ZE-06-69 \ ~ MINUTES March 27, 1969 ZONE CHANGE ZE-6-69 - AGRUCULTURAL TO FREEVVAY COMMERCIAL: ZEGKE (Postponed from january, 1969, hearing) This application was withdrawn by the applicant's agent after review of the proposed motel development plan and reading of a letter from the Vvashington State Highway Department (dated March 14, 1969) identifying traffic circulation and acce s s problems created if the proposed motel complex were e stablished . Background; 1. The staff has reviewed this proposed motel-restaurant development with the yllashington State Highway Department and the Spokane County Engineer's Office. Vlte have been advised that: 1) the applicant's proposal to break the fencing on the off-ramp to Pines Road qoing west and establishinq a"T" intersection with Indiana Avenue, located approximately 430 feet easterly of Pines Road, cannot be recommended because dangerous traffic movements would thereby be created, and 2) the revised plot plan delineating access from Pines Road at Indiana and from the ramp at a point 200 ft. easterly of Pines Road is unacceptable also. In addition, the State Highway Department has purchased access riqhts from the subject property which cannot be rescinded because of the restricted access nature of the Freeway. It is evident by site inspection of the interchanqe off-ramp location in relationship to Indiana Avenue that traffic desiring to use Indiana Avenue to reach the subject site would have to make a complete "U" turn. This U-turn movement cannot be negotfated due to the tmmediate proximity of the off-ramp to Indiana Avenue. However, traffic could now turn north onto Pine s Road from the off-ramp and cross the railroad uacks to Shannon Avenue. Then, traffi.c could go east from Pines Road on Shannon Avenue and seek access to the property at the nearest railroad crossing point. Vehicles leaving the proposed motel site could proceed westerly to Pines Road for turning movement without much difficulty. It would appear, however, that this traffic movement would be highly undesirable because the proposed use of the property demands the most direct access route possibw. In addition, both Indiana and Shannon Avenues, as they now exist, are incapable of handling traffic which would be generated by the proposed development. - 15 - (contd. ) ~ ZE-6-69 - AGRICULTURAL TO FREEWAY COMMERCIAL, (contd.) 2. The subject property does, indeed, possess locational characteristics that would make it suitable for the proposed use. The genoral vicinity between the Railroad tracks and the Freeway is hardly suitable for resfdential use and, indeed, the Comprehensive Plan so indicates. However, unless and until the access problems of the interchange can be solved, we cannot recommend approval of a Freeway Commercial Zone. A. General Data: 1. This, of course, would necessitate an exit throuqh the existing fencing along the off-ramp at that paint.
