DELBERT CORPORATION
Planning Commission Recommendation: Approve for the following reasons;
A. Reasons:
The subject property is located on the north Sprague Avenue frontage
between Farr and Balfour Roads. This particular Sprague Avenue
frontaqe is indicated on the Comprehensive Plan for hiqh densitY
residential use and has been protected from general commercial
development bv Multiple Familv Suburban zoning because of the
existincr residential neighborhood north of and abuttinq Spraque Avenue
at Vvalnut Road. However, since the addition of the new Residential
Office zone to the County Zoning Ordinance, the Planning Commission
has a new zone which endeavors to combine compatible residential
and limited business uses and to provide necessary screening and ~
landscaping controls aimed at protecting residential uses.
The Plannina Commission has already recommended approval of one
piece of propertv (the Vallev Chamber of Commerce) to the new
Residential Office Zone within the frontage area under di scus sion ,
The applicant has indicated on the submitted plot plan that he intends
to erect the following on the subject property:
a) One two-story doctor's office with 1, 300 square feet down
and 1, 300 square feet up;
b) One single story doctor's office unit of 1, 625 square fnet;
c) One single story future general office unit of 1, 300 square
feet, (no tenant named);
d) One single story general office unit of 1, 700 square feet,
(no tenant named); I
e) One two-story general office unit with 900 square feet dovm
and 900 square feet up. (no tenant named).
The one and two-story doctor's office structures are the only buildings
proposed to be immediately occupied,, and the proposed development
would be similar to the doctors' clinic located f ust west across
Sunderland Road from the subiect property. Duplex residential units
border the property on the north and a single family re sidence border
the east. To the south, across Sprague Avenue from the property,
several commercial establishments are located.

Dear Sirs:
On Thursday, September 26, 1968 you are scheduled to hear
the application of Delbert Corporation to change the
zoning on a site at Sprague and Sunderland from Multiple
Family Suburban to Residential Office. I reside with my
family at North 123 Walnut Road which is less than 500 feet
from the property an which the zone change is sought.
On March 20, 1967 I wrate to the commission in regard to
this property and set out my feeling in regard to "spot"
zone changes and the gradual erosion of our home values
by a constantly moving of zoning boundaries. It is this
method of "a little bit at a time" that has brought the
complete change in character to the area between Farr Road
and University Road on Sprague Avenue. I well remember
the statements of the board members that if the non-
conforming use was granted in the Charles Parker Cabinet
Shop application that the board would then hold the line
against the erosion.
It is my feeling that the promoters of "progress" will
mount sufficient pressure to secure a commercial use of
this property at some future date. There are certain
inherent desirable features to a medical office over a drive-
in restaurant or service station. I believe they are:
1. The use is not usually offensive to sight,
sound or smell.
2. 7,'he buildings _put to a medical use are well
maint$ined-and are so specialized that they do not lend
themselves to a future less desirable use.

3. The hours of use are during the day
which creates no night traffic and attracts orderly
people.
I request that this application be granted by allowing a
nonconforming use and requires that planting be placed
the full length of the north and east boundaries of the
property sufficiently tall and dense to cut off sound and
sight from these directions. I also request that the
nonconforming use permit require the builder to provide
paved on site parking sufficient to aceomodate all
possible automobiles of patients and employees.
