Introductian: The State Environmryntal Policy Act of 1971, Chapter 43.21C, RC'JV,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licen5ing private proposals, The Act also requires
tha[ an Environmental Impact Statement be prepaced for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
pucpose of this checklist is to help the agencies involved (ietermine whether or net a
proposal is such a ma jor action.
Please answer the following questions as completely as you can with the infcrmation
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slighC impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tian, if necessary. Where explanations of your answers are requfred, or where you
believe an explanation would be helpful to qovernment decision-makers, include your
explanation in the space provicied, or use additional pa ecs, if necessarY. You should
fnclude references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The followinq questions apply to your total proposal, not iust to [he license for which
you are currently applying or the proposal for whlch approval fs souqht. Your answers

even though complation may not accur until sometime in the future. This will allow all

1. The proposed subdivision is located within the Spokane iV[etropolitan Area o
Specifically the propos3l is located in the Spokane Valley, north of
Fourth Avenue between Adams Road and Evergreen Road.
2. Silvey Subdivision is situated within an area that has been designated as
suitable for residential development by the approved map of the Park and
Recreation Element of the Spokane County Comprehensive Plan and its
accompanying text. The Comprehensive PZan, as adopted by the SpokanE
Regional Planning Confercnce, also designates the area as a residential
neighborhooc?. Boundaries of saicl neighborhood are EvErgreen to the West,
Sprague to the North! Sullivan to the East, and 16th to the South o
3. The applicant requests preliminary approval for the subdivision of approxi-
mately 2.8 acres inta six (6) lots for duplexes, (a gross density of about
4 units/acre).
• 4. The lots in thE proposed subdivision have been designed to accommodate
either single family dwellings or duplexes with a minimum lot size of
15 , 000 square feet and a minimum frontage of 100 feet.
5. The propo sed subdivision appears to be a compatible extension of exist-
ing development in the neighborhood o DEVelopment to the north includes
scattered commercial uses, while development to the west and south
include khe residential subdivisions of Renner Subdivision and Green
V'.a lley Addition o Lrevelopment to the east includes the St o Niary's Church

6. The site in question is currently vacant and the USDA has clasified its

a) The sponsor shall submit the proposed form of the legal documents for continued
retention, develapment, and maintenance of all common apen space land prior to
' the filing af the final plat; v:hfch documents shall provide, among other things,
for a minimum assessment of inembers of a home owners' association for such
~ open space development and malntenance, said documents to be approved by

b) The areas shown as recreation acea and/or site, etc. , must be accurately de-
fined and given lot and block numbers. The final plat will show the future owner-
ship status of parcels to be sold, parcels to remain public (i . e., sewer treat-
ment site) and parcels to remaln in common ownership.
c) That the sionsor, prior to filing of the final plat, provide for min.imum imprave-
ment of the common vpen space land; such lmprovements wlll be accomplished
at the sponsor's expense and sha1Z include proper guarantee of minimum stand-
ards of improvement (for example: turfing and adequate sprinkling system) which
shall be approved by the Planning Director.
d) If a ffnal plat is to be filed that does not include ihe entire area prnposed for
platting on the prellminary plat of record, then the first final plat iiled will i.n-
clude the recreatton area and the sewer treatment stte.

II. Topography, soils and water.
a. This project lies in a relatively flat area between Opportunity and
Veradale. Local drainage ways are insignificant. It is located
over the Spokane nalley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.

d. The data from 8 Vera Water and Power Company wells in the area
shows the wells are 140 to 175 feet deep and have static water
levels varying from 110 to 158 feet below the surface. The
highest total nitrogen level was 3.42 ppm with the average being
1.73 ppm. The Vera Water and Power Company fias indicated that it
can supply domestic use water for the plat upon completion of
agreements with the developer.
III. Impact discussion.
a. The plat sponsor has proposed 6 lots on 2.8 acres with a typical
lot size of 100 by 150 feet. Each lot is to be served by a
public water system and its individual on-site sewage disposal
system. This raises the question of signif icance of the impact
on the groundwater in the area and possible alternatives for
sewage disposal.
b. In the course of the conduct of the Army Corps study*, Dr. Todd
considered typical soils, natural and sewage disposal recharge
to the groundwater, and the effect of comtinued urban development
in the Spokane River Valley upon the quality of the groundwater.
In summary, he concluded that:
1. In normal precipitation years subsurface disposal of
sewage treatment effluent does reach and recharge the
groundwater.
2. All the dissolved salts in sewage effluent will be carried
to the groundwater. However, bacteria and detergents (phos-
phate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents
such as phosphates, which are known to react with soil
particles, or nitrates, which are taken up by plant roots"
will be less than the total found in septic tank effluents.
3. "The calculated results at the downstream end of groundwater
flow line indicate that the magimum range of (dissolved) sol-
ids concentratiou expected at present (1975) is up to 93mg/1
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background." °
"The analytical results of the forecast impact of year 2020
when compared with the present impact, both measured in terms
of leachate volume and dissolved solids concentration, indi-
cate that the present impact on groundwater quality is
already a substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.22 to 3.42 ppm. A projected
incremental increase using Dr. Todd's egpected 8.6 percent would re-
sult in ranges from 1.32 to 3.71 ppm. Current Federal and State
drinking water standards permit up to 10 ppm.

d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
1. Collector and central treatment systems discharging to
surface waters would require at least tertiary treatmentand perhaps more to obtsin a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
2. Sealed systems, whether individual or community, depend
on evaporation for liquid removal from sludges. These
systems require more_land area than a conventional sub-
surface drainf ield. Some, such as lagoons, have safety
hazards associated with them and relatively poor community
acceptance. Land, installation and operational cost are
generally more expensive than those for septic tanks and
drainfields.
IV. Recommend that :
a. A public water system including f ire f lows serve each lot prior to sale
of the lot.
b. Sponsor provide evidencethat the plat lies within the recorded _
service area of Vera Water and Power Company.
c. Each lot be authorized the use of an individual on-site sewage
- system until a public systev becomes available.
d. An on-site sewage management system be created and approved by
this office prior to the signing of the final plat if more than
a total of ten (IO) dwelling units are authorized within the plat.
