PRFLIMINARY SUBDIVISION AND ZONE CLASSIFICATION UPCRADING,
PE-1091-77 - VIALKER SUBDIVISION: WOLFLAND, INC.
ZE- 56-77 - AGRICULTURAL TO SINGLE FAiVIILY RESIDENTIAL AND/OR TWO-
FAMILY RESIDENTIAL
Planning Commission Decisfon: Approve, subiect to findinas and conditions listed
below: Vote was unanimous.
A. FINDINGS:
The proposed subdivision is located within the Spokane Metropolitan Area o
Specifically, the proposal is located in the Spokane Valley at the Northwest -
corner of Evergreen Road and Valley Way Avenue.
2. Walker Subdivision f s situated within an area designated as suitable for
residential development by the approved map of the Park and Recreation
element of the Spokane County Comprehensive Plan and its accompanying
text. The Comprehensive Plan for the Spokane Metropolitan Area, as approved
by the SpokanE Regional Planning Conference, also designated the area as a
residential neighborhood. Boundaries of said neighborhood are Evergreen to
the east, Spraque,to the south, Pines to the west, and Interstate 90 to the
north.
3. The applicant requests preliminary approval for the subdivision of approxi-
mately two (2) acres into five (5) lots for duplexes, thereby creating a gross
density of about five (5) units per acre.
4. The lots in the proposed subdivision have been designed to accommodate
either single famfly dwellings or duplexes with a typical lot size of 11, 700
square feet and a minimum frontage of ninety (90) feet.
5. The proposed subdivision appears to be a compatible extension of existing
development in the area. Development to the north of the proposed sub-
division includes the administration offices of the Vera Water and Power and
the church of the First Ch urch of Christ Scientist. DevelopmEnt to the east,
south and west includes the residential subdivisions of Evergreen-Acres Addi-
tion, Birketts Subdivision, tonalee Addition and Loita's Subdivision.
6. The site in question is eurrentiy vacant and the USDA has classified its crop-
land potential as fafr.
7. Public facilities and utilities are available within the area to serve the pro-
posed subdivision to the following extent.

A. Vlrater & Power: Vera Water and Power has stated that the district
can supply both power and water to the proposed
subdivision providing the developer complies with
the District's policies, rules and regulations o
B. Sewage Disposal: The si.te in question is located over the aquifer that
served both the City of Spokane and Spokane Valley.
The Spokane County Health District has approved the
proposed subdivision for on-site sewage disposal.
The District states "the topography and soils in the
plat are suitable for installation of individual on-site
sewage disposal systems. Such systems will have
negligfble immediate impact on the environment in
the area but continued urbani2ation in the area in
this density historically pollutes groundwater under
the development at some time fn the future."
C. Schools: The proposed subdivision lies wfthin the boundaries
of the Central Valley School District. The District
has stated that in their view the proposed subdivision
will not have any impact on the District's facilities
if the proposal is approved.
D. Parks: No improved county parks are located within the area
and the County Parks Department has no present
plans for either site acquisition or ma jor park improve-
ments.
E. PolicE Protection: The Spokane County Sheriff's Department has been
contacted 3nd no comment ha s been received regard-
ing this proposal,
F. Fire Protection: Spokane County FirE Protection lCistrict #1 has been
contacted and the District states hydrants need to be
installeu to provide for adequate fire protection.
G. Roads: Adequate county roads appear to be available at the
site to handle the increased automobile traffic if the
propo sal is approved. The Spokane Regional Planning
ConfErence's adopted transportation plan has desig-
nated Evergreen Road (to the east of the proposal)
as a principal arterial, while Valley Way Avenue (to
the south of the site) has been designated as a
collector.
8. The staff of the Planning Department has reviewed the environmental checklist
as submitted by the applicant, and the staff recommends that a declaration
of non-significance be issued..

B. CONDITIONS:
1. That the plat be designed as indicafied on the revised preliminary plat
of record and/or attached sheets as noted.
2. That a statEment be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for thE purposes of creating additional lots or
building sites without filing a replat.
3. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record.
4. That appropriate provision be made that the following described property
be held in trust until the continuatfon of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
border the plat boundary. .(Temporary cul de sacs are required when
streets terminate at the plat boundaries.)
5. That appropriate streEt names bE indfcated.
6. That appropriate utility easEments be fndicated on copies of the approved
preliminary plat for distribution to the Planning Department and the
utility companies. WriLten approval of the easements by the utility
company must be received *.prior to the submittal of the final plat.
7. That a plan for water facilities adequate for fire protection be approved
by the water supplies and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor), and fire protectfon district
will certify, prior to the filing of the final plat, on the face of said water
plan that the plan is in conformance with their requirements and will
adequately satisfy their respective needs. Said water plan and certi-
ficate will be drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filfng of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for constructfon of the water system,
fn accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for completfon
of the water system and inspection by the appropriate health authorities
prior to application for building permits within the plat. The contractual
arrangements wili include aprovision holding Spokane County and the
purveyor harrnless from claims by any lot purchaser refused a building
permit due to the faflure of the plat sponsor to satisfactorily complete
the approved water system.

The Plat dedfcation will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and purvEyor will be installQd within this plat,
and the subdivider will provide for individual domestic water service
as weli as fire protection to each lot prior to sale of each lot.
8. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.
9. That the preliminary plat be given condiLional approval to May 1, 1978.
10. That a declaration of Non-Significance be issued, in accordance with
Section 11. 15. 340 of the Spokane County Environmental Ordinance .(SCEO) prior to approval of this recommendation by thE Board of County
Commissioners; or that any approvinq action of the Board be conditfoned
upon issuance of Final Declaration of Non-Significance in accordance
With SCEO 11. 15.340.
11. The Spokane County Health Distrfct has determined that the sofl condi-
tions in the plat are suitable for on-site sewage disposal systems on
each lot.
12. An on-site mariagement system shall bE approved by the Health District
prior to filfng of the final plat.
13. That conditional approval of the plat is given subject to dedicatfon of
right of way to the public and approval of the road system in the plat
by the County Engineer.
14. That plans, profiles, and cross sections showing proposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to construction and filing of a final plat.
15. That drainage plans and design calcuiations showing the grades and
alignment of drainage facilities be submitted to the County Engineer
for approval prior to construction and the filing of a final plat.
16. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a li censed land surveyor,
who shall be responsible for perpetuating all evidence of the location
of survey monuments which may be distrubed during construction and
who shall furnish the County Engineer with "As Built" plans and a certi-
ficate in writing that all improvements were installed to the lines and
grades shown on the approved construction plans and that all disturbed
monuments have been replaced.
17. No constructfon work is to be performed within the public right of way
until a permit has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engineer.

18. All construction within the public right of way is to be completed prior
to filfng the final plat or a bond in the amount estimated by the County
Engineers to cover the cost of construction of improvernents, consfiruc-
tion certification, "As Luilt" plans , and monumenting the street center-
lines shall be filed with the County Engineers.
. 19. ThE dedication shall contain a statement prohibiting individual Iot
access to Evergreen Road and Valley Way Avenue.
20. Upon the filing of fihe final plat, upgrade Walker Subdivision to the
Two-Family Residential (R-2) classification.

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC JV ,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the qualiry of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questiong as comple[ely as you can with the information
presently available to you. Please answer questions as "yes" ar "maybe" if, in your
opinion, even only slight impacts will resuit. The reviewers of the checklist will be
aware of and concern themselves with the deQree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to qovernment decision-makers, include your
explanation in the space provided, or use additional paQes, if necessary. You should
include references to any reports or studies of which you are aware and which are

II. Topodraphv, soils and water.
a. The plats are in a deneralZy f lat area north and east of Dishman.
b. Geolog,ically the soils in the area are glaciofltivial'deposits: streamlaid
sand and gravel containing some boulders in places and includin~ sor~e
undifferentiated glaciai denasits; lower terrace remnants probably reworked
by streams; yield moderate to very large amounts of water. Well logs show
most wells to be 90 to 250 feet deep with large yields. j,lells in this
area penetrate generally gravely soils.

c. Structurally the soils are classed as Garrison gravelly loam, 0-5
percent slopes, with slight limitations for septic tank filter fields;
possible contamination of Uroundwater. Field i.nvestigation reveals
no evi.dence of -croundwater that would preclude subsurface disposal
of wastewater under current Health Distri.ct regulations. The District
has no record of excessive failures of drainfields in this immediate
area.
d. Zndividual subsuXface disposal sewage systems havP been proposed for
treatment and disposal of sewage generated within the project. This
raises the question of significance of the impact on the grounclwater
in the area and possible alternatives for sewage disposal.
e. In the course of the conduct of the Army Corps study, Dr. Todd considered
~ typical soils, natural and sewage disposal recharge to [he graundviter.

' 3. "The calculated results at the downstream end of a groundwater
f low line indicate that the maximum range of (dissolved) solids
concentration exnected at present (1975) is up to 93 mg/t (milli-
grams per liter) above the natural groundwater background of
155 mo/l. The forecast year 2020 maximum incremental concentra-
tion is 101 mg/1 above the natural background." ---"The analytical
' resul.ts of the forecast imnact at year 2020 when compared with
the present impact, both measured in terms of leachate volume
~ and dissolved solids concentration, indicate that the present
' impact on groundwater quality is already a substantial propor-
tion of the ultimate level."
f. Au^ust, 1975, results of chemical analysis show the total nirrogen content
of the groundwater as in the range of 0.8 to 0.9 ppm. A projected in-
cremental increase using Dr. Todd's expected 8.6 percent would result
in ranges from 0.87 to 0.98 ppm. Current Federal 3nd State drinking
water standards pemit up to 10 ppm.
g. Alternative sewa~e disposal methods that would not rechar~e the ground-
water have tne followin~ general characteristics:
t. Collector and central treatment systems discharging to surface
taaters would require at least tertiary treatment and perhaps
more to obtain a permit for the discharge from the nepartment
of Ecology. These sy,stems are not currently economically availa-
ble for this project.
2. Seaaed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more

11nd area than a conventional subsurface drainfield. Some,
s«ch as laUoons, have safety hazards associated with them and
relatively poor community acceptance. Land, ins[aZlation, and
operational costs are gererall.y moxe e:cnensive than those for
septic tanks and drainfields.
3. Special disposal systems using various methods of irrigation
or using evapotranspiration have had insufficient use in this
area to validate desian criteria. Irrigation requires effluent
disinfection in most cases. 'rhese systems alsa require rela-
tively large areas for year around operation. Land and some
operational costs are more than for septic tanks and drainfields.
Again, without a specific additional treatment to remove dissolved
solids or completely sealinco, the disposal area from percolation,
some dissolved salts will be carried with effluent recharge to
the groundwater.

~ h. Historically, urban density development has resulted in polluted ground-
; water beneath the development and increased values of land to the extent
' space for individual sewage disposal drainfields is too expensive for
that use.
III. Conclusion: •
a. The use of subsurface sexvage disposal systems for these projects will have
a negligible impact on the water quality.
b. The development of these projects in conjunction caith other surrounding
urbanizing projects can be expected ultimately to have at least a
moderate impact on the water quality.
c. The plat sponsors have proposed a public water supply for the plats as
an extension of Modern Electric iJater Company. Extension of this system
to serve the plats would Provide an excellent means of ineeting the re-
quirements of D.S.H.S. for public water supplies.
d. The topography and soils in the plats are suitable for installation of
individual on-site sewage disposal systems. Such systems will have
negligible immediate impact on the-environment in the area but con-
tinued urbanization in the area at this density historically pollutes
groundwater under the development at some time in the future.
e. The plat should be served by the eKisting public water system in the area.

f. Proposed density greater than 3.5 dwelling units per acre, caill require
an on-site sewage disnosal manaQement system.
IV. Recotmnendations. Prior to signing the final plat:
a. Contractual agreements shall be concluded between the plat sponsor and
the existing public water purveyor.
b. No more than two dwelling units per lot shall be permitted; an on-site
management system shall be approved by the Health District if the system
is Yequired.

c. Sponsors shall present evidence that the plats lie within the
recorded service area of the water purveyor.
d. Individual on-site sewage disposal systems will be accepted for
sewage disposal in the plat.
