ago after the F. A. A, had studied the tvuo appli cations for
an air space permit. Just recently we received another
letter from the F.A.A. asking whether we had ever resolved
this question because Mr. Spaulding had submitted another
request for air space. A copy of my reply to their letter

situation.

(Postponed from june hearing to allow time for a report to be
submitted from the Felts Field Airport Administration and the
Federal Aviation Agency concerninq the proposed landfng field
strip and aircraft traffic patterns .)
Recommendation: The staff recommended approval for the airfield and
related uses at the Commission's June hearinq subject to
two conditions; however� at the hearing several new items
were introduced which necessitates a re-evaluation of
this proposal: 1) The staff is of the opinion at this time

that the proposed air strip would be in conflict with th e
airstrip planned for the Spokane Industrf Park as

delineated in the "Master Plan for Spokane Industrial
Park". 2) The Comprehensive Plan for the area indicates
future low density residential land use with future indus-
trtal ].and use to the w�of Barker Road. This area west
of Barker is presently zoned Agricul.tural and undeveloped.
Without the proposed airstrip, the appl�cant's proposal
is reduced to a request for industrial zoning with no firm
commitment for full development of the 178 acre site .
The staff would, therefore recommend denial under these
cfrcumstances. 3) Also f many letters of complaint and
protest have been received from praperty owners in the
Otis Orchards community contesting the location of the
proposed afrstrip and the indus#rial use of the subject
site .

April � 19 68� on file with th� s propo sed zone chanqe application conta3.ns the
following information:
a) Grade and drain new sod strlp of 2, 500 ft. to be extended to 3, 500
ft. when completed. VVidth to be 75 ft.
b) Date work will be started May 1, I9 6 8.

d) The proposed airport will be used as a"Commercial" facility.
A].etter on file with this application dated May 24, 1968, from the Washingtor.
State Aeronautics Commission and addressed to Mr. Norman A. Majer indi-
cates tha� "the proposed site appears satisfactory" . However, the staff has
been advi sed that the applicant i s considering droppf ng the landing strip fronn
the zone change proposal fn light of the mountinq community opposition. In
addition, the proposed runway would be fn conflici with the proposed
Industrial Park landing field approximately one mile to the we st which i s in
the process of being established at this time.
2. The applicant's plot plan delineates the proposed 3, 500 ft. sod runway with
a street system servicing proposed 200 ft. x 250 ft. industrial iots on both
sides of the runway. The staff has been advised that only a small poxtion of
the area lying north of the runway would be utilized at thi s time for the con-
struction of an industrial buildinq, and that the entire area south of the run-
way would be reserved for future industrial uses with no immediate contem-
plated development.
Therefore, in vfew of the tentative nature of proposed industrial uses and the
information s�lied by the Spokane Metropolitan Area Transportation Study to
the effect that sufficient existing major industrial areas are presently zoned
to adequately handle projected industrial expansion and need, there is little
reason to extend the future industrial land use to the east of Barker Road.
3. Approximately eighteen to twenty letters have been received from property
owners living in the subject area protesting both the industrial zoning and
the commercial air#�eld. Property owners adjacent to the sub)ect site have
also expressed their opposttion to the proposed industrial zoning on the
grounds that ft would devaluate their properties and render them relatively
useless for future residential development.

R.E Applicatioa for zoning changes by Dolph Spalding at Trent
and Barker Road in Otis Orchards
Although I have signed a petitzon opposing a rezoning change
wifih numerous landowners and neighbors in the Otis Orchard
area, I felt compelled to write a sepa.rate letter expressing
my viewpoints emphaeizing why I think it is completely
unreasonable that the Plantuag �omnus sion even consider
another z.ndustrial location in this particular area and especially
one with an air strip.
From the standpoint of simple econom�.cs it would be hard to
convince anyone that a light industrial park could compete v�nth
the facilities and the overall long range plans that have already
been prepared by the Spokane Industrial Park which includes
a beautiful airport with several hundred acres yet to be developed.
Any client going into a small aecond-rate industrial area would
certainly not be as desirable as one who rrnght go into the
Industrial Park. On the other hand, if the cl�ent ha.d in m�.nd
to go into salvage business of perhaps motor vehicles or what
have you, it might be h�.s only choice si.nnce the Spokane Industrial
Park would not have one on their property.
I don't thznk it is �ust a coincidence that Trent Road and Wellesley
fork at this location with an overpass on Wellesley which allows
the travelers to look right down into this field--whatever may
become of it as an industrial zone. It seems hard for me to
rationalize that any need for another air strip in that area is
anything other than a personal desire and is certainly not based
on the needs of the surrounding citizens and taxpayers. We have

a beautiful airport at Felts Field with a tower and first class
facitities. We have an additional landing strip in the master
plan of the Industrial Park and it would certainly seem silly
to even consider a third one approximately two miles further
east.
While the following has perhaps nothing to do with the application
in this instance, I thznk it must be recognized and acknowledged
tha.t the existing Spalding Wrecking Yard ad�acent to our
beautiful new freeway is almost a da.ily topic of discussion by
our people in Spokane and the Valley plus the hundreds of
thousands of tourists who travel from the east and/or west by
thi.s site. I think we should also not be quick to forget that the
State spent an untold amount of money•-perhaps $20, 000 or more
--planting trees at the taxpayer's e�rpense to screen this unsightly
yard from the touri�ts. To my knowledge, this may not have
been necessary if Mr. Spalding offered to do the same on his
property and provide water for this planting as a common
courtesy to the citizens of our community.
I pass Spalding's ya.rd daLly and unless things have changed
recently, to my knowledge the 5tate taxpayers are still paying
to have water hauled by tank truck to water the plantings.
I aesure you I admire Mr. Spalding's entrepreneur spirit and
all, but I can't help but feel there are more personal desires
involved in this application than s erving the needs of our people.
I am confident that you people on the Planning Commission will
act on this matter with good �udgment and sound thinking, and
that the final outcome of this request will not be granted prunarily
because of the lack of need for such a facility, the additional
traffic hazards that cauld become involved with air safety, and
that the location of a third air strip is certainly not necessary,
feasible, or practical in t�iis location.

I ar►� tre owner of an 80-acre traet of land described as Govt.
Lot 1 in the Southeast Quarter of the Northe�st Quarter of
Section 5, Township 25 North, R�ge �.5 E.��J. r�l. and I ob�ect
to the requested rezoning of the 178 acres lying immediately
t o the we s t of m� trac t,
I have been u�ing my land for a�ricultural purposes and I
acquired it a number of years ago with the thought that
eventually it� best use would be for development into a
number of sYnall farm horles�.tes. The desirabilitg of this
land f or that purpose ��ould be greatly diminished if the
restricted indu�trial zonin� is granted to the lands l�ing
t o m� t�re s t.
It is my understanding that originall9 the rezoning applica-
tion covered the lands completel� up to my west boundary and
then �ras changed, because of some problem in getting the re-
quired number of signatures, to leave a strip 235 feet wi.de
bet�reen my property and the property f or which the re zon3.ng
is requested. This still is unsatisfactor9, and I c an onl�
consider that placing of restrict�d industrial uses on the
land i�nediately to the t�rest of zny land will diminish my
land� s desirability for the uses I�rould like to have for r
it, without giving it any of the benefit.
I am not in favor of the rezoni�� at al�., and t��oul.d }�refer
that my land �nd the lands adjacent to it bs in a zoning
where small f arm homesite use would be the best use, but if
a rezoning i� �ranted, T cert�inly point out that it would
be in error not to at least utilize e�istin� roads as
barriers bettreen the zones to be established; and I request
that before an� rezoning at �11 is �r�n.ted or even seriouslg
considered, that if there is an� con.templation of placing the
l78 acres to my west in the restricted ?Lndustrial �one, that
consideration be �iven to the �roper zoning which m� land
should have under those circumstances so that my land does
not become the stepping stone, to its detriment, for the

Gentlemen:
Reference is made to �n application for change of zone for a tract of
land located Southeast of the Barker Road-Trent Highway and Wellesley
Avenue Interchange, also more specifically located between Barker and
Campbell Roads in the Spokane Valley.
This tract is presently zoned "agricultural". We are given to understand
there is a request this be re-zoned to "industrial" and more specifically
to be used for an air strip for light aircraft.
The undersigned are owners of parcels of property located on Wellesley
Avenue and east of Campbell Road - Parcels No. 04552-9112, 04552-9042,
04552 and 04552
The purpose of this communication is to protest and to put said protest
on record.
The area above described and the Otis Orchards co�mmunity in general has
been and is recognized as a quiet, desirable living area and it is felt
the zone change requested would undoubtedly alter the atmosphere to a
most undesirable one. It is felt this zone change would not be fair or
equitable and would in essence be a great infringement to the inhabi-
tants of this area. It would create a serious property and personal
hazard from disabled planes, to say nothing of the disturbing noise that
would be created.
It is also felt that such zone change would in the end result in more and
further undesirable development of industrial concerns - auto wrecking yards,
storage lots and other undesirable installations of a similar nature, being
located in the iumiediate area.
The residents of this area, after many years of diligent effort, were suc-
cessful in obtaining a desirable water system, supervised and installed
by the Bureau of Reclamation, which will of necessity require a number
of years and much effort to repay the cost for same. If the zone change
requested is granted, natura�lly the adjacent property will be devaluated
causing a great hardship.
It is therefore urged that serious consideration be given to denial of the
zone change requested.

I. BASIS AND PURPOSE: This notice is required under authority of RCW 14.04.260
and 14.04.240 Aeronautical laws of the State of Washington as amended. The purpose
of this notice to the Director in this prescribed form and manner,for the construc-
t ion of sirport, is to allow the Aeronautics Commission tv approve or disapprove
of sites for proposed airports. This notice of construction is supplemental and in
addition to any notice or certif icate required by the Federal Government.
2. E7�P7�NATION OF TERMS : As used in this part:
M ( a) �•D irector`• shall mean D irector of Aeronaut ics Commis s ion.
(b� '�Boundry of a landing area" shall mean C1) any one of the limits of
that portion of a landing area maintained for the use of land sircraft in taking
off or landing or (2) any one of the limits of that portion of a landing area used
for water aircraft in taking off or landing, which limits are defined as being in
811 direction measured over open water from the princfpal ramp of the landing area
or, if marked in accordance with standard practfce, the limits of the landing area
so marked.
(c) "Ground level"�ha11 mean the ground level at the runway above mean sea
level.
(d) 'tLanding area" shall mean any local ity either on land or water,includ-
ing airport and intermediate landing f ields, used for the landing and take-off of
aircraf t, whether or not f ac il it ies are provided f or shelter ing, servic ing, or re-
pairing aircraft, or for receiving or discharging passengers or cargo.
3. AIRPORTS REQUIRING NOTICE: Except as otherwise provided in 4, any person
engaging in the construction of any of the following shall give notice thereof to
the Director.
(a) Any landing area used by the public as aircraft landing facility.
4. AIRPORTS EXEMPT FROM NOTICE: A person engaging in the conatruction of the
following sirports is not required to give notice thereof to the D irector.
"(a) Any airport located in a c ity, town, or settlement, within the boundry
of the State of Washington that has been in operation before January 1, 1961.
(b) Any airport intended for private use on private property and not to be
used by the public +

5. FORMS AND TIME OF NOTICE:
(a) The notice of construction shall be submitted to the D irector in trip-
1 icate of a Form #1000, at least 30 days, but not more than 60 days, prior to the
date on which such construction is to begin: Provided that in case of an emergency
requiring immediate construction, such notice may be communicated to an suthorized
representative of the Director by telephone, telegraph, or other expeditious means,
and the executed Form 1000 shall be submitted wfthin 5 days thereafter.
(b) Any change in the date upon which the construction is to begin, or any
other change in the data contained in the Form 1000 submitted in compliance with
paragraph (a) of this section, shall be submitted to the Director of a Form 1000 by
letter, or by telegraph.

I am opposed to a.ny such action. My objection is based on the
proximity of my property to that of nry neighbor to the north. My real
estate is described a8 follows:

craf t. The nearness of this proposed facility will also have a direct
bearing upon the future value of my property.

consiclerabl� more mone�r than farmland. There has been no ne�r construction �tin.th�
a half mile of this area in the past ten years.
