I. CALL TO ORDER
Planning Commission Chair Crosby called the meeting to order at
6:00 p.m.
Staff attending the meeting are Marina Sukup, Community Development Director
and Sue Pearson, Deputy City Clerk.
II. PLEDGE OF ALLEGIANCE
The Commission, audience, and staff recited the Pledge of Allegiance.

IV. APPROVAL OF AGENDA
Commissioner Beaulac moved that the March 10, 2005 agenda be approved
as presented. Commissioner Gothmann seconded the motion. Motion
passed unanimously.
V. APPROVAL OF MINUTES
Commissioner Gothmann stated the spelling for his Commissioner Report is Dr.
Jeffrey "Corkill."
It was moved by Commissioner Robertson seconded by Commissioner
Kogle that the minutes of the February 24, 2005 Planning Commission
meeting be approved as amended. Motion passed unanimously.
VI. PUBLIC COMMENT
There was no public comment.
VII. COMMISSION REPORTS
Commissioner Gothmann expressed thanks Bud Gothmann, Senior Mechanical
Engineer, for the technical help with defining metal fabrication and other
industrial uses.
Commissioner Blum reported on the actions of the City Council on May 8, 2005.
Commission Chairperson Crosby was at a meeting with the Valley Chamber to
start a study group for the comprehensive plan. They will be meeting every
Friday from 12:00 pm to 2:00 pm. He requested the presence of at least one

Commissioner to attend the meetings to represent the Planning Commission.
Commissioner Robertson stated he will be glad to go.
VIII. ADMINISTRATIVE REPORTS
Ms. Sukup noted that Council would review the provisions of the proposed sign
regulations at the Study Session on April 5,.2005, prior to the second reading on
April 22, 2005. There will be joint meetings between the City Council and
Planning Commission coming up in April and May.
IX. COMMISSION BUSINESS
A. OLD BUSINESS:
A. Uniform Development Code: Definitions and Matrix and
Schedule of Permitted Uses
There was discussion on intersection nodes, office zone, dual zoning,
hospital zoning, two matrixes will be developed (permitted & accessory
uses), adult entertainment, self storage, auto row zone, caretaker
residence and park caretaker residence, mixed uses (living above the
business), regional center, duplex zoning, manufactured homes zone,
combine feed and fuel yards and feed mills; transitional community
facility, essential public facilities, wifi zone, cell towers, turbine wind
support, aircraft manufacturing, and the thirty-five foot height rule.
The following uses should be defined: mining zone, feed and fuel yards,
casinos, card rooms, loading zone/loading dock, special event, and
espresso and latte stands.
The following re-evaluated or eliminated: household pets, auction yard,
livestock, park caretaker residence, greenhouse nursery, animal -
household, pigeon home show, private in private repeater facility,
sanitarium, planing mill, sign painting shop as an accessory structure for
single family units, loading berth, accessory structures because they will
be on a separate matrix, temporary food structures, and zoological park.
It was suggested that automobile and truck painting and repair definitions
be combined.
X. FOR THE GOOD OF THE ORDER
Commissioner Blum stated he is very impressed by all the hard work staff has
done to present the draft matrix and definitions for the Planning Commission to
work on.

Re: Revised Proposed Development Update—Ponderosa Area
1. REZ-23-04/SUB-15-04 Ponderosa Estates North (formerly Broadmoor
Estates North)
Consolidated project permit application requesting: 1) rezone from UR-3.5
to UR-7* allowing an increase in permitted density from 4.35 units per
acre to 6 units per acre; and 2) preliminary plat request for 49 single family
residential lots.
The application packet was submitted on November 5, 2004, the
application was deemed technically complete on November 16, 2004.
Staff has completed an initial review of the proposal and has requested
additional information to be submitted and/or addressed prior to issuing
the SEPA determination and scheduling a public hearing.
The requested information includes the following:
a. Full traffic study;
b. Conceptual drainage plan;
c. Spokane County Fire District No. 1 requires a name change for
Sundown Lane;
d. Both private driveways require approved fire apparatus
turnarounds;
e. Revise application materials to indicate the proposal includes
parcels 45321.9113 and 45322.9115;

f. Revise preliminary plat map to provide the required 65 feet of lot
frontage for Lot 17;
g. Specifics on grading of the site;
h. Wetlands require a 75 foot buffer. Revise plat map and delineate
the wetland and buffer on site;
i. Show location of designated geo-hazard areas on plat map; and
j. New wetland study for DOE to review.
2. ZE-46A-90/SUB-05-05 Inverary
Consolidated permit application requesting: 1) change of conditions to
rezone granted in 1991; and 2) preliminary plat approval to divide
approximately 2.9 acres into 30 lots through the duplex division process
for a total of 15 duplexes. The existing zoning on the parcel is UR-12.
Application submitted on February 3, 2005 and deemed technically
complete on March 1, 2005. The 14 day notice of application (NOA)
period has ended and staff will conduct the technical review meeting on
March 23`d to discuss the initial review of the proposal.
3. SUB-07-04/PUD-04-04 Ponderosa PUD
This project falls under both the City of Spokane Valley and Spokane
Valley jurisdiction. The City is processing a consolidated permit
application requesting: 1) preliminary plat approval to create 82 single
family lots; and 2) approval of a planned unit development (PUD) overlay
on the project. The County is processing a preliminary plat application to
create 97 single family lots.
The application was deemed technically complete on June 24, 2004
vesting this project to the UR-7* zoning that was in place prior to Spokane
Valley incorporating and the interim PUD standards that were adopted by
the City upon incorporation. Since the initial review and completeness
determination, a number of special studies and additional information
have been requested by the City as discussed below.
The City is still in the environmental review stage of this project and a
public hearing date has not been set. Marina Sukup informed the
applicant in a letter dated January 25, 2005 of a number of deficiencies in
the application information including SEPA. A copy of that letter is
attached to this memo.
To date, the applicant has submitted a Habitat Management Plan,
Archaeology/Cultural Resources Survey Report, and a Traffic Study. The
next step in the development review process will be to issue a SEPA
Threshold Determination on the proposal once the issues in Marina's

letter have been addressed. When the SEPA process is complete a
public hearing on the consolidated application will be scheduled before
the Hearing Examiner.
Spokane County is processing the portion of the project within the County
separately. The applicant has submitted all required special studies such
as traffic, habitat management, etc. and the County and affected agencies
have reviewed and accepted the studies as submitted. The County has
not issued the SEPA determination pending potential off-site
improvements to be required. A public hearing date has not been set for
project, the County has requested revised preliminary plat maps be
submitted.
4. PE-1746-94 Mica View Estates PUD
Mica View Estates PUD is a Spokane County project located south of the
existing city limits. This development encompasses approximately 54
acres and consists of 83 single family residential lots.
