BUILDERS
(Apple Valley Estates)
Planning Commissfon Recommendation: A2prove for the followinQ reasons;
A. Reasons:
1. The Comprehensive Plan indicates low density residential use of the
property in question, and the applicant's proposal is in keeping with
the Plan as he proposes to develop the subject 15 acre tract fnto
63 lots (7,400 sq.ft. each) for mobile homes. On the agenda for
this hearing the applicant has ffled a preliminary plat, "Apple
Valley E states" which delineates a proposed arrangement of lots
and streets. The Planning Commission recommends, however, an
increase in lot size with some redesiqn of the street system as
noted in the conditions attached to the preliminary plat (PE-694-69) .
2. Surroundinq land use is predominantly residential with the Chicago,
Milwaukee, St. Paul Raiiroad forming a portion of the north boundary
to the proposed mobile home plat. To the east three single family
residences are located, with a trailer court located at the southeast
corner of Tschirley Road and the Appleway. To the south one
residence and large open fields are located, and to the west, open
fields are located with no development to date.
3. Surrounding zoning is as follows; to the north and northeast -
Transient Living, to the east - 14qricultural, to the south -
Agricultural, and to the west - Agrlcultural.
4. Property owners and legal counsel appeared bef ore the P].anning
Commission in opposition to the proposed mobile home plat because
of possible devaluation of their surrounding properties and because,
in their opinion, the development would tend to change the rural
residential character of the area. The Planning Commission #inds,
however, that the site in question is adjacent to an existing mobile
home park and to zoning which would permit mobile home s.
5. There has been demonstrated a substantial need for mobile home
sites in recent years which warrants consideration of additional
land being classified to satisfy that need.
