Within the three hundred foot area east of Pines Road between Trent and
the Freeway are located seven (7) single family residential homes, two
of which are vacanto And within the three hundred foot area west of
Pines Road are located five (5) single family residence8 (one vacant)
a chicken house, and Trent Grade Schoolo
In a larger scope, a well established single family residential area of
eighty--six (86) homes is located adjacent to and southwast of Trent Grade
School in the Mirabeau Ranch P1ato A twenty-one (21) unit trai].er
court (Pinecroft Trailer Park) is located approximately 750 feet west of
Pines Road between Mansfield Avenue and the Spokane International Railroad
right of way4 The balance of the area is either vacant or in agricultural

(900) feet further northward, Pines Road curves between two sharply
pronounced rock outcroppings rising to a height of over eight (80) feet

acres of land area from Pi.nes Road to the Spokane River, between Euclid
Avenue and the Valley Freeway, posseas hillsides rrith 30 percent to

A smaller area of steep topogaraghy is located adjacent to the west side
of Pines Road aad north of Mansfield Avenuee The balance of the area a.s
relatively flat with some shallow gullies causing a slightly rolling
ground surface effect.
3. Soi1.s:
The subject area largely consists of "Garrison Very Gravelly Loams" soi.l
type which has good to excellent permeability qualitiea in topsoil
ranging from 2e5 feet to 5 feet in depth underlaid by a mixture of sand,
gravel, and cobblestonese This Garrison soil type ie found ia the
flat and slightly slopiag areas (5% - 20%) oa both sides of Pines Road
between the Freeway and Trent Road, except for the hilly area with sharp
rock outcroppings.
The pronounced hilly area ad3acent to both sides of Pines Road lying just
north of the Freeway is a"Spokane Very Rocky Complex" soil type consist-
ing of steep slopes (2096 to 70►~6) with very little soil cover (20 to 30
faches) and large areas of exposed bedrocko Soil limi.tations for septic
tanks and sewer lagoons is classified as being severe.
4. Neighborhood Anal9sis:
The t'Trent Neighborhood" as defined in the 1960 "Planning For Parks"
report has the neighborhood boundaries as being: The Spokane River to
the aorth and east; Jackson Avenue and the Spokane International Railway
to the south; and Raymond extended and Woodward extended to the westo

The future 15 acre Commumty Park is proposed to be located adjacent to
Trent Schoal and the proposed Kajor Urban Park is contemplated to include
the rock hill area west of Mirabeau Park between the Spokaae River and
Pines Road. Work has aleo been accomplished along the line of proposing
the urban park area as a good location for a zoo site.
In keeping wi.th the Trent Neighborhood plaa, the Comprehensive Plan for
the Valley indicates a low deneity residential aeiahborhood su-onortlnK
an elementary school, ajunior high echool and a communit~Lparko
Ia 1965 a Major IIrbaa Park to serve the central valley was added to the
neZghborhood plan. The neighborhood is proposed to be bounded on th.e
south, southweat, aad southeaet by a light s.ndustrial corridor along the
Spokane International Railroad right of way and the Spokane Valley
Freearay.
Summary:
lo The North Pines Road and North aines Road neighborhood in question have
a well established resideatial-educational unit in the Trent Grade School
and the Mirabeau Ranch developmento The undeveloped area around the
Trent Elementary School is, we believe, suitable for reeidential develop-
ment and can feasibly be platted to allow homesites adjacent to Pinee
Roado
2. Topography and soils play an important part Yn the composition of the
subject neighborhood in that a bluff or sharp rise in ground elevatioa is
noted beginniag just north of Mansfield Avenue o This "bluff" and "hill"
separate the Mirabeau Ranch-Trent School area (high elevation) from the
lower Pinecroft plat area south of Mansfield Avenue (lower elevation) and
provide a natural separating bovndary for the existing and future land
useso The rocky and hilly areas of the neighborhood ars of li.mited use
due to ateep slopes aad severe sewerage probleme.
3. The lower topographical area north of the Freeway has potential
capabilities for industrial land uee because of the proximity of the
Freeway and e33.sting railroad trackse However, Pines Road frontage north
of the Spokane International Tracks presents a problem due to the railroad
crossing itself and due to road locations and alignments.

that the small business site would bQ an unwarranted intrusion into

NOTE: The advertised property is surrounded on three sides by

4. It was noted that the Planning Commissi on has been recently approv-
ing Residentlal Office roquests on North Pines Road between I-90,

sion reviewed the envrionmenltal checklist submitted by Mr. F. V. Seipp
ln behalf of V4 olfl3nd, Inc. for a zone change to allow constructton of a
convenience Grocery 3nd offico complex. The proposal is located
approxlmately in the E 1/2 of the 1VE 1/4 of Section 9, Township 25N..
Range 44 EWM fronting P ine s Road, south of Buckcye Avenue. The pro-
ponent is requesting a zone change from Two Famlly Residantial to
Residential Office and Local Businoss to allow the consructlon of a
convenience grocory store and an office bulldtng on a slte of just over one
(1) acre ln slze. The site is tocated on relativety flat terrain with an
unmanaged grass land vegotation cover.
The -staff evaluatton identlfied only one potentfally maior impact area, that
of increased motor vehicle trafflc ane tho secondary impacts therewith.

Planning Commission Recommendation: Accept and approve the Planning
staff's study of North Pines Road between Trent Road and the Spokane Valley
Freeway which is delineated on the study map labeled, "Zoning Plan for Pines
Road between the Freeway and Trent Road", on file in the office of the Planrung
Commi s sion. In addition, the Comprehensive Plan for the Valley should be
changed to reflect the following future land use:
1) Property frontage between Marietta and Mansfield Avenues (both
stdes of Pines Road) be tndicated as high density residential area.
2) Property frontage between Mansfield and Shannon Avenues (both
sides of Pines Road) be indicated as a freeway commercial or
residential office area.
