, This office has revzewed the agenda for the June 1969 meeting of the
County Planning Commission and found only two items of interest to us
and on which we wish to comment, these being ZE•37-69, which is along a
full access controlled section of I-90, and as supplement to the develop-
ment planfof the Lamp Lighter Lodge also along I•90 at the Sullivan Road
Interchange.
Since neither of the above listed items effects access to or from the
f Interstate Highway or would interfere with the safe and efficient operation
of the State Highway, this office would not oppose,,,either of the items.

Planning Corrimission Recommendation: Approve to Residential Ntobile
Home, except delete the E 1/2 of Block 4 of First Addition to East Spokane, and
chanqe Lots 1- 5 of Block 3 of First Addition to East SAokane to Multiple Family
Suburban.
A. Reasons:
1. The subject triangular shaped area is bounded on one side by the Spokant
Valley Freeway (Interstate No. 90) and on the other two sides by County
arterial roads (Broadway and Park).
Bowman Road between Cataldo and Broadway Avenue is presently
developed with mobile homes established primarily by conditional use
permits on individual lots. Also, several mobile homes are located on
Gfrard and Lily Roads north of Broadway. To the south and west of the
property are industrial zoning and uses. Therefore, because of the
established nature of the existing land use and because of the location
of the subject property, the Planning Commission finds that the proposed
zoning would be compatible witn the Comprehensive ?lan.
2. The Planning ComrLzission recommends that the existing residences
fronting on the west side of Park Road between Cataldo and Broadway be
deleted from the proposed zone change and retain their present
"Agricultural" zoning. Lots fronting on Park Road between Cataldo anc~
Broadway Avenues have all been established with single family
residences which in essence is the reason for the above recommsndation
for deletion of these lots (Lots 1-15, Block 4 of First Addition to Fast
Spokane) from the proposed mobile home zoning.
The Planning Comrnission was advised by the staff that a proposed zone
change in the past (ZE-3b-59) which was denied because of the 1, 000
foot mining zone restriction from any primary residential zone.,iVhile
this distance regulation is still in effect, the Planning Commission can
find no reason to deny future zoning of the subject area solely on the
basis of this restriction would be unjustified due to the established
residential-mobile home character of the area existing today.
