Backqround:
On May 29 , 19 69 , the Planning Commis sion postponed consideration of
ZE-31-69 to such a time as a zoning study for the Caroline Addition and
other areas in the immediate vicinity was completed (Valley Multiple
Family Study). The zoning study for the Caroline Addition and other areas
was presented to the Commission at the july, 1970 hearir_ : -
mission has consequently reviewed the Oster application.
A. Reasons.
1. In the opinion of tha Planning Commission the lots and awnc :
immediate to the Spokane Vallay Freeway are not particularl :
conducive to standard residential development.
2. Several zone changes for mobila home development immediate to
Fourth Avenue and the Freeway have been approved recently;
(ZE-20-67, Vriseman; ZE-SS-69, VVarsinske).
3. The subject properties are on the fringe of a re sidential neighbor-
hood rather than toward the interior and will consequently, creata
a minimum effect upon the neighborhood.
4. Owners of several propertie s in the proposal have indicated to tll, e
Planning Commis sion that although the platted lots are oriented
to north-south streets, the actual ownerships tend to front on
Fourth Avenue.

recocda the Planninq Commission's action on the proposed zone ahange,
ZE-31-69,, to be that of postponement to and tlme as a zoninQ study for Carollne
and Eaatwood Additions could be accomplished.
The Planning Commission did have on their September 25, 1969, ,A,qenda,
a report from the staff regarding thia study but it was postponed to the Commis-
sion's October hearing due to a large agenda. 1Ne would anticipate that the
Plarusing Commis sion wiu be acting on the subiect zone chanqe in the near future.

Attached please find a drawing of Lot 2, Block 10, Eastwood
Addition. This is the only lot which we propose to make any changes
on. Consequently, I have not made a sketch of any of the other lots
in the area.
However, I will outline briefly what can be found on the other
lots. Lot 1, Block 9, has three wooden structures, which are not
being us ed at this time. Lot 1, Block 10, has a wooden structure
which is being used as a residence. Lot 2, Block 10 is vacant.
Lot 24, Block 10, has a trailer located on it. Lot 23, Block 10,
has a wooden structure located on it. Said structure is being used
as a residence. Lot 1, Block 11, has two wooden structures on it,
which are being used as residences, and one trailer, which is being
used as a residence. Lot 2, Block 11, has a wooden structure on it
which is apparently being used as a residence.

ber, 1968. Alice Oster is the owner of a 55 foot Van Dyke Trailer.
In order to install this trailer to use as a residence, Mr. Oster
requests a zone change. The major reason for the change of condition
for which the petitioner alleges warrants additional zoning is the
failure of this area to develop in general to the location of the
property along the freeway. There has been no local interest in
developing this property either as residential or agricultural. There-
fore petitioner feels that better use can be made of this property
if a zone change is allowed.
