UPGRADIIIG - PE-I073-77, FRENSDORF ADDITION, ZE- 9-77, AGRICULTURAL TO SINGLE
FAVIILY RESIDENTIAL: LENtLEY
VVHEREAS, the Spo?cane CounLy Planning Commission did, after public hearing on
janu3ry 14, 1977, forcnrard to the Board of County Commisszoners a recommendation that the
preliminary plat to be known as Frensdorf Addition (File number PE-1073-77) and zone
classification upgrading (File number ZE- 9-77) be approved, and '
WHEREAS, Claude E. Murray, et al, did by letter dated january 25, 1977, request a
special hearing before the Board of County Commissioners to present evidence and
testimony against the recommendation of the Planning Commission to approve the above
described preliminary plat and zone change upgrading, and
WHEREAS, The Board of County Commissioners did hold a public hearing on
March 3, 1977, to consider the recommendations of the Planning Commission and testimony
and rza,uest of the applicant, objectors, and other interested parties, and
WHEREAS, at said hearing opportunity was afforded those favoring and those opposing the above described preliminary plat proposal and zone change upgradfng, the
Board of County Commissioners of Spokane County having fully considered the testimony
given, the records and minutzs of the Planning Commission, the environmental assessment,
and all other evidence presented and having personally acquainted themselves with the site
and vicinity in question, does hereby find that the conclusions of the Planning Commission
were generally valid and sufficient, spzcifically:
1) This proposed plat is located fn the Metropolitan Area.
2) This p►_-oposed plat is adjacent to the north bQUndary of Otis Orchards
No. 2 neighborhood which contains an elementary school (approximately
600 feet west).
3} Orchard Gardens, a finalf zed plat of similar density as thi s proposed plat,
is directly across Wellesley Avenue.
4) Dedicated roads, water system, oo-wer, fire protection are available to
serve this propos2d plat.
S) The land is presently cultivated but has marginal agricultural value sfnce
the USDA soil classification is III e(fair).

NOW, THEREFORE, the Board of County Commissioners does conclud~ that thn.

Range 45 East, W.M., in Spokane County, Washington, which is the
Northeast corner of Government Lot 3; thence Tlorth 88059'00" West,

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Envfronmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of- this checklfst fs to help the agencies involved determine whether or not a proposal is such a major action. "
Please answer the following questfons as completely as you can with the information
presently available to you. Please an*swer questions as "yes" or "maybe" if, in your
opinfon, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, askfng you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
i explanation in the space provfded, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answers you provide. Complete answers to these questions now will

At this point, we consider the projected figures to be conservative.
The Otis Orchards school has 16 classrooms with the annex having 11 classroorns.
tdhile a class load of 25 in each room is desirable, 30 is a more practical figure.
The capacity, then, is as follows:

The current enrollment is 722 pupils.
As you know, we are planning the new elementary school on the Northwest corner of
Chase and Rowan where we have approximately 15 acre site. The basic building plus
alternates will probably total 20 classrooms. The capacity would be from 500 to
600 students. Upon completion of this building, we would hope to close the annex.

Conclusions:
It appears at this time that we will not be able to open the new building
until the fall of 1978. Unti1 this new school opens, we will have little
choice but to absorb all new pupils into our present facilities. Currently,
we are close to the maximum capacity of both buildings with very little '
room for student growth.
When the new school is opened, both elementary schools will be close to
capacity. Our Junior High School enrollment almost parallels the fore-
going situation, described at the elementary level.
In spite of our current limitations of school facilities, every effort wi12
be made to maintain our present fine program of education for all pupils.

2. The topography and soils in the plat are acceptable for installation of
individual on-site sewage disposal systems.
3. The Consolidated Irrigation District has indicated its ability and intent
to provide domestic use water to each lot in the plat upon completion of
contractual agreements. We recommend that prior to filing the final plat that:
a. All contractual agreements are to be completed
b. The water system provide for fire protection flows.
c. The sponsor submit evidence that the plat has been incorporated
into the recorded water service area of the Consolidated
Irrigation District.
