ZE-16A-69 - MULTIPLE FAMILY SUBURBAN AND RESTRICTED RESIDENTIAL TO
RESIDENTIAL OFFICE: PLANIVING COMMISSIOIV
(The Planning Commission held a hearing in March on a proposed
Zoninq Plan for the north side of Sprague Avenue between Farr and
Balfour Roads and following testimony from residents in the area,
instructed the staff to advertise a proposed zone chanqe for their
April meeting. )
Planninq Commission Recommendation: &prove as advertised for the
followinq reasons and s4bject to the followinq conditions. The staff is also
instructed to advertise for the Commf.ssion's May hearlnq a chanqe of zoninq
from Restricted Residential to Multiple Family Suburban or Residential Office for
the followinq de scrlbed propertr.
Parcel 17544-2708: S 1/2 of Lot 4, B1ock 7 of Opportunity Plat No. 3
Parcel 17544-2709: The East 192 feet of tha N 1/2 of Lot 5, Block 7 of
Opportunity Plat #3.
All in Section 17, Township 25 N. , Range 44, E. VV. M.
A. Reasons:
1. The Planninq Commission had reviewed at their March hearing the
Comprehensive Plan for the north side of Sprague Avenue between
Fan and Balf our Road s, and note that the pre sent Plan propo s e s
high density residential development for the entire section. The
Commission recoqnizes the sharp confLict of land use existfng
between the Dis hman- University commercial distrlcts and the
established residentiel character of Walnut Road adjacent to and
immediately north of Sprague Avenue. Therefore, in order to
minimize the impact of future development of the subject Sprague
Avenue frontage on the residentlal neighborhood, the Planning
Commission recommends that the existinq professional office
development (doctors' offices and Valley Chamber of Commerce
building) be further encouraged by establishing "Residential
Office" zoning for. all frontage propertie s betweeri Farr and
Balfour Road s . - `
2. The Planning Commission does not recommend nor would it
encouraqe qeneral commercial zoning for the study area because
of the established residential neighborhood immediately north of
Sprague Avenue and because of the Balfour Park Iocation at Main
and Balfour.

3. Residents on Walnut Road were present at the Commissfon's
March hearinq and expre s sed their opposition to corrimercial
development of Walnut Road at Spraque. Other residents were
concerned with the study area extending 750 feet north of Sprague
Avenue and were advi sed that thi s was done expre s sly to deter-
mine property owners' interest in the future Sprague Avenue
development between Farr and Balfour Roads.
4. At the Commission's April meeting residents appearing before the
members expressed approval in qeneral of the proposed Residentia]
Office zoning, and two property owners frontinq Walnut Road
asked that their property be included in the zone change. The
Commission directed the staff to advertise property ownerships
located on the west side of 1Nalnut Road, between the apartment
house and Sprague Avenue, for zontng at their May hearing.
B. Conditions:
l. That the zone change resolution require dedication of the below
listed R/tiV as a condition of Issuance of building permits:
a) Five foot road r/w dedication, east side of Farr Road.
b) Five foot road r/w dedication, both sidefi of Walnut Road.
c) Five foot road r/w dedica#ion, both sides of Herald Road.
d) Fifty foot road r/w dedicatfon for Felts Road extended betweer.
Main and Sprague Avenues.

Dear Sirs:
On April 24, 1969 you are scheduled to hear a zone change
from Multiple Family Suburban and Residential to Residential
Office along the north side of Sprague Avenue between Farr
and Balfour Roads.
I reside with my family at North 123 Walnut Road adjacent
to the area to be rezoned.
The area on both sides of Walnut Road between Sprague and
Valleyway where, at the request of the owners, was rezoned
Restricted Residential Zone. This zone included the north
half of Lot 5, Block 6 but did not include the south half
of Lot S. This south half lies immediately north of Sprague
Avenue and was left as Multiple Family Suburban and Residen-
tial.
It would appear from the map prepared for the hearing and
my conversation with your staff, that it is proposed to
include in the Residential Office Zone a part of the north
half of Lot 5 which now is zoned Restricted Residential.
I object to the inclusion of any part of the north half of
Lot 5 in the new Residential Office zone. I request that
all of the north half of Lot 5 be excluded from the new
proposed zone.

Dear Sirs:
On March 27, 1969 you are hearing the opinions of the
property owners in the area Balfour to Farr Roads, 750
feet north of Sprague Avenue to establish a unifQrm
zone in this area of Residential Office.
I reside with my family at North 123 Walnut Road which
is within the proposed area.
S moved into my home in the spring of 1942 and I am
actually a newcomer to the neighborhood. Most of my
neighbors have lived in their homes along Walnut Road
more than forty years. It is this 8tability of home
ownership and continuous residency that your zone
change would upset.
My neighbors and myself were so incensed when Larry Guthrie,
financed by the Spokane Valley Savings and Loan, proposed
an apartment house in our neighborhood that all of us,
without a single dissent, petitioned and secured a single
family residential zone along Walnut Road. We do not want
the commercial interests to destroy the most beautiful
street in the Spokane Valley.
I urge you not to change the present zoning unless it is
to further restrict the permitted uses.
