Backqround: On May 29 , 19 69 , the Planning Commis sion postponed consideration of ZE-31-69 to such a time as a zoning study for the Caroline Addition and other areas in the immediate vicinity was completed (Valley Multiple Family Study). The zoning study for the Caroline Addition and other areas was presented to the Commission at the july, 1970 hearir_ : - mission has consequently reviewed the Oster application. A. Reasons. 1. In the opinion of tha Planning Commission the lots and awnc : immediate to the Spokane Vallay Freeway are not particularl : conducive to standard residential development. 2. Ur_r Opter was recentlv married to Alice Oster in 1Vovem- ber, 1968. Alice Oster is the owner of a 55 foot Van Dyke Trailer. In order to install this trailer to use as a residence, Mr. Oster requests a zone change. The major reason for the change of condition for which the petitioner alleges warrants additional zoning is the failure of this area to develop in general to the location of the property along the freeway. There has been no local interest in developing this property either as residential or agricultural.
