ZE-32-68 - AGRICULTURAL SUBURBAN TO MULTIPLE FAMILY SUBURBAN: GUNIVING
Planning Commission Recommendation: Approve for the followtng reasons.
A. Reasons;
The applicant proposed an eleven (11) unit apartment house on the subject
property which is located on the northwest corner of Argonne Road and
Cataldo Avenue. Approximately 6, 500 vehicles per 24 hour period (two-
way traffic) utilize Argonne Road north of Broadway Avenue and approxi-
mately 10, 500 vehicles per 24 hour period (two-way traffic) utilize
Argonne Road at the Freeway overpas s. Traffic f s therefore fairly heavy
at Argonne and Cataldo which in turn affects the single family residential
amenities of the street. While Arqonne Road between Sprague Avenue and
Mission Avenue is predominantly developed with single famfly residences
the Planning Commission does not expect vacant lots to be developed
with new single fam[ly residences, but rather with apartment units or
compatible business offices. In most cases,, therefore, the Planning
Commission would encouraqe future developers of property with lot
frontaqe on Argonne Road to seek a zone change to either Multiple Family
Suburban or Residential Office zoning classification.
In the Planning Commission's opinion, the proposed land use of the
subject property would be in keeping with the Commfssion's policy of
zoning existing residential arterial frontaqe propertfes to the Multiple
Family Suburban or Re sidential Office zone and would be in keeping with
the character of the Cataldo and Argonne Road area. A re sidence, a
grocery store-gasoline pump combination, and a surveyor's office exist '
to the south across Cataldo Avenue from the property in question. Severa
re sidence s and a church exi st to the east acros s Argonne Road from the
subject property and single family residences exist to the north and west.
In effect, the propo sed apartment development would provide both re si-
dential amenities to the existing neighborhood as well as provide a buffer
between Argonne Road traf fic and re sidence s we st of Argonne Road.
