d1IHEREAS, The Spokane Caunty Planning Commission did, after public
hearing on February 26, 19 70, forward to the Board af County Commissioners a
recommendation that the Zoning Map be changed from the exiating "Aqricultural"
classification to the "Restricted Industrfal" classification on property described
as follows;
Beginninq at the center of Section 9; thence North along the north-south
centerline of Section 9 to the South line af jackson Avenue; thence West
along the South line of jackson Avenue to thae East line of Oberlin Road;
thence South along the East line of Oberlln Road a distance of 400 feet;
thence West to the East line of Tract 16 of Fmitlatid Addition; thence
South on said East line of Tract 16 to the North line of the S& I Rallroad
R/W; thence SEIy alonq said Nly li/W to its intersectioa with the East
line of Bowdish R,cad; thence North alonq the East line of Bowdish Road

WHEREAS, The Board of County Commissioners did on April 7, 1970, hold
a public hearing to consider the recommendation of the Planrlng Commission and
to hear testtmony and consider evidence of those appearing in support of and in
opposi.tion to the Planning Commission recomrriendation, and,
WHEREAS, At sa4d hearing of April 7, 1970, opportunftX was afforded to
all parties to present evidence both in suppouct of and fn opposition to the
Plannfng Commission's recommendation, ar,d,
vrtHEREAS, The Board of County Commissioners, havinq examined the
recoanmendatfons of the Planntng Commission, the A/tinutes and records of the
Planninq Commission, the testimony and evidence taken at the Board's hearing
on A,pril 7, 1970, and having persoaally acquatnted themselves with the site and
vicinity in question, does hereby find:
1. That there has been no significant cbanqe in conditions ln the
victnity since the Board of County Commissloners acted on a
siinilar proposal for portions of the sub f ect property on February 5,
1963.
2 o That there is at present considerable acreage in the immediate
vicinity of this proposal that is zoned in an industrial classifica-
tion but which is substaati,ally unused for industry,
3 a That there is not good arteriat access to this property from the
.
Freeway; that in order to achieve such access additional right of
way along Mansfield Avenue would have to be purchased or
condemned and a roadway to artesial standards constructed through
the property to Pines Road o
4. That the difficulties of acquiring the needed riqht of way and rail-
road crossinq for an arterial route through the property from
Argonne to Pines Road appear to us to be insurmountable at this

YVOW, THEREFORE, The Board of County Commissione,rs of Spokane
County does conclude that there ts at present ample acreaqe in this viciriity
that is appropriate and preseatly zoned for Restricted Industnal uses, and,
therefore, no need exists for the proposed reclassification at this time; and

further, that t.he lack of good arterial access to this property vuould tend to
cause industtfal traffic from this site to use routes through surrounding
residential areas, thereby endanqerinq 4he safety and amenity of these areas.
For these Yeasons the Board of County Commissioners of SpoDcane County does
deny this petiUon of Brockman-Rothrock, Inc, to change the Zoninq Map on
property as described hereino

Planning Commission Recommendation: Approve to Rastrictad Industrfal,
subject to th.; approval and filing of a final plat of the proparty and subJect to tha
paving of iVlanstield to specifications of the County Enginaer, both within the plat
and adjacznt thereto east fio Vrilbur F;aad.
A. Background:
This proparty has a lonq history of applications. In 1959 an applicatior
to the Manufacturing Zona was deniad becausa tha proposal was not in
harmony wi'th tho thon existing Comprt:hensivo. Plan for the Valley,
among other roasons. Between 1959 and 1961 the Planning Commi s sion
complefiad land use, neighborhood studies, and othar elements of the
Comprenensive Plan. In tno. Pian for tha Spokanc: VaIIey an industrial
corridor was contoinplated along both sides of the railroad tracks from
Trent Road to Pfnes Road. In August, 1962, the property was proposed
as an industrial plat and Restricted Industrial zoninq was requested.
After cansidorable study af alternativos to the Comprahensiva Plan and
a s.;rias of public hearings, tho Planning Commission recommendod
approval to tho Board of County Commissionars in December, 1962.

donial bocause there was still no feasible plan for arterial access to
the property. It was also noted that the then-proposad Bowdish-
Indiana route vvhile perhaps the most feasiblQ would prasent traffic
problutns at the Pinas Interchanga.
B. Reasons for Present Action:
1. Comprehensive Plan

an industrial ccrridor in this goneral araa is still appropriatn and
applicable. No rasidential plats have been submitted withfn the
conidor and thara have buen saveral propertias daveloped for
industrial purposc:s within the area already zoned Restrlcted

arterial accLiss situati.on w-i bilieve the findings and reasons
exprossed in our 1V;inutes af Decambur 13, 1962, are still
applicable and controlling.

Prior actions by th.: Commission and Board of County Commission-
ors indicato the lack and infeadbility of good arterial access as
aprlmary reason for disapproval. dJe believa that the present
proposal togethar with plans of the County Road Departmant offar
a solution to that problam. As a condition of approval of this
zone chango and its accompanying plat, wo ara suggestang that
the roads withfn the plat ba paved to County specifications and
that iUtansfield be pav%3d batween Bowdish and vVilbur at the
oxpense oi the applicant. Vde understand tnat the Road Dopart--
ment has plans to widon and improva Mansfield from Pines west
to Colloctor Artorial status at such timQ as traffic warrants xt.
Right of way for this project has been acquirad for most of the
distance.
3. Improvements ruauirod as a Condition of Plat Approval.

alI partiea to present evidence both in support of and in opposition to the
Planning Commission's recommendation, and,
WHEREAS, The Board of County Commissioners, havinq examined the
recommendations of the Planning Comtnission, the Minutes and records of the
Planning Commission, the testimony and evidence taken at the Board's hearing
on Aprfl 7, 19 70, and having personally acquainted themselves with the site and
vicinity in question, does hereby find;
1. That there has been no significant change fn condittons ln the
vicinity since the Board of County Commi s sianers acted on a
similar proposal for portions of the subject property on February 5,
19630
•
2, That there is at present considerable acreage in the 1mmediate
vicinity of this proposal that is zoned in an industrial classifica-
tion but which is substantially unused for industry o
3. That there is not qood arterial access to this property from the
Freeway; that in order to achieve such access additional right of
way along Mansfield Avenue would have to be purchased or
condemned and a roadway to arterial standards constructed through
the property to Pine s Road. ,
4. That the difficulties of acquiring the needed right of way and rail-
road crossing for an arterial route through the property from
Argonne to Pines Road 4Lppear to us to be insurmountable at this
time .
NOW, THEREFORE, The Board of Counfy Commissioners of Spokane
County does conclude that there is at present ample acreage in this vicinity
that is appropriate and presently zoned for Restricted Industrial uses, and,,
therefore r no need exists for the proposed reclas sification at this time; and
further,, that the lack of good arterial access to this property would tend to
cause industrial traffic from this site to use routes through surroundfng
reaid'ential areas, thereby endanqering the safety and amenity of these areas,
fFor these reasons the B,oard of County Commissioners, of Spokane County does
deny this petition of Brockman-Rothrock f Inc s to chanqe the Zoning Map on

Indusfiry cannot be adapted to just any site. Unless well planned ror,

industrial uses can produce blight in the surrounding areas. Industrial ar~._~
should be considered in respect to level land with good drainage;land which is not broken up by many ownerships or other uses; easy access to transportation - primarily rail and highways; availability of power, water, and seWerage
disposal; and immediate or potential labor supply, and proximity to market.
Industrial Parks. Spokane County encourages the development of
industrial parks in the metropolitan area. It would be de sirable that any use be
allowed in an indu'strial park when it does not result in excessive smoke, dirt, glare, smog, noise, or offensive odors and such use does not result in water
pollution. Industrial paxks should be designed to protect surrounding develop-
ments by providing screening and adequate setbacks. ,
The re servation of space in an industrial park would be an aid to industry by pr.oviding adequate room for its efficient operation, for expansion, '
and for all types of parking and loading facilities. An industrial use which is thoughtfully located, attractive in appearance, and well maintained can be a -
source of pride to its employees and to the community.
General. While some light industries can be located close to residential neighborho,ods, others should be located within light industrial
areas with more open space, or adj acent to he avy industrial di stricts . Heavy
industry should be located where adequate utilities, communication, and

will minimize commuting fiime, but where the community is protected from the

AQricultural. Agricultural lands in the metzopolitan a:ea are to be con-
sidered as transitional areas as in all probability the demand for other uses _

to decline due to proximity of existing and proposed freeways ; higher land
valuata.ons which will almost prohibit utilization of the. land for agricultural _
purposes, and future demands for other type uses.
Rural Areas. Agricultural land outside the metropolitan area will
