Gentlemen;
Please read into the minutes of the meetinq to be held December 12,
1968, the following comments Concsrning the subject zone change
as proposed.
I object to re-zoning the area described in this application
from agricultural suburban to multiple-family suburban for the
following reasons:
1. The change would permit construction of a mobile-home
park, which in the opinion of many persons would tend
to down-grade the area. Most planners feel mobile-
home parks should and can be loCated where they are
adequately screened from view.
2. The properties adjacent to the land involved in the
proposed zone Change would not be able to develop
properly in the future if a mobile-home park is
located on Pines Road.
3. Pines Road is a major arterial. Traffic flow could
be inaured by the necessity to enter and leave this
arterial at a point where there is not an intersection
with another road at the present time.

The undersigned residents of Spokane County, State of
Washington, hereby petition the Spokane County Planning Commission,
to express their opposition to the application oP Lynn F. Sloan
for a change in the zoning of the following described property
from the existing zoning of agricultural suburban to multiple
family suburban. It is our understanding that the applicant for
the zone change proposes to use the property for a mobile home
trailer park. We believe the proposed use would be contrary to
the best interests of the residents of the nearby area and detri-
mental to the property values of adjacent and nearby properties.
Section 22, Township 25 N., Range 44, E. W. M. The
following described portion oF Hlock 181 of Opportunity,
Spokane County, State of Washington: Beginning at the
intersection of the South right of way of the Chicago,
Milwaukee, St. Paul, and Pacific Railroad and the East

Planning Commission Recommendation: Approve to Multiple Family
Suburban, subfect to the followina conditions:
1. The zone change shall not become effective until mobile homes as a
permitted use and trailer courts, as a conditional use have been
deleted from the Multiple Family Suburban Zone.~

Spokane County Health Df strlct.
Background:
Ax the public hearing of December 12, 1968, the Planning Commission
approved the zone change request, subject to "the dedication and
acceptance by Spokane County of a public road furnishing the required
frontage to the applicant's property". This recommendation was to "becom,
null and void one year from the date of the Planning Commis sion's hearing"
of December 12, 1968. The P2anning Commission at the December 12,
1968, hearing did not make a judgment on the proposed trafler court since
such a use "would require further public hearing before fihe Zoning Adjustor
The required dedication was not completed by the deadline date although
the dedication was eventually obtained by the County. The application
had, therefore, been scheduled for the june 23, 1970 hearing for recon-
sideration .
A. Reasons:
1. The property is located in an area (east of Pines Road between
Fourth Avenue and the Milwaukee Raiiroad tracks) fndicated on th,
Comprehensive Plan as being suitable for high density residentfal
development.
2. Because of the proximity of the subj2ct property to the railroad
tracks and the existing multiple family structure on thz property,
the Commission is of the opinion fihat the area could not reasonabr
b~ developed for standard single family re sidence s.
3. The Commis sian i s of the opinion that the subject property could
be utilized for apartments and court apartments in the same
manner as the apartment developments in a complementary locativ
we st of Pine s Road .

4. However, the Commission is of the opinion that a trai.ler court
facility on fihe subject property would be detrimental to the
existinq single family residences to the south of the ownershfp
alonq Fourth Avenue. Therefore, the Commissfon recommends
that the zone change not become effective until mobile homes as
a permitted use and trailer courts as a conditional use have been
deieted from the Multiple Family Suburban Zone. (The Commission
has been fn the process of evaluating the existing Multiple
Family Suburbari Zone s to determine whether they are appropriate
for apartment uses, mabfle hame uses, offlce uses, or other uses
and has been progressively zoning such areas into the appropriate
classiffcation. The Commission anticipates fiaking action on the
appropriate revisions of the Zoning Ordfnance in the near future.)
