ZE-11-69 MINUTES February 27, 1969 Z O NE C HANGE ZE-11-69 - AGRICULTURAL TO FREEWAY COMMERCIAL: TEXACQ, INC. Planning Commission Recommendation: ~pprove, subject to: 1} A ten (10) foot road right of way dedication along the entire easterly portion of the subject property, 2) a forty (40) foot right of way dedication along the entire northern portion of the property adjacent to the Great Northern Railroad R/W, 3) Reorl.enta- tion of the proposed service station facility to front on the required access road, and 4) The applicant should demonstrate that driveway entrances and exits to Sullivan Road are capable of handling both vehicular and truck traffic turning movements without crossing the centerline of Sullivan Road. (Driveway locations are recommended to be subject to the approval of the SPokane County EnginPer, ) A. Reasons: 1. The Comprehensive Plan indicates a light industrial corridor (which includes commercial uses) for the area in question, and, with the property's orientation to the Freeway interchange via Sullivan Road, the Freeway Commercial Zone would be an appropriate zoning classification. The intent of the Freeway Commercial Zone is to encourage controlled development of commercial facilities servicing the needs of persons traveling on the Freeway. Also, the requirements and standards of the Freeway Commercial Zone will provide safe and efficient use of the subject property and should prevent or minimize traffic hazards on limited access highways, ramps, and County roads. 2. The property in question is located between the Valley Freeway (Interstate #9 0) and the Great Northern Railroad spur line adj acent to and westerly of Sullivan Road. Additional propetty, with the ~ same north-south boundaries, extends westerly from the subject property for approximately one mile with acces s to Sullivan Road only through the subject property. Therefore, because of the existing manmade barriers to the property, and because of its narrow depth and elongation, the property is well suited for freeway-orientated businesses. 3. A forty (40) foot road right of way should be provided asong the northern edge of the subject property in order to provide property lying westerly of the proposed development access to Sulli.van Road. Otherwise, the service station facility, if developed as indicated on the applicant's plot plan, would virtually landlock all this property. In addition, a ten (10) foot strip of land along the easterly edge of the subject property is required for future widening of Sullivan Road. - 10 _ (contd. ) ZE-11-69 - AGRICULTURAL TO FREEVIJAY COMMERCIAL (contd.) In view of the above road riqht of way requirements, the Planning Commission recommends that the applicant redesign his proposed "Development and Traffic Control Plan" to reflect the two public right of way dedications. Also, the reorientation of the service station facility itself will be necessary as the station must be orientated on the property allowing the driveway entrances and exits to be sufficiently removed from the Freeway ramp and to allow satisfactory turninq movements for both cars and large trucks. It would be desirable if pl,anning provided for Atlantic Street to be extended north froffi Holland 8,oad to provide accesa to the aubject property on its westerly end a.nd reduce the problems of stsip development with no supporting grid aystem of street,a. Sign Route 395 at present has a high volwme of traffic and left turns to properties betWeen intersectione create traffic hazarde. Should future higliway planning provide for a painted barrier stripe or channelization in the median xith controlled left turn movement onto certain county roads. Access to thia property would be mpre difficult wi.th the plan proposed. This suggestion is made in the interest of safety, with the understanding that your work in plarming is complex with many factors to consider. Zone cha.nge ZE-11-69 is located on Sullivan Road and disectly ad3acent to Sign Route 90 - Interstate Highway.
