Re: Trial Balloons& Coming Attractions—thoughts?
Staff is beginning work on implementing regulations—some will need to await Council
approval of the Comprehensive Plan and others not. Your feedback on organizing some of
the regulatory issues would be very valuable at this time.
Animals, animals: allow animals in all zoning districts subject to limits on numbers,
confinement, etc., such as we have in the present UR-1 zone. Revamp the fences
provisions.
Spandex zoning reqs: allow expansion of all institutional (community facility) uses into
adjacent parcels, such as is presently allowed for schools. Screening requirements?
Accessory Dwelling Units: present rules require that they be included in the principal
structure—do we care if they are located in a detached garage, or do we want to keep it the
same? Additional conditions relative to parking and utility connections may be necessary.
An associated issue is the "Dependent Relative" temporary use, which sometimes don't end
up being temporary, especially when the property is sold.
Accessory structures: do we care how many sheds are in the back yard, or how big they
are, as long as the maximum lot coverage requirements are met?
Open space in multi-family zoning districts: requirement of open space based on the
number of units, with credit for installation of improvements such as playgrounds, etc.
Eliminate height limitations except when adjacent to low density residential required
parking will be the greatest limitation.
Reforestation and Street Trees: require planting of trees in new development adjacent to
public and private roads. Allow for alternative planting in parks or other public rights of way
in the event that they do not wish to?
Rethink the "homeprofessions" permit requirement?
Scrap I-1 and MZ zoning districts for a Light and Heavy industrial only-the present MZ
would be in consolidated into Heavy Industrial and we do not have any L-1.
Keep UR-1 BUT reduce minimum lot size to 20-25,000 square feet (related to the animal
issue!)
Dispense with density: use minimum lot size as the only criteria.
Eliminate height in non-residential zones,except adjacent to low-density residential,
unless it conflicts with the airport requirements.
Revise minimum lot size in the present UR 3.5 downward to 7,000-7,500 square feet.
Single-family detached residential PUDs: revise the open space requirement to the
difference between the lot size under the conventional or underlying zone, and the lot size
they actually use.
Mixed-use and non-residential PUDs: decouple from an "underlying zone" of individual
parcels and let the PUD write its own list of permitted and accessory uses and other rules,
subject still to parking and landscaping.

To Planning Commission:
I have been reading in the Spokesman Review about your plans to mandate curbside Garbage
removal for all Valley residents. This is an example of a few people having power over the many.
I am so fed up with the idea that those of us, who keep our trash under control with regular visits
to the county dump, should be "MANDATED" to accept curbside trash removal because of
individuals who are not so inclined.
"WHATEVER MAKES YOU THINK THOSE SAME INDIVIDUALS WILL REMEMBER (OR
EVEN CARE) TO PUT TRASH OUT IF SO "MANDATED"IN THE FIRST PLACE?
Does this mean the Commissioners of the City of Spokane Valley are in the pocket of the Waste
Management Company?It sure looks like it to me!
As a Naturalized citizen, I was given the great speech about individual freedom in this wonderful
country, after 23 years I have gradually witnessed the removal of many of those freedoms. This
depresses me greatly.
The Spokane Valley is a great place to live. In order to have freedom, we sometimes have to
accept other individual's failings.
I was under the impression there were certain restrictions already in place with regards to
unsightly trash in front yards etc.
With the coming election, I will be looking very carefully at each candidate's ideas on this
subject and will vote according to their views.
