I am in receipt of your letter dated January 19, 1984, which was forwarded from the
County Engineer's Department to the Planning Department. Your letter is concerr,ed
with property legally described as Tract 24 of Assessor's Plat No. 6, except the
Easterly 140 feet,located in the County of Spokane, Washington.
Your inquiry as I understand it, specifically is in reference to a 60-bed addition
to an existing nursing home on the above-described property. Your letter asks whether
zoning is permissi5le for the proposed project. My response to your qiiestion is a
qualified affirmative.
The existing zoning on the described propPrty is Multiple Family Suburban, which
Chapter 4.07.080-e allows as a use permitted, nursing homes and retlrement homes.
However, in research of the files pertaining to the Multiple Family Suburban zoning
on this property, ZE-7-69 and ZE-17-71, the approved project plans indicate the site
as developed ;n substantial conformance with those plans. The 60-bed addition would
take the project beyond its approved status and, ±herefore, a Change of Conditions
would necessarily have to be processed.
As of January 31, 1984, I have received from the property owner an application for
sajid Change of Conditiens and personally feel as Zoning Administrator, that the
requested change is procedural in nature and should receive approval at its scheduled
public hearing of April 5, 1984. (Please find enclosed the applicant's description of
the requested change of condition.)
Unfortunately, the applicant's request is beyond that which I can administratively
approve and, therefore, the public hearing system is required. The Planning Depart-
ment staff is taking a favorable position upon the applicant's request and unless
new information is received prior to the hearing, would recommend approval of the
60-bed addition.

ADDENDUM TO APPLICATION
There are two specific actions that are being requested. The first is ,
requesting a change in the conditions of approval for ZE 7-69. This
particular condition is contained in Commissioners Resolution #69-347.
It binds the Zone Change approval to a particular site plan. At the
time of the Zoning approval there was not a need for an additional 60

, nursing home beds in the Spokane Valley. This situation has changed.

The Washington State Department of Social and Health Services has issued
a"Certificate of Need" for an additional 60 Beds. (Attached)
In order to be in compliance with the rules and regulations of the Spo-
kane County Zoning Ordinance, we are required to amend this site plan
to show the additional 60 nursing home beds. We are requesting that the
Zoning administrator be allowed to approve the specifics of this new site
plan. (Parking, landscaping, etc.)
The second action is a change in the conditions of approval for ZE 17-71.
This again binds the zone change to a specific site plan, as contained in
Commissioners Resolution #71-118. This site plan envisioned a series of
~ professional office structures. A portion of this property has already
~ been developed contrary to the approved site plan. The East 246.6 feet
of the property has been developed as apartments for "Congregate Care".
The applicant does not, at this time have any specific plans for his own-
ershlp, other than it might be developed as additional nursing home beds
or professional offices. He would like to have the freedom to develope
this property in a manner that is most responsive to the needs of the mar-
E ketplace. Thus, he is requesting that future site development on this pro-
~ perty be determined through an administrative review process.

Gentlemen:
Application is herewith made for the zone reclassification, of Tract 24,
Plot 6 of Spokane County from Agricultural to Multi-Family Suburban, Plan
Unit Development.
In compliance with Chapter 4.20, Planned Unit Development for Spokane County,
the following informa.tion and accompanying drawings are herewith submitted
for the Board's review and approval.
STATEMENT OF GENERAL PURPOSE
On July 1, 1966, when the first phase of the Medicare Act hecame effective,
19 million elderly Americans could pick up a telephone and call a doctor
without fear that hospitalization may wipe out their life's savings. On January
1, 1967 the second phase of Medicare, which provldes 100 days of nursing home
care for each illness, came into effect. The present rate of nursing and/or
elderly housing projects started in all three ma.jor Federal programs - Pub lic
Housing Administration, Federal Housing Admi.nistration, and Community Facilities
Administration - have been consistently below 20,000 units per year. At this
present rate, it will talce over 100 years to develop enough suitable bed units
for present ill-housed elderly population - to say nothing of the projected
increase in their number.
If we consider the age group 62 through 65 (at cahich time Social Security
benefits become payable), the following figures indicate a population trend
relevant to the planning of nursing home facilities for people of those ages
and older. The net yearly increase in that age group 65 and over is nearly
400,000 per year. It is estimated that by 1970 there will be some 20 million
and by 1980, 26 million people 65 and over compared to 19 million at present.

Another important consideration is that the number of persons 85 years and
over have increased 92% since 1920. It has been projected that one out of
three persons upon reaching the age of 60 has a parent or close relative,
85 years or older, to be concerned about and that in 30 years, that ratio
will rise to 2 out of 3.
Needless to say the above facts and figures are self explan.atory and clearly
Zndicate the need for such a facility not only on the national scale, but also
in the Spokane Valley. The site proximity of this project to the new Valley
Hospital, which is currently being completed, is by all standards excellent.
Medical facility economists, the American Nursing Home Association, as well
as Federal and State agencies strongly recommend such planning. This project
so designed is vitally needed to help suffice the nursing home needs of the
ever expanding population of the Spokane Va11ey area4
PROJECT SCOPE
PIiASE I - PROPOSED
The Proposed Nursing Home would be sited_ and construction as shown on the
accompanying drawings. The adjacent property in this proposed Plannedi-Unit
Development as shown would be reserved as open area and Phase II.
PHASE II - FUTURE
The design and construction of up to 40 visZtors lodging units. The design
would, of course, be tailored to meet these needs as they occur and when they
occur in the not too distant future. This type of facility is provi.ng itself
very desirable and economically feasible on the national scale,
PROJECT OUTLINE SPECIFICATIONS - PHASE I
SITE; Proper sitework to achieve natural drainage and erosion control; ml.nimum
maZntenance type landscaping, native to this region. Adequate parking facilities
f or vis itors as well as s taff .
FOUNDATIONS; Reinforced concrete footings and foundation walls.
FLOORS: tiJood frame construction with crawl space for ease of installation and
maintenance of utilities. Floor finishe,s consist of vinyl seamless flooring and
carpet in specific areas.
GENERAL FZAMING; General framing consists of wood exterior and interior
bearing walls. l,Tood roof trusses.

volume of 240 gallons per day per person. 0.3 lbs. BOD (Blo-oxygen demand)
per person. Future construction of Phase II to be 40 one room motel type
visZtors lodging units at 50 gallons per unit per day and 0.15 lbs. BOD
per unit. The above equals 32,000 gallons per day with 51 lbs. BOD.
b. Digester selected was Smith & Loveless Model 24B35 wlth aeration tank of
35,040 gal. capacity, air rate 120 C.F.M., and BOD capacity of 70 lbs.
per day. The final settling tank with capacity of 2,955 gallons, 131.3
sq. ft, surface area.
c. Distribution box to be 9'-0" long by 41-41' wi.de inside dimension. One
81' inlet and 15 - 4" outlets to a disposal field 150 ft. wide - 80 ft.
long; laterals to be 4" open joint drain tile in one foot sections, 80 f t.
long spaced 10 f t, on centers in 3 f t. caide by 3 f t. deep trenches, with
1 ft. gravel below pipe and 6" on top of pipe, then backfilled with
selected earth fill. Drain tile to be supported in accordance with
Spokane County requirements.
Fire Extinguishing System: The b asement area (storage and mechanical) are
sprinkled by an automatic water fire extinguisher system,

A. Reasons:
1. The proposed retirement home will be located in close proximity to
the Valley Hospital and is situated on the periphery of a residential
neighborhood bounded by the Valley Freeway on the north e(In
addition to the Freeway boundary, the northern edge of the property
begins to slope rather sharply downward towards the Valley Free-
waye) Therefore, the Planning Commission finds that the property
is in a good location for Multiple Family Suburban zoning and
would be compatible to ad j acent re sidential development. A1 so,
the Planning Commission notes the development of the property
would be subject to standards set forth in the Planned Unit
L?evelopment section of the Zoning Ordinance which would further
the coripatibility of the proposed development to exista.ng residen-
tial improvements south of IvTission Avenue,
2. The Planning Commission has already given preliminary approval
to a residential P a U o D. for property located immediately west of
the applicant's property (Alvin Vdolff, ZE-40-67) which will have
to be revfsed if the present applicant develops the subject property
for a retirement home as indicated on his preliminary development
plan, The Planning Commission has taken action on the proposed

3. The off-street parking area located in front of the retirement home
complex must be relocated for two reasons: a) off-street parkYng
area for non-resxdential uses are not permitted in the front yard
(the front 30 feet) of the Multiple Family Suburban Zone, and b)
single family residences are located directly south of the proposed
complex acros s Ml s sion Avenue. The front yard area should be
landscaped with grass, trees, and shrubbery rnaintained by a
sprinkler system o
4. The sewage disposal system design and location should be approvec
by the Spokane County Health Department as delineated on the
final development plan o The P e U. D. plan for the property to the
west indicates a sewage lagoon treatment facility which was
onginally designed to include the reti.rement units and a canvalPs-
cent home.
5. The applicant should include in his final development plan the
location and width of pedestrian and vehicle circulation improve-
ments in accordance with the Spokane County Engineer's standards
for curbing, gutters, and sidewalk. In addition, driveway
entrances or exits should be shown from 25 to 30 feet in width
with a paved apron between each entrance and existing Mission
Avenue pavement,
The landscapfng plan on Page A4 should be revised to include the
front yard as befng permanently landscaped on the landscaping
plan for the subject property.
6. The applicant should be advised that the indicated 'tvisitor units"
couid not be operated wi thin the Multiple Family Suburban Zone as
they would constitute a motel use. Retirement home units or
apartment units could be pernutted if a later P o U o D. plan were
subriitted amending the present plan. In that event the plan would
have to provide a minimum of 10% of the total site as usable
common 'open space' land " as provided in Chapter 4.20.
7. Vercler Street should extend northward to a point which wiIl
provide adequate public access to the adjacent property to the
west as well as to the sub)ect property.
