1. The proposal is to realign the southerly road serving the preliminary plat to avoid
creating double fronting lots and the potential future creation of an arterial on
40th Avenue. No zone change or general !ot size change is proposed. The redesign
has two fewer lots than the original proposal. _
2. Located on the west side of Pines Road and the east side of 6owdish Road and
approximately 930' feet northeast of the intersection of the Dishman Mica Road and
Bowdish Road in Section 33, Township 25 North, Range 44 E.W.M., Spokane
County, Washington. 3. We find that the item has been property advertised in accordance with state and
local regulations.
4. We have considered and evaluated the information and conditions contained in the
Planning Report for this proposal.
5. The Comprehensive Plan designates this zrga as Urban which is in keeping with the
redesign and original proposal.
6. That we believe the proposal is oompatible with existing uses in the area described
in the Planning Report and explained by the sponsor during the hearing.
7. We note that area•property owners did not speak to the project. There were
concems of the public which were explained satisfactorily during the oourse of the
hearing.
8. We find the provisions of the State Environmentat Policy Act have been oomplied
with.
9. We approve the recommended changes of conditions of approval relating to
Engineering Conditions #4 and #11 in the Planning Report. The National Flood
Insurance Program does not apply to this project and one lot will utilize Pines Road
as aocess.
10. The oommittee finds the requested change of the oonditions to be a better design for
.the neighborhood.

APPROVAL ATTACHED HERETO:
PLANNING DEPARTMENT CONDITIONS:
1. That the bebw listed oonditions of ali Departments and Agencies are bindirg upon
the applicant, owner(s) of the property, heirs, suocessors or assigns.
2. The preliminary piat of record approval is for the property legally described in
the application for this proposal.
3. That the Finai Plat be desfgned substantialiy in oonformance with the changed
preliminary design as legally described and advertised. No increase of density or
lot number shall oocur without e new appiication submittal and approval.
4. The Spokane County Subdivisbn Administrator shall review any proposed Final
Plat to insure oomplianoe with the Findings and Conditions of Approval.
5. That the preliminary plat be given oonditional approval for three (3) years to
October 1 st. 1991. The applicant mety request an Extension of Time by submitting
a written request forty-five (45) days prior to the ebove expiration date.
6. Upon filing the Finai Piat the zone chenge of the Final Plat area shall be finalized
and the existing Agricultural zone dassiflcation shall be changed to R-1.
7. That a Fina! Plat name be indicated beibre the finai plat is filed; such name to be
approved by the County Planning Director/Designee.
8. That appropriate road names be indicated on the plat.
9. That appropriate utility easements be indicated on copies of the proposed final ptat.
Written approvai of said utility easements by said utility companies must be
recefved with the submittal of the final plat.
10. That 3 cuRent certfficates of tide be fumished the County Planning Department
prior to filing ihe flnal plat.
11. That the foibwing statement be placed in the final plat dedication: "No more than
one dwellin9 struciure be placed on eny Lot nor shali any bt be further subdivided
for the purpose of cxeating eddjtionai bts, ownerships, or building sites without
first flling a replet.'
The finai plat map shall indlcate by a dear dashed line, the required setbacks from
all privete, tract x or public roads. the dedication shail oontafn a statement that:
"Side yard and rear yard setbedcs shall be determined at the time building permits
are requested. The setbadcs fndicated on this subdh►ision may be varied hom if
proper zoning approvals are obtained."

(93, That a plan for water facilities adequate for domestic senrice and fire protection be
approved by the water supplier, fire protection district, Spokane County 8uilding
8 Safety Department and County health authorities. The agencies will certify on
the WATER PLAN, prior to the filing of the final plat or any phase of the
preliminary plat that the plan is in oonformance with their respective needs and
regulations. The WATER PLAN and ceRification will be drafted on a transparency
suitable for reproduction and be signed by the plat sponsor.
El)4 The purveyor will also cerlify on the Water Plan that appropriate contractual
arrangements and schedule of improvements have been made with the plat sponsor
for construcfwn of the water system in aooordance with the approved WATER PLAN.
The time schedule for improvements will provide for completion of the water
system and inspection by the appropriate health authorities prior to application
for building permiis within the final plat. The arrangements or agreements will
include a provislon holding Spokane County and the purveyor harmless fronn claims
by any lot purchaser refused a building permit due to the failure of the plat
sponsor to satisfactorily oomplete the approved water system.
15. The final plat dedication will oontain the following statement: "The public water
system, pursuant the WATER PLAN approved by County and State Health
authorities, the bcal fire district, County Building 8 Safety Department, and
water purveyor, will be installed within this plat, and the subdivide r/spo nsor will
provide for individual domestic water service as well as fire protection to each lot
prior to sale of each Lvt and prior to issuance of a building permit for each Lot."
16. That no bui{ding permit will be issued for any lot within the Final Plat until
certified by a Washington State licensed engineer "that the water system has been
installed pursuant the approved WATER PLAN for the Final Plat", signed and
stamped by said engineer. The certification may be in the form of a letter but is
preferred to be certified on a oopy of the WATER PLAN as a schematic map showing
the "As Built" water system.
17. That a survey is required prior to the filing of afinal plat.
COUNTY ENGINEER'S CONDITI4NS
1. That oonditional approval of the plat is given subject to dedication of Right-of-Way
and epprovel of the road system as indicated in the preliminary plat of record.
2. That plans, profiles, and cross-sections as designed to County standards showing
proposed street centerline and curb grades be submitted to the County Engineer for
approval prior to oonstruction and/or the filing of each final plat; road plans to be
prepared under the direciion of a licensed Professional Civil Engineer.
3. That drainage plans and design calculations showing ihe alignment of drainage
facilities be submitted to the County Engineer for approval prior to construction
anci/or the filing of each final plat. Drainage plans to be prepared under lhe
direction of a licensed Professional Civil Engineer.
4. Construction within ihe proposed public streets and easements shall be performed
under the direct supervision of a licensed engineer/surveyor, who shall furnish

the County Engineer with "As Buitt" plans and a certificate in writing that all
improvements were installed to the lines and grades shown on the approved
construction plans and that all dsturbed monuments have been repiaced.
5. No oonstruction work is to be performed within the existing or proposed public
right of way until a pennit has been iSSUed by the County Engineer. All work is
subject to inspection and approval by the County Engineer.
6. All construction within the existing or proposed pubiic Right-of-Way is to be
completed prior to flling each flnal plat or a bond in the amount estimated by the
County Engineer to oover the oost of oonstruction of improvements, oonstruction
certification, "As Buiit" plans, and monumenting the street centerlines shall be
filed with the County Engineer.
7. That appropriate provisions be made that the following described property be held
in tnust until the oontinuation of ihe streets be dedicated or deeded: A I-ft. strip at
the ends or edges of ail streets that terminate or border the final plat boundary.
(Temporary cul de sacs are required when streets terminate at the plat
boundaries.)
8. The applicant should be advtsed that individual driveway acoess permits are
required prior to issuance of a building permit for driveway approaches to the
County road system.'
9. Ded'icMion of sufficient right of way along Pines Road so as to provide 30' feet of
right of way west of the centerlne of Pines Road.
10. A statement shall be plaaed in pNat ced'ication that no direct access be ailowed from
bts to Pines Road exoept bt 10 which is the bt located jn the northeast oorner of
the preliminary plat.
11. Existing County roads providing direct aocess to the plat shall be paved and curbed
to Spokane County standarcis.
12. That ali public roads within the plat be designed arxl oonstructed to Spokane County
standarcls.
13. That skiewalks are required along the west side of Pines Road and on one side of the
northerty through street which provides e oonnection between 37th Avenue and
Pines Road. Sidewalks shali be extended to 37th Avenue.
14. The County Engineer has designated typical roadway sectan number two, access
street standard for the improvement of interior roadways to be constructed within
the proposed devebpment. This will require the installatbn of 36' feet of asphalt.
The oonstruction of curbing js aiso required.
15. The proposed plat shali be improved to the standards set forth in Spokane County
Board of Commissaners Resolution No. 80-1592, as amended, which establishes
regulations for roads, approac,hes, drainage, and fees in new construction.

16. The County Engineer hets examined this development proposal and has determined
that the impact of this proposal upon the existing County Road System warrants the
dedjcation of additionai right-of-way and the roadway improvements herein
specified.
17. This piat or devebpment proposal IS bcated within e drainage basin which has been
identified by the Spokane County Engineers Office as heving stormwater runoff
problems. Since this plat or devebpment proposal is affected by or is a
contributor to stormwater fbvrs, property owners should partiapate in the
planning and fmplementation of a future basinwide stormwater manargement
system. The foliowing statement shall be placed in the plat dedication: "That the
owner(s) or suocessor(s) in Interest agree to join in any County approved
Stormwater Manegement Progiram and to pay such rates and charges as may be
fixed through public hearings for service or benefit obtained by the ptanning,
desi9n, constnucling, maintaining or operation of stormwater control tacilities".
18. The County Arferial Road Plen identifies Pines Road as a minor arterial. The
existing right of way wktth ot 50' to 60' feet is not oonsistent with that specafied in
the plan. In order to implement the Arterial Road Plan it is reoommended that a
strip of property 10' feet in width abng the Pines Road frontage be set aside in
reserve. This property may be aoquired by Spokane Counry at the time when
arterial improvements are made to Pines Road.
CQUNTY HEALTH DtSTR1CT CONDtTIONS
1. Those oondltions adopted by the Boerd af County Commissioners on December 1 st.
1977, Board Resolution 77-1394, which requires that individual reskiences be
connected to a public sewer system rather than have individual on-site septic
systems.
COUNTY UTILITIES DEPARTMENT CONDITIONS
1. Any water service for this project shall be provided in accordanoe with the
Coordlnated Water System Plan for Spokane County, as amended.
