FINDINGS AND ORDER REGARDING PRELIMINARY PLAT PROPOSAL AND ZONE CLASSIFICATION
UPGRADING, PE-1125-77 CHURCH ADDITION, 7_E-121-77 AGRICULTURAL TO SINGLE FAMILY
RESIDENTIAL: GUTHRIE
WHEREAS, the Spokane County Planning Commission did, after public hearing
on July 15, 1977, forward to the Board of County Commissioners a recommendation
that the preliminary plat to be known as Church Addition (File #PE-1125-77) and
zone reclassification to the Single Family Residential zone classification
(File #ZE-121-77) be approved, and
WHEREAS, Karma Dhaenens did by letter request a special hearing before the
Board of County Commissioners to present evidence and testimony against the
recommendations of the Planning Commission to approve the above described pre-
liminary plat and zone reclassification, and
WHEREAS, the Board of County Commissioners did hold a public hearing on
September l, 1977 to consider the recommendations of the Planninq Commission and
testimony and requests of the applicant, objectors and other interested parties,
and
WHEREAS, at said hearing opportunity was afforded those favoring and those
opposing the above described preliminary plat proposal and zone reclassification.
The Board of County Commissioners of Spokane County, having fully considered the
testimony given, the records and minutes of the Planning Commission, the environ-
mental assessment and all other evidence presented and having personally acquainted
themselves with the sight and vicinity in question, does hereby find that the con-
clusions of the Planning Commission were generally valid and sufficient. Now,
therefore, the Board of County Corrnnissioners does conclude that the preliminary plat to
be known as Church Addition (File #PE-1125-77) and Zone Reclassification to the
Single Family Residential zone (File #ZE-131-77) should be and hereby is approved
subject to the conditions as contained in the Planning Commission minutes of
July 15, 1977.

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Ralph Guthrie, East 12715 Mission, Spokane, blashington for
the above captioned preliminary subdivision and zone classification
upgrading; and
The Board having received the recommendation of the Spokane County
Planning Commission to approve the preliminary plat, subject to findings
and conditions as contained in the Commission's minutes dated July 15,
1977; and
The Board having conducted its own public hearing on September l, 1977,
at the request of Karma Dhaenens, 2011 South Adams Road, Ueradale,
Washington 99037 and af ter visiting the site and reviewing the testimony;
and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to uphold the recommendation of the Spokane County Planning
Commission to approve the preliminary plat, subject to findings and
conditions as contained in the Planning Commission minutes of July 15,
1977.
The Board also concurred in the Planning Staff's recommendation that no
significant adverse impacts will result and a Declaration of Nonsignificance
be issued.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

I. GENERAL INFORMATION:
A . Location
The proposed subdivision ls located In the sDuth central area of the
Spokane Valley south of 16th Avenue and east of Adams Road.
B. Proposal
The appllcant proposes to subdfvlde approximatel y five (5) acres into
ten (10) lots for stngle family dwellings. The proposed subdivision
would create a gross density of approxfmately two (2) unfts per acre
with a typt cal lot size of 17, 900 square feet.
C. Exi sting Land U se s
The proposed subdivision ts currantly ln active cropland vegetation as
are the properties to the north, east and south. To the west of the
proposed subdivision is the restdential subdivision of Early Dawn
Addition.
D. Compatibflity with Existing Land Uses
As mentioned above the properttes to the north, east and south are
In active cropland vegetatEon wtth the typlcal lot size being approxl-
mately five (5) acres. Further to the north and south numerous
segregatfons have occurred where the typical lot stze is approximately
one (1) acre. To the west of the proposal is the residentfal subdivision
of Early Dawn Additfon where the gross density ls approximately
2.6 units per acre.
E. Compatibility with the Comprehensive Plan
The proposed subdivision is lcoated in an area that has been designated
as suitable for residential development by the Spokane County
Comprehenstve Plan. The Board of County Commissioners has set a
minimum lot size for proposed subdivisions for the area at a minlmum
of 1/2 acre. The proposed plat is compatible with that decision.

A. Ctrculation
Adequate county roads appear to be availablc to ;erve the proposed
subdivision.
B. Sewage Disposal
The Spokane County Health Ljistrict has approved tt. e site for on-site
sewage disposal. However, the proposed subdivis i-)n lies over the
Spokane Valley Aqutfer. The District believes that a oproval of this
subdfvision will have a negltgible immediate impact ;ipon the water
quality, but Gonttnued urbantzation at this density ca z be expected to
have at least moderate impact upon the water quality.
D. Schools The Central Valley School Dlstrict believes that approval of this
subdiviston would have no significant effect upon the dlstrict's
facilities. A future elementary school site is located to the southeast
of thls proposal.
E. Fire Protection
Both malns and hydrants nedd to be installed to provide for adequate
fire profiectlon.
F. Wa ter and Power
Vera Water and Power has stated It has the abiiity to serve the
p roposed subdivis ion with both domestic and ffreflows, also electrfclty.
III. ENVIRONMENTAL REVIEW:
The Staff of the Planning Department has reviewed the checklist as submitted
by the appltcant and the Staff recommends that a declaratlon of
NOn-Significance be Issued.

the wells-are 162 t0 17,0 feet deep and have static water levels
varping from 132 to 145 feet below the°surface. The highest total
nitrogen level was 3.42 ppm. with the average befng 2.19 ppm. The
Vera Aater and Power Company has indicated t6at it can aupply domestic
use water for the plat upon.compietion of agreements with the developer.
I. Zmpact discussion,.
a. Theplat sponsor has proposed 10 lota on 4.92 acres with a tqpical
lot size of 127 bp 140 ,€eet . Each lot is to -be eerved by a public
water system and its individual on-site sewage disposal system.
This raises the question of sigatficance of the impact on the-ground-
water in the area-and posaible altetnatives for sewage 'disposal.
b,. Tn the course af the conduct of tbe Army Corps study,~Dr. Todd con-
eidered tgpical,soils, natural and sewage disposal recharge to the
graundwater, and the ef f ect of continued uxban development -in the
Spokane River Va11ep upan the qualitq of the groundwater. In summary,
he concluded ttiat :
1. In normal precipitation years -eubsurface disposal of sewage
treatment eff,lwent does reach and recharge tlie groundwater.
2. A11 the,dissolverl salts -in sewage effluent will be carried
to the groundciater. However, bacteria and detergents (phos-
_ phate porriori) are T.nostly remioved by tiie deep soil layer-
above the groundwater and."minor dissolved constituents such
as phosphates, which are known to react with soil particles,
or nitrates, wliich.are taken up by plant roots" will lie less
than the total found in septic tank effluents.
3. "The calculated results at the dowastream eud of groundwater
f low line indicate that the maximum rattge of (dissolved) sol-
ids concentration e.x-pected at present (1975) is up to 93 mg/1
(milligrains.pei liter) above the natural groundwater back-
ground of 155 mg/l. the forecast "peai '2020 -taitimum _incren*ptal
concentration, is -101 mg-/1 above the °matural background.-"
"The analytical results o,f the forecast impactof pear 2020z
when compared with tbe "present impact, both measuredin terne
of leachate volume amd diseolved solfds concentration, indi-
cate that1he present impact on groundwatex quality is already
a substantial proportion of the ul-timate level."
c. Currently, resul"ts of chepqical aaalysis show the total nitrogen -content af
the groundwatei as in the range of 1.12 ta 3.42 ppm. A proj ected incre-
mental increase using Dr. Todd"s expected 8.6 percent would result in ranges
from 1.21 to 3.71 ppm. Current Pederal and State diinking water standards
permi.t up to 10 ppm.

d. Alternative,sef-iage disposal methods tbat would not recharge,the
groundwater.have the fol].owing general cfiaracteristics :
(1) Collector and central treatment ~systems discharging to
'surface Fraters would require at least . tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Depai-tment of Ecology. These systems are not
currently economicallq available for this pioject.
~2~ Sealed apstems, whe,ther individual or commi~nity, :depend
on evaporation for liquid removal from sludges. These
systems reqaire more laad area than a conventional sub-
•surface drainfield. Some, such as 1,1goons, have safety
hazards associated with them and relativelp Poor conimunity
acceptance. Land, installation and operatfonalcost are
generally more expensiee than those for septic tanks:and
dfainf ields .
4. Recammend that:
a. A public water spstem including fire flows sen►e each lot nzior to sale
of the lot.
b. Sponsor"provide evidence that the plat.lies within the recorded servlce
area of'Vera Water and Power Company.
c. Each 1.ot be authorized,the use,of an individual oa-site sewage system
