FINDINGS AND ORDER REGARDING PRELIMINARY PLAT PROPOSAL AND ZONE CLASSIFICATION UP-
GRADING: PE112677 WINDY ADDITION ZE12277 AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL.
WHEREAS, the Spokane County Planning Commission did after public hearing on
July 22, 1977 forward to the Board of County Commissioners a recommendation that the
preliminary plat be known as Windy Addition (File #PE112677) and zone classification
upgrading to the Single Family Residential classification (File #ZE12277) be approved,
and
WHEREAS, J. Brent McKinley did by letter request a special hearing before the
Board of County Comrnissioners to present evidence and testimony against the recommen-
dation of the Planni~;y Conmission to approve the above described preliminary plat
and zone change and zone classification upgrading, and
WHEREAS; the Board of County Comnissioners did hold a public hearing on
September 29, 1977 to consider the recommendations of the Planning Conmission and
testimony and request of the applicant objectors and other interested parties, and
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing the above described preliminary plat proposal and zone reclassification,
the Board of County Comnissioners of Spokane County having fully considered the
testimony given, the records and minutes of the Planning Commission, the environ-
mental assessment and all other evidence presented and having personally acquainted
themselves with the sight and vicinity in question does hereby find that the con-
clusions of the Planninq Comniission were generally valid and sufficient in that the
preliminary plat proposal recommended for approval by the Planning Commission con-
tained six laws, all of which met the minimum standards as required in the Spokane
County Zoning Code for lots within the Single Family Residential Zone classification;
and that the eight lots as proposed by the plat sponsor did not meet the minimum
standards of the Single Family Residential Zone classification. Now, therefore, the
Board of County Commissioners does conclude that the preliminary plat be known as
Windy Addition (File #PE112677) and zone classification upgrading to the Single Family
Residential Zone Classification (File #ZE 12277) should be and hereby is approved
subject to the conditions as contained in the Planning Commission minutes dated
July 22, 1977. The chairman is hereby authorized to issue a Final Declaration of

The Board having conducted its vwn public hearing on 5eptember
29, 1977, at the request of the sponsor, J. Brent McKinley,
and after visiting the site and reviewing the testimony; and
The Board being fully advised in the premises did determine,
based upon the testimany submitted at the public hearing and
vther evidence available to the Board to upho1d the recammendatian
of the Spakane County Planning Cvrnrnissian to apprgve aRevised
Preliminary Plat with six (6) lats, subject to findings and
conditions as cor~~ained in the Planning C4zrrmission minutes
of July 22, 1977.
The Board also cancurred in the Planning Staff's recommendation
that no signi-ficant adverse impacts will result and a Declaration
of Norisignificance be issu.ed.
The Board instructed the Planning Staf£ to prepare Findings

Windy Addltion is located in the east central e rea of the Spokane
Valley east of Greenacres Road and north of 4t.1 Avenue.
B. Proposal
The applicant proposes to subdlvide approximate!y 2.1 acces into
elght (8) lots for stngle family dwellings with a t rplcai lot stze of
78.5 feet of frontage with a depth of 117.5 feet o.- approximately
9224 square feet per tot. The Staff's proposal woiild have •
slx (6) lots with a typical frontage of 105 feet arid 3n area of
cipproxtmately 12,300 square feet per lot. The Staf.!'s proposal would
meet the requfred minimum specifled by the 2ontng 0rdinance ln
regards to the Stngle Family Residenttal Zone ClassVication. The
appltcant's proposal would not meet these minimums.
C. Exi sting Land U se s
The site Ls currently used as a pasture with no signffic ant topographi-
cal features. The properties that generally surround it are typicaliy
larger lot agricultural uses with typical lot size in excolss of 1 I/2
acres. Further to the west and north several residential subdivtslons
are also located. Included among these are 1Vioen additton, Pinkerton
Park and Hubbard Addition.
D. Compatibi.lfty with Extsting Land Uses
The proposal appears to be compatlble with the development that
has accured further to the north and west, but may be somewhat
incongrous with the immediate area. The proposal ts also compatlble
wEth the future intended uses for the area - residenttal uses.
E. Relationship to the Comprehensive Plan
The proposed subdlvlsion is located withfn an area that has been
designated as suttable for residential development by the Spokane
• County Comprehensive Plan.

The Spoka ne County Hea lth Dls trict ha s approved the s Ite for on- site
sewage dtsposal. However, the proposed subdtvlsion lies over the
Spokane Valley Aquifer. The Distrtct belteves that approval of this
subdiviston will have a negligible immediate fmpact upon the
water qualtty, but contlnued urbanizatton at this denstty can be
expected to have at least moderate lmpact upon the water quaiity.

Centra! Valley School Distrlct believes that approval of this
subdivision would have a negliglble irripact upon thetr distrtct's
facilitfes.
F. Parks
No county parks are currently available in the area and the County

2. Topography, soils and water.
a. This project lies in a relatively flat area between Opportunity and
Veradale. Local drainage ways are insignificant. It is located over
the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater. -
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
, gravel; contains some boulders in places; includes some undifferentiated
glacial depostis. The lower terrace remnants have probably been re-
worked by streams. These geologic structures yield moderate to very
large amounts of water.

d. The data from Corbin and Consolidated Water Districts' wells in the
area shows the wells are 190 to 235 feet deep and have static water
levels varying from 88 to 90 feet below the surface. The total ni-
trogen level was 2.22 ppm. in June, 1975. The Consolidated Irrigation
District has indicated that it can supply domestic-use and f ire pro-
tection water for the plat upon completion of agreements with the
developer and that the plat is within the District's service boundaries.
3. Impact discussion.
a. The plat sponsor has proposed 8 lots on 3.0 acres with a typical lot
size of 78.5 feet. Each lot is to be served by a public water system
and its individual on-site sewaae disposal system. This raises the
question of signif icance of the impact on the groundwater in the area
and possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd con-
sidered typical soils, natural and sewage disposal recharge to the
groundwater, and the effect of continued urban development in the
Spokane River Valley upon the quality of the groundwater. In summary,
he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
` All the dissolved salts in sewage effluent will be carried
to the groundwater. However, bacteria and detergents (phos-
phate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such
as phosphates, which are known to react with soil particles,
or nitrates, which are taken up by plant roots" caill be less
than the total found in septic tank eff luents.
3. "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background."
°'The analytical results of the forecast impact of year 2020
when compared with the present impact, both measured in terms
of leachate volume and dissolved solids concentration, indi-
cate that the present impact on groundwater quality is already
a substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 2.22 ppm. A prajected incremental
increase using Dr. Todd's expected 8.6 percent would result in ranges of
2.41 ppm. Current Federal and State drinking water standards permit up
to 10 ppm.

d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treamment systems discharging to
surface waters xJOUld require at least tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or coamunity, depend
on evaporation for liquid removal. These systems require
more land area than a conventional subsurface drainf ield.
Some, such as lagoons, have safety hazards associated
with them and relatively poor community acceptance. Land,
installation and operational cost are generally more expen-
sive than those for septic tanks and drainfields.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to sale
of the lot.
b. Each lot be authorized the use of an individual on-site sewage system
until a public system becomes available.

purpose of this Ghecklist is to help the agencies involved determine whether or not a
proposal is such a maior action.

presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the chPCklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, ar where you
believe an explanation would be helpful to qovernment decision-makers, include your
explanation in the space provided, or use additional pa ecs, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Camplete answers to these questfons now will
help all agencies involved with your proposel to undertake the required environmental
review wfthout unnecessary delay.
The following questions apply to your total proposal, not iust to khe license for which
you are currently applying or the praposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is compl@ted,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their enviconmental review now,
without duplicating paperwork in the future.
No application shall be pracessed until the checklist has been completed and returned
eo the appropriate County department. State law requires explanations for everv "yes"
and "maXbe" answer on the chocklist, The person complekinq the form may be required
to provide explanations for "no" answers, and in some cases, more detailed information
to aid in a threshold determination.
NOTE: This is a standard form being used by all state and local agencies in the State
of WashingCon for various typas of proposals. Many of the questions may not
