I. FINDINGS:
A. The applicant at this tlme has been unable to determine whether or not
he wlll be able to meet the conditions of approval fmposed by the
Staff, i.e., adequate road access to the Deer Park Highway and to
the city of Deer Park.
B. The Staff has also strongly recommended that the applicant consider
the preparation of an environmental impact statement as the slze of
the project (425 acres and 158 lots) would, in the Staff's opinion,
warrant one. No response has been received to date on thts.
C. The appllcant is also considering the optton of annexing hts property
to the city of Deer Park. To date he has not made a def inlte
commitment on this possiblity.
D. The applicant requests that the preliminary subdivision be contfnued
to the August, 1977, Planning Commisston hearing to allow hlm more
time to constder the above.

of Spokane Internattonal Atrport, 1/4 mile south of Ha11et Roed and
east of Grove Road.
8. Proposal
The appllcant proposes to subdividE approximately 17 acres f nto
three (3) lots for single facmlly dwellings with a typical lot sive in
excess of five (S) acres.
C. Exlsting Land Uses
The site tn questlon is currently vacant and ts partfally tree covered.
To the north of the proposal ls the "Geiger Height Military Houstng"
complex, while to the east, south and west rural residential lffe
styles (€lve (S) acre and larger) are located. The USDA has classtfied
the site's cropland potenttal as poor.
E. Compattbillty with exfsting land Uses
The Proposed suladivision appears to be compatible with exfsting 1and
uses in the immedlate area as the Intendeduse (single family dwellings
on flve (5) acre tracts) is the same as that already existing e The
proposal is also compatible with the future usefulness of Spokane
International Airport in that the atrport has recommended a mtnlmum
Iot stze of five (S) acres for the area. The Airport also recommends
that sultable aviqatlon easements be furnished.
E. Relattonship to the Cpmprehenslve Plan
The Comprehenstve Plan for Spokane County for the area recommends
the types of uses as proposed by the applicant.

A. Circulatton
Adequate county roads appear to be available to serve the proposed
subdivtsion.
B . Wa ter
The propos ed subdlvlsion would be served by indfvidual wells lf
approval is granted. The Spokane County Health District has
examined well logs for the area and the Df strict finds that adequate
water ts avatlable to serve the proposal.
C. Fire Protection
Wtth the use of indivt dual wells no provlsion would be made for
adequate flre protection (mains and hydrants), The proposal would
be served by Fire District No. 3, a predominantly volunteer fire
department.
D. Sewage Disposal
The proposed subdivlston is located ln an area where a hlgh water
table has been found to exlst. Soils are also marginal for the use
of on-slte sewage dfsposal systems, although the site has been
approved by the Health District.
E. Schools
No comment has been received from the Cheney School District
regarding thts proposal.

No county parks are currently avallable in the area and the County
Parks Department has no present plan for elther site a cqulsltion or

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Gremy, Inc., c/o Frank C. Cobb, East 11202 - 18th Avenue, Spokane, Wash-
ington for the above captioned preliminary subdivision and zone classification
upgrading; and
The Board having received the recommendation of the Spokane County
Planning Commission to deny the preliminary plat, said denial set forth
in the Planning Commission's minutes dated July 15, 1977; and
The Board having conducted its own public hearing on September l, 1977,
at the request of the sponsor, Gremy, Inc., and after visiting the site
and reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the.public hearing and other evidence available
to the Board to uphold the recommendation of the Spokane County Planning
Commission to deny this preliminary plat and found the reason expressed
by the Planning Commission for denial to be sufficient and controlling.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

II. Topography, soils and water:
a. This project lies in a relatively flat area North of Greenacres. Local
drainage ways are insignificant. It is located over the Spokane Valley
Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically, the soils are glaciofluvial deposits; streaut-laid sand
and gravel; contains some boulders in places; includes some undiffer-
entiated glacial deposits. The lower terrace remnants have probably
been reworked by streams. These geologic structures yield moderate
to very large amounts of water.

d. The data from 2 Consolidated Irrigation District wells in the area
shows the wells are 195 to 215 feet deep and have static water levels
varying f rom 71 to 88 feet below the surface. The highest total nitrogen
level was 1.32 ppm with the average being 0.92 ppm. Consolidated
Irrigation District has indicated that it can supply domestic use water
for the plat upon completion of agreements with the developer.
III. Impact discussion:
a. The plat sponsor has proposed 12 lots on 4.55 acres with a typical
lot size of 101 by 130 feet. Each lot is to be served bq a public
water system and its individual on-site sewage disposal system. This
raises the question of significance of the impact on the groundwater
in the area and possible alternatives for sewage disposal.
b. In the course of the conduct of the Aray Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River
Valley upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage treat-
ment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate portion)
are mostly removed by the deep soil layer above the groundwater and
"minor dissolved constituents such as phosphates, which are known
to react with soil particles, or nitrates, which are taken up by
plant roots" will be less than the total found in septic tank effluents.
3. "The calculated results at the downstream end of groundwater flow
line indicate that the maximum range of (dissolved) solids concen-
tration expected at present (1975) is up to 93 mg/1 (milligrams
per liter) above the natural groundwater background of 155 mg/1
The forecast year 2020 maximum incremental concentration is 101 mg/1
above the natural background." "The analytical results of the
forecast impact of year 2020 when compared with the present impact,
both measured in terins of leachate volume and dissolved solids
concentration, indicate that the present impact on groundwater
quality is already a substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 0.52 to 2.02 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in ranges from .Sb to 2.18 ppm. Current Federal and State drinking .
water standards permit up to 10 ppm.

d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treatment systems discharging to
surface waters woudl require at least tertiary treatment
and perhaps more to obtain a penmit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or couuaunity, depend
on evaporation for liquid removal from sludges. These
systems require more land area than a conventional sub-
surface drainfield. Some, such as lagoons, have safety haaards
associated with them and relatively poor community acceptance.
Land, installation and operatioaal cost are generally more
expensive than those for segtic tanks and drainfields.
4. Recommead that:
a. A public water system including fire flows serve each lot prior to sale
of the lot.
b. Sponsor provide evidence that the plat lies within the recorded service
area of Consolidated Irrigation District.
c. Each lot be authorized the use of an individual on-site sewage system
until a pbulic system becomes available.
