Murray, et al, did by letter dated january 25, 1977, request a special hearing before the Board of County Commissioners to present evidence and testimony against the recommendation of the Planning Commission to approve the above described preliminary plat and zone change upgrading, and WHEREAS, The Board of County Commissioners did hold a public hearing on March 3, 1977, to consider the recommendations of the Planning Commission and testimony and rza,uest of the applicant, objectors, and other interested parties, and WHEREAS, at said hearing opportunity was afforded those favoring and those opposing the above described preliminary plat proposal and zone change upgradfng, the Board of County Commissioners of Spokane County having fully considered the testimony given, the records and minutzs of the Planning Commission, the environmental assessment, and all other evidence presented and having personally acquainted themselves with the site and vicinity in question, does hereby find that the conclusions of the Planning Commission were generally valid and sufficient, spzcifically: 1) This proposed plat is located fn the Metropolitan Area. 2) This p►_-oposed plat is adjacent to the north bQUndary of Otis Orchards No. 2 neighborhood which contains an elementary school (approximately 600 feet west). 3} Orchard Gardens, a finalf zed plat of similar density as thi s proposed plat, is directly across Wellesley Avenue. 4) Dedicated roads, water system, oo-wer, fire protection are available to serve this propos2d plat. The Otis Orchards school has 16 classrooms with the annex having 11 classroorns. tdhile a class load of 25 in each room is desirable, 30 is a more practical figure. As you know, we are planning the new elementary school on the Northwest corner of Chase and Rowan where we have approximately 15 acre site. The basic building plus alternates will probably total 20 classrooms. The capacity would be from 500 to 600 students. Upon completion of this building, we would hope to close the annex. Unti1 this new school opens, we will have little choice but to absorb all new pupils into our present facilities. Currently, we are close to the maximum capacity of both buildings with very little ' room for student growth. When the new school is opened, both elementary schools will be close to capacity. Our Junior High School enrollment almost parallels the fore- going situation, described at the elementary level. In spite of our current limitations of school facilities, every effort wi12 be made to maintain our present fine program of education for all pupils.
