(The Planning Commfssion at their February, 1969, hearing instructed the
staff to advertise the entire north side East Sprague Avenue property
frontage between Gillis and Skfpworth Roads to "Commercial" zoning for
, their March meeting a )
Planninq Commis sion Recommendation: Approve to Rs sidential Office Zone,
subject to five (5) foot road riqht of way dedication on72 ide of Moffitt Road
and on the,east side of Gillis Road and on the west side of kfpworth Road,
The Plannina Commi s sion further recommend s to the Board of CountX
Commissioners that no action be taken on ZE-10-69 (Multiple Family Suburban to
Commercial: Parrill) to effect a change of zoning to the Commercial Zone for the
followinq reasons; -
A. R,easons:
1. The Comprehensive Plan for the area in question indicates high
density residential development (apartments) or professional
offices as permitted fn either the Multiple Family Suburban or
Residential 4ffice Zones o Professional Office development fs
already established within the area in questiono It i~s recommended
that this existinar office development shou,td be encouraqed between
Skipworth and Gilli}s Roads in keepina with the Planninq Commfs-
sion's established policy of protectina residential areas north of
5„praaue Avenue bv the establishment of restrictive zoninq requla-
tions such as contained in the Multiple Family Suburban or
Re sidential Office zone s.
2, The Sprague Avenue property frontage between Gillis and Skipworth
Roads has been developed in part with two - sinqle family
residences, a frozen food locker, and doctors' offices. In
additionr an established residential neighborhood exists adJacent
to and directly north of the subiect Spraaue Avenue frontage
between Gilli s and Skipworth Road s e
Therefore, the Planning Commission strongly recommends the
Resfdential Office Zone classification because of the already
established professional o#fices and because of the~ immediate
proximity of the existing residential neiqhborhood to the Spraque

The Planning Commission changes its previous recommendation on
the proposed Commercial zoning at the northeast comer of Sprague
and Moffitt a#ter reviewing the subiect property in the field, after
reviewing pictures taken of the subject study area which were not
available at their February hearing, and after hearing testimony
from additional property owners in the vicinity.
B. General Data:
1. Location: Section 16, Township 25 N. , Range 44, EWM.
The South 66 feet of Lot 3; all of Lots 4, 11,
and 12 of Moffitt's Subdivision of Tract 151 of Opportunity. Also
the following described pertion of Block 150 of Opportunity: The
South 320.06 feet of the E 1/2 of Block 150 of Opportunity.
2. Sponsor: The Planninq Commission directed the staff
to advertise this area for a zone change to
Corrimercial. Opinions from property owners
within the area and vicinity as to approprlate
zoning will be solicited at the hearing.
3. Site Size: Approximately 4 acres
