B. In the course of the concluct of the Army Corns study^, Dt. Todd consic~e-red typical soils,
r.atural and sewe~e disposal recharne to the groundwaLEr, and the effect af conti~-~ued
urban developmeiit in the Spokane Rivex Val? ey upoa the quaia.ty oz the groundwater. In

(3) Special disposal systems using various methods of irrigation or using evapotrans-
piration have had insufficient use in this area to validate design criteria.
Irrigation requires effluent disinfection in most cases. These systems also require
relatively large areas for year around operation. Land and some operational costs
are more than those for septic tanks and drainfields. Again, without a specific
additional treatment to remove dissolved solids or completely sealing the disposal
area from percolation, some dissolved salts will be carried with effluent recharge
to the groundwater.
E. Historically, urban density development has resulted in polluted groundwater beneath the
development and increased values of land to the extent space for individual sewage dis-
posal drainfields is too expensive for that use.
F. Conclusion:
(1) The use of subsurface sewage disposal systems for this project will have a negligible
impact on the water quality.
(2) The development of this project in conjunction with other surrounding urbanizing
project can be expected ultimately to have at least a moderate impact on the water
quality.

Since I will he unable to attend the Planning Commission
hearing on the above request, this letter is written in protest.
As a land developer and resident at the above address for the
last eighteen years,the undersigned is somewhat f_amiliar
with the history of an area 1_ying south of 32nd Avenue in the
proximity of Sullivan Road. The lands lying south of 36th
Avenue extended from Sullivan Road f_or description s,3ke and
because of soil canditions and topography could be designated,
"Belle Terra Basin", hereinafter referred to as "Basin".
These lands within the Basin were, for the most part, under the
comsnon ownership of one famil_y for rlany years. Their oumership
comprised over two hundred acres. Their lands lying within the
old houndary of Vera Irrigation District were developed by the
undersigned in two and one-half (2 1/2) acre platted parcels. At
the time the interest arose to develoD a platted subdivision in
the Basin, the recorRmendation of the Planning Commission staff
was that i he area should not be subdivicied into densities below
a certain nuznber of acres, which to my recollection, was two and
one-half (2 1/2) acres, more or less, unless sewage was provided.
Thus, the Belle Terra plat was approved with the condition that
it be sewered. Its present sewage lagoon is a former clay pit.
The purpose of the sewage system was to avoid the problems of
poor septic tank functioning in the bottom lands, which contained
clay type soil, and the side hills which had basalt rock exposed,
and likely to have the same absorption problem that the Painted
Hills Subdivision, wr ich necessitateci the installation of sewer
after the plat had been approved without the req_uirement.

The undersigned was associated with the second platted subdi-
vision to be located in the general area. This was Timb erline
Sub divzsion with its northwest boundary at 24th and Sullivan.
Here the bottom grounds were valley gravel and the side hills
had basalt outcrops. Again a sewer system was installed. This
area is north of the Belle Terra Basin, but contains the same
problems.
The term "Basin" was used to depict the topography of the area.
I The present request is for a subdivision of lands lying within
the bottom of the basin, which are subject to seasonal flooding.
' Also, the soils are clay-typ e, which the experience of the resi-
~ dents has been that septic tanks do not perform well.
' Within the last year and one-half a subdivision of_ approxirnately
' five (5) acres on the north side of Belle Terra Drive and 600 feet
west of Sullivan was denied by the Planning Gommission.
«ithin the last three months a sub division of five acres into
four lots at the northwest corner of Belle Terra Drive and
Sullivan caas denied bv the Board of County Commissioners. This
location is directly north of the proposed plat.
Since we have agricultural uses on larger tracts of ground, the
land use pattern is not one and one-quartPz (1 1/4) acre tracts,
which would be subject to a higher zone classification. Also,
' because of the larger tracts, seasonal burning is still permitted.
Due to the present slope development of the Belle Terra Basin,
the natural cirainage of the area is being disturbed and could
amount to a channeling action into the bottom. This is a serious
problem, which has been called to the attention of the County
Commissioners, but to date has not been resolved.
~ I, therefore, recommend that the progosed plat be denied until
such time as more cor~prehensive planning can he done in the Basin,
, especially the areas subject to f_looding, so that each owner will
be able to plan the future use of his land consistent with his
neighbor.

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all srate and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an EnvironmQntal Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please an*swer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional pages, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answers you provide. Complete answers to these questions now will
hElp all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your eotal proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the fuCure .
No application shall be processed until the checklist has been completed and returned
to the appropriate County department, State law requires explanations for every "yes"
