;
and
The Board having received the recommendation of the Spokane County
Plaaning Commission to approve the preliminary plat, subject to findings
and conditions as contained in the Commission's minutes dated August 19,
1977; and
The Board having conducted its own public hearing on October 13, 1977,
at the request of Janice Austin, East 17222 Mission, Greenacres, Wash-
ington, etal, and after visiting the site and reviewing the testimony;
and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to uphold the recommendation of the Spokane County Planning
Commission to approve the preliminary plat, subject to findings and
conditions as contained in the Planning Commission minutes of August 19,
1977; EXCEPT, reduce the plat density to no more than two units per acre.
The Board also concurred in the Planning Staff's recommendation that no
significant adverse impacts will result and a Declaration of Non-
Significance be issued.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

2. Topography, soils and water.
a. This project lies in a relatively flat area east of Trentwood Industrial
Park. Local drainage ways are insignificant. It is located ~ver the
Spokane Valley Aquifer. I
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
I contamination of groundwater.
c. Geologically the soils are glaciof luvial deposAts; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remiiants have prob ably been reworke'd
by streams. These geologic structures yield moderate to very large amounts
of water.

d. The data from Consolidated Irrigation District wells in the area shows the
wells are 168 to 215 feet deep and have static water levels varying from
71 to 87 feet below the surface. The highest total nitrogen level was 1.3
. ppm in June 1975. The Consolidated Irrigation District has indicated that
it can supply domestic use water for the plat upon completion of agreements
with the developer.
3. Impact discussion:
a. The plat sponsor has proposed 18 lots on 7 acres with a typical lot size
of 100 by 130 feet. Each lot is to be served by a public water system and
its individual on-site sewage disposal system. This raises the question
of significance of the impact on the groundwater in the area and possible
alternatives for sewage disposal.
b. In the course of the conduct of the Arnay Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater, and
the effect of continued urban development in the Spokane River Valley upon
the quality of the groundwater. In summary, he concluded that:
1. Ia normal precipitation years subsurface disposal of sewage treatment
effluent does reach and recharge the groundwater.
• 2. All the dissolved salts in sewage effluent will be carried to the
groundwater. Iiowever, bacteria and detergents (phosphate portion) are
mostly removed by the deep soil layer above the groundwater and "minor
dissolved constituents such as phosphates, which are known to react
with soil particles or nitrates, which are taken up by plant roots"
will be less than the total found in septic tank effluents.
3. "The calculated results at the downstream end of groundwater flow
line indicate that the maximum range of (dissolved) solids concentration
expected at present (1975) is up to 93 mg/1 (milligrams per liter)
above the natural groundwater background of 155 mg/1. The forecast
year 2020 maximum incremental concentration is 101 mg/1 above the natural
background." "The analytical results of the forecast impact of
year 2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration, indicate
that the present impact on groundwater quality is already a substantial
proportion of the ultimate level."
c. Currently, results vf chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.3 ppm. A projected incremental increase
using Dr. Todd's expected 8.6 percent would result in a range of 1.4 ppm.
Current Federal and State drinking water standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the groundwater
have the following general characteristics:

1. Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more
to obtain a permit for the discharge from the Department of Ecology.
These systems are not currently economically available for this
project.
2. Sealed systems, whether individual or community, depend on evaporation
for liquid removal. These systems require more land area than a
conventional subsurface drainfield. Some, such as lagoons, have
safety hazards associated with them and relatively poor community
acceptance. Land, installation and operational cost are generally
more expensive than those for septic tanks and drainfields.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to sale
of the lot.
b. Each lot be authorized the use of an individual on-site sewage system.
c. An on-site sewage management system be created and approved by this office
prior to the signing of the final plat if more than a total of 25 dwelling
units are authorized within the plat.
