What a.re the changed conditions which are alleged to warrant other or additional zoning: Due to misunderstanding, two lots in Block 2, Guthrie's Valley View 5th Ad- ciition were sold to parties desiring to keep a saddle horse for recreational purposes. The land area held by these parties is insufficient for this purpose under agricultural suburban classification. The subject area was originally zoned agricultural and is now surrounded on three sides by agri- cultural land and on one side by a public street. It is necessary to return these lots to agricultural zone so the use will be conforming. It is con- sidered best under the circumstances to rezone the entire Block 2. . • s . . 2. What facts justify the proposed zone reclassification based on the advancement of the ~ public health, safety, and general welfare ?
