A. FIIVDINGS: 1. The proposed subdivision is located within the Spokane Metropolitan , Area. Specifically, the proposal is located in the Spokane Valley and I north of 1Vlission Avenue and'East of University Road. I 2. Mission Ridge Addition is situated within an area designated as suitable for residential development by the approved map of the Park and Recrea- tion Element of the Spokane County Comprehensive Plan and its accomp- anying text. Geologically the soils in the area are glaciofliivial'deposits: streamlaid sand and gravel containing some boulders in places and including some undif£erentiated glacial deposits; 1ower terrace remnants probably reworked by streams; yield moderate to very large amounts of water. 14ell logs show most wells to be 90 to 250 feet deep with large yields. "The calculated results at the downstream end of a groundwater flow line indicate that the maximum range of (dissolved) salids concentration exnected at present (1975) is up to 93 mg/t (milli- grams per liter) above the natural groundwater background of 155 md/1. The farecast _year 2020 maximur► incremental concentra- tion is 101 mg/1 above the natural background." ---"The analytical results of the f orecast imnact at year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present irnpact on groundwater quality is already a substantial propor- tion of the ultimate level." f. ThesP sy,stems are not currently economically avaiJa- ble f or this proj ect . 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more -2- - . r ~ . . ~ l.and area than a conventional subsurface drainfield. Some, such as laaoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation, and oFerational costs are generally more expensive than those for septic tanks and drainfields. 3. Special disposal systems using various methods of irrigation or using evapotranspiration have had insufficient use in this area to validate design criteria. Irrigation requires effluent , disinfection in most cases. These systems also require rela- tively large areas for year around operation. Land and some I operational costs are more than for septic tanks and drainfields. Again, without a specific additional treatment to rernove dissolved solids or completely sealin~ the disposal area from percolation, some dissolved salts cvill be carried with eff luent recharse to the groundwater. h. Historically, urban density development has resulted in polluted ground- water beneath the development and increased values of land to the extent space for ind'Lvidual sewaje disposal drainfields is too expensive for that use. III. Conclusion: a. The use of subsurface sewage disposal systems for these projects will have a negligible impact on the water quality. b. The development of these projects in conjunction with other surrounding urbanizing projects can be expected ultimately to have at least a moderate impact on the water quality. c. The plat sponsors have proposed a public water supply for the plats as an extension of Modern Electric SJater Company. Extension of this system to serve the plats would provide an excellent means of ineeting the re- quirements of D.S.H.S. tor public water supplies. d. The topography and soils in the plats are suitable for installation of individual on-site sewage disposal systems. Such systems will have negligible immediate impact on the-environment in the area but con- tinued urbanization in the area at this density historically pollutes groundwater under the development at some time in the future. e. The plat should be served by the ecistins public water system in the area. f. Proposed density ;reater than 3.5 dwelling units per acre, will require an on-site sewa'e disnosal mana;ement system. IV. Recommendations. Prior to signino the final plat: a. Contractual agreements shall be concluded between the plat sponsor and the existing public water purveyor. b.
