Planning Commission Recommendation; Approve for the followinq reasons and subiect to the followincj conditions; A. Reasons: 1. Previous Zoninq Study: In 19 5 7, the Planning Commi s sion conducted a land u se study of IJorth Sullivan Road between Spraque Avenue and the Valley Free- way. At that time "Aqricultural" zoning was proposed to be retained as the east side of Sullivan Road had been zoned Agricultural during the previous year (1956). The proposed 1957 zoning plan recommended "Restricted Residential" zoning for the Veradale Park Addition directly west of the proposed motel site and recommended Commercial and Transient Livinq zoning at Sprague and Sullivan. 2. Freeway Commercfal Iand use has not been fully investigated for property surrounding the Valley Freeway interchanges except fUr the consideration recently given to the North Pines Road Zoning ' ~ Study. It was recommended in that study that a possible Freeway Commercial Zone could be implemented on the north side of the Pines Roac3 Freeway Interchange. The sub3ect property is tn a good location to serve freeway traffic and is situated on top of the south bank of the interchange. This elevated position removes the proposed facility from grade level of the Freeway and places it on the level of the residential neighborhood to the west across Sullivan Road. Surrounding property east of ;ullivan Road between Broadway and the Freeway is undeveloped residentially and presently in agricultural use. Because of the e:tisting residential plat (Veradale Park) to the west of Suliivan Road, particular attention should be given to separation and screening of the proposed complex from the exist- inq residential area. Control of all signs and lighting should be noted on the applicant's development plan. 3. Zaning Reclassification, ZE-49-68, was finalized on April 17, 1969, per Baard of County Commissioners' Resolution #69-135, changing the Zoning , Map from AgriGUltural to Freeway Commercial zoning classification. This zoning was for property on the east side of Sullivan Road, south of the Freeway, and became the site for the Red Lion Motor Inn. ZoninQ Reclassification, ZE-188-77, was finalized on March 9, 1978, per Board of County Corranissioners' Resolution #78-308, chang3ng the Zoning Map from Agricultural to Freeway Commercial toning classification. This zoning was for property east of the previously zoned site, ZE-49-68, to provide area for expansion of the Red Lion. Inadvertently, when the zoning resolution was prepared for the latter proposal, ZE-188-77, the same legal description was used as for the first approval. However, the legal advertising and the legal description on the agenda were correct for this second parcel of property to be rezoned. Spokane County Planning Commission on December 12, 1968, for zone change, ZE-49-68, from Agricultural to Freeway Commercial for a motor hotel to be constructed on the Southeast corner of Sullivan Road and the South right-of-may line o,f Interstate 90. The approval iias gieen under the regulation provided for free- way commercisl development. 1'he need was shown for a facility which would be comprised of a 120 unit highway hotel, a 125 seat restaurant, a 110 seat coffee shop, an 84 seat lounge, and other necessary appurtenances. Thts plot has now been acquired by Lamplighter Lodge, Inc., which will be the operating name of the faaility. Suff~~ient ground area will be reserved for both the plant and the drain- !'ield necessary for the added capacf.tq. The water supply for the subject project will be provided by Vera ltlater and Pok*er, who are currently servicing the ad3a- cent areas. Yera ZVell No. 2 is approaimately 3/4 of a mile South of the project and is the only known well providing domestic water within that distanae. The water level is from 76 to 86 feet. The well is in Spokane Valley gravel. The disposal of garbage from the restaurant operation will be through a garbage grinder connected to a discharge line leading directly to the treatment plant. Other kitchen waste water will be diverted through a grease trap to reduce the demand upon the treatment plant. The treatment plant proposed wili provide a capacity of 29,000 gallons, xhich is greater than the one day's estimate of Department of Public Aealth March 25, 1969 Page 2 18,383 gallons. The retention time in the final settling tank will be approximately 6.30 hours. =t is anticipated that the excess capacity designed into the plant will more than off set any unforeseen sudden surges or overloading to which the plant might be subjected. Exhibit I details the method of calculating the plant re- quirements. Exhibit II provides the manufaaturerts design data for the plant whfoh has been selected. Exhibit III provides the data from which the pipe sizes were determined. Exhibit IV is the plat of the proposed spstero, and the desfgn speoifications. Settling basins will be provided for water resulti»g from storms and melting snows. Each basin will receive the inflow frocn not more than 15.000 square feet of paved surface area or from the same roof area. Exhibit V is a letter from the Vera Water and Po`,rer Compaay advising that they have qualified persoanel available to super- vise the operation of the plant. It is the intention of the owner to use this serviae so long as it performs within the re- quirements of the Health Departraent or unless it is deemed more praatical by the owner to provide his own personnel for this funotion. The foregoing information together with the attached data. has been assembled for review and approval by the Spokane County Health Department, the State of Washington Health Department and Pallution Control Commission. The plant shall include all necessary blozvers, motors, piping and all other items accessory thereto to comply in every respect with the require- ments of the Couaty and State Health departments and the Poliution Control Gommission. Start-up and operating instruc- tions shall be supplied by the manufacturer and/or his suthorized local representative. Flectrical characteristics are 3 phase, 60 cycle and 208 volts. OVERFLOtd TANK AND DISCHARGE PTn+iP ' There shall be installed adjacent to the treat+uent plant a 1000 gallon capacity tank for storing the effluent overflotf. The tank shail have mounted on it two pumps each rated at not less than 94 gallons per minute at a total dynamic head of 25 feet and to be driven by a 1 horsepower, 3 phase 60 cycle, 208 volt motor. The purnps shall have a 6 foot long pump drive column and shall be fitted with a semi-opert non-cloggino type impeller. The pump characteristics shall be such that in case of loading in excess of design specifications the motor will not draw a load in excess of its ratings. The pumps shall iaclude a fioat control together with amechanical alternator device which will automatically provide alternate operation of the two purops. The control should also provide for operation of the second pump whenever the load eaceeds the aapaafty of one pump and the overflow tank has been filled to within one foot of the overflow outlet. Pumps shall be mounted on a standard 48"diaaieter cover suitable for bolting to the storage tank. The tank shall be of concrete and i t may be a standard 1000 galion septfa tank which shall be provided with a 42" diameter opening to accept the two pumps specified above. An overf2ow Iine froa the tank shall discharge into a drain field approaimately 100 feet long and located at an elevation that can be gravity fed froai the overflow t$nk. This overFlow line is for emergency use only 3n the evert of excess loading, power failure or pump failure. The discharge from the pumps shall be eontrolled by a gate valve and a check valve aad iato a125 # psi 4't P'VC irrigatiQn grade pipe. The pipe shall be equipped with a belled end for joining additional lenoths with a leak- prooF 3oint. DRAINFICLA AND DISTRIBUTION BOXES GeologZ The project is to be placed on the Quaternary Valley gravel bsds. The imcnediate ground cover displays a number of rounded boulders up to 21 to 3' in diameter, and the highway auj at the North end of the property show a relatively coarse well ,unded gravel with smaller gravel filling. Very little sand 3.s to be seen in the gravel bed. Percolation Rate and Absorption Area No tests have been performed at the projeot site, however, other area tests would indicate that it would require less than one minute for water to fall one inch in a standard absorption test. Thus according to Table II, of P.H.S. Pub. No. 526 an absorption area of one square foot would serve for 5 gallons per day. Since it is estimated that there would be 18,385 ;al- lons per day, the absorption area should be 3,677 square feet. If the trench were 2 feet y,ride, it should then be 1,839 feet long. Therefore, a drain area of 2.000 lineal feet by 2 feet wide has been selected. ~ DRAINFIELD SPaCIFICATIONS T'ne trench shall be 2 f eet wide bp 3 feet deep. A 6 inch base course of by 22" washecl and screened gravel shall under- lie the perforated drain line. The drain pipe shall conform to U. S. Commeraial Standard No. C5-22$-61 plastic pipe or equal, and shall be perforated wf th 5/8" diameter holes spaced at approximately 100 degrees and at 311 intervals along the length of the pipe per pair of holes and shall be not less than 4" I.D. T'he drain line shall be aovered by not less than a 2 inch depth of the above mentioned washed gravel, a 2 inch deep straw cnat shall cover the gravel. The balance of the trench shall be filled with the native eacaQated materials. Compaction is re- quired of the backfilied material to a degree that settling will not take place at the surface and cause problems to the overlying surfaae whether it be grass or asphalt pavement. The pipe shall be laid in accordance with $ahibit IV attached hereto and at a grade not to exceed 411 per 140 feet. DISTRIBUTION BOXTS The distribution boxes as required in the plan shall be concrete having a4 inch► wall with one inlet and four outlets. Unused outlets shall be adequatelp sealed to prevent any outflow of effluent. A11 distribution boaes shall be cased to the sur- face and shali have a removeable inspection aover. Boaces shall be equal to the distribution boa as manufactured by the White Block Company. -2- DRAINFIFx.D VBNfiS Wherever the drainfield is located beneath aspHalt paving, there shall be a 24" a 24" breather vent set over the drainffeld on 30 foot centers both lengthwise and orosswise of the entire drafnfield area. At the present time our District owns and operates two sewage treatment facilities. One of these is a Smith & t Loveless Package Treatment Plant located in the Timberlane Subdivision. The other is a Sewage Lagoon serving the Belle Terra Subdivision. Mr. William Jobb, our Water- Superintendent, is a certified sewage treatment works operator for Group IV Plants. We would be interested in entering into an arrangement whereby we would operate and maintain the contemplated plant. This could be done on a time-and-material basis o= a fixed fee. We have through the site design phase of this pro,ject elfminated many parking atalls originally shown in order to a11ow for wider drives, tree pockets, larger landacaped areas, and more liberal turning radii. I feel, however, that the advantages derived from these changes far out weigh the disadvantages of having fewer stalls. It has been our experience in past motel-restaurant projects, that there is a diversity factor that should be taken into consideration when computing the combined parking requirements for these two types of facilities when under one awnership and located on the same parcel of land. I am enclosing a copy of an analysis submitted to a local planning commission which describes this diversity. Planning Commission Recommendation; Approve for the followinqr reasons and subiect to the followinq conditions: A. Reasons: 1. Previaus Zoning Study: In 19 5 7, the Planning Comm! s sion conducted a land u se study of North Sullivan Road between Sprague Avenue and the Valley Free- way. At that time "Agricultural" zoning was proposed to be retained as the east side of Sullivan Road had been zoned Agricultural during the previous year (1956). The proposed 1957 zoning plan recommended "Restricted Residential" $oning for the Veradale Park Addition directly west of the proposed motel site and recommended Commercial and Transient Livtng zoning at Sprague and Sullivan. 2. Freeway Commerciai Iand use has not been fully investigated for property surrounding the Valley Freeway interchanges except for the consideration recently given to the North Pines Road Zoning Study. It was recommended in that study that a possible Freeway Commercial Gone could be implemented on the north side of the Pines Road Freeway Interchange. The subject property !s in a good iocation to serve freeway traffic and i s situated on top of the south bank of the interchanqe. Thi s elevated position removes the proposed facilfty from grade level of the Freeway and places it on the level of the residenttal neighborhovd to the we st acros s Sullivan Road. Surrounding property east of Sullfvan Road between Broadway and the Freeway is undeveloped residentially and presently in agricultural use. Because of the existing residentfal plat (Veradale Park) to the west of Suliivan Road, particular attention should be given to separation and screening of the proposed complex firom the exist- ing residential area. Control of all signs and lightinq should be noted on the applicant's development plan. 3. Preliminary discussions between the appliCant and the staff, the tiJashington State Highway Department and the staff , the Spokane County Engineer's and the staff, were related to the Planni.ng Commission at tho hearing and discussion by the Commission and the applicants resulted in the recommendation that the conditions listed below be implemented in the final Development and Traffic - 14 - (contd. ) . ► ZF-49-6e - AGRICULTURAL TO FREEV`dAY COMMERCIAL (contd.) Control Plan. Vvith these conditions we are of the opinion that the development would not increase traffic congesti.on so as to break down the design of the limited access highway interchange nearest to the proposed Freeway Commercial Zone; provide for proper handling of traffic on the County road(s) providinq direct access to the proposed Freeway Commercial Zone; and prevent or minimize adverse effects upon adjoining land developed or zoned for residential use. B. Conditions: The Planning Commission recommends that the zone change be approved for Freeway Commercial zoning, that the development plan presented at the heartng be identified as the Development and Traffic Control Plan controling development of the property and that the follawing deletions, additi.ons, and changes be incorporated into safd Develop-- ment and Traffic Control Plan: 1. That the indiCated service station not ba appmved at this time, pending receipt of xnore detalled plans to be reviewed by the Commis sion. 2. That the property access on Sul}.ivan Road be shi€ted as necessary to line up with Mission Avenue to the west. 3. That the applicants dedf cate the west ten (14) feet of the property for the purpose of widening Sullivan Road. 4. That improveTnents to Sullivan Road as indicated on the plan as submitted by the County Road Department be made by the applicant; such improvements to include pavement widening and painted channelization from the north property line to the center- line of Mis sion Avenue. 5. That the applicants install curbing and sidewalks on the east side of Sullivan for the entire length of the property in accordance with standard specifications of the County Engineer. 6. That an ornamental masonry wall 4 1/2 feet high or a planted hedge (consi sting of plants chosen to rapidly reach that height) be installed by the applicant, five feet in from the praperty line on the west and south perimeter of the property (access dri.ve- ways excepted) and that the space between safd vyall or hedge and the sidewalk on Sullivan (the property line on the south - 11 _ (contd,) ZE-49-68 - AGRICULTUP.A,L TO FREEtiVAY COMMERCIAL, (contd. ) perimeter) be completely and permanently landscaped with low evergreen shrubs. Trees may be included in such landscaping provided their locatfon and species are approved by the County Road Department. Plans and specifications for signs and parking area lighting shall be submitted by the applicant and approved by the Commf s sion prior to installation. 8. Necessary easements shall be qranted to the ilVashington State Highway Department for the relocation of existing directional signs. 9. A sewage disposal plan meeting the requirements and specffica- tions of the County Health Departrnent shall be submitted and approved prior to the issuance of any construction or occupancy permits. This proposal would appear to be leading to what Would amount to a public roadway with a right of way only 30 feet wide and would not lend itself to the normal and desirable county road/state higtrway intersection design. The location would appear to be consistent with spacings for grade intersections on this state route, but eince it does not appear possible to provide the roadway and intersection that the f uture volwse of traffic might warrant, we would recoromend that the re-zone be de layed untf 1 i t cou ld be demonatrated that a de8irable intersection would be built along with the re- zonf ng. Item B•3, which provides for ?one change ZE-49•69, would make azone change to a high density use and we fear attendant prvblems with posaible congestfon oftraffic at the intersection of eastbound freeWay ramps and Sullivan Road. A desirable feature, if it could be worked into the re-zone, would be to have the acce8s to Sullivan Road opposite the intersection with Mission Avenue. This traffic operation would continue to be very suitable for a greBter number of yeers if it could be accomplished in this fashion, and we recomnend it for your cnnsideration while you are studying this re-zone request.
