WHEREAS, the Spokane County Ftanntng Commtsslon dld hold a public meet[ng
on January 20, 1978 to conslder the testimony and requests of several applicants,
objectors and other tnterested parties concerning the below referenced zone reclassi-
ficatlons and other ttems of bustness, and
WHEREAS, at satd heartng opportuntty was afforded those favoring and those
opposing ail Items of buslness, and
VIrHEREAS, 1Vir. iVlcCoury, 1Virs. Byrne, lVirs. R3wlings, Messrs. Culgley and
Thomas were i'n attendance and constttuted a quorum, and
WHEREAS, the Spokane County Planntng Commisslon fully considered the testi-
mony gtven, the envtrnnmental review, and all other evidence presented, recommend:
to the Board of County Commisstoners the following:
1. After d[scussion of the Short Plat Ordtnance, the following changes were
adopted to be lncluded in the final draft of the Short Plat Ordinance whtch
had been distributed to the Commisston members at their january 13, 1978
hearing:
a} Insert for Item 4.3 The County Enatneer.
It shall be the duty of the County Engineer or his deslgnated
representatlve (a) to review proposed short plats, as approprtate
and applicable, (1) for adequacy of survey lnformatlon and legal
descrlptlon; (2) general deslgn in respect to surrounding develop-
ment, topography and road system conftguratlon; (3) access and
need for publlc rlghts of way; (4) utility easements; (5) drainage
and flood protectlon requtrements; (6) pr[vate and publlc road
requirements; (7) sanitary sewer requirements, if applicable;
(b) to furntsh his written recommendatlons ln respect to these Item:
to the Short Plat Adminlstrator; (c) to admfnister all engineering
requlrements for engtneertng, ;Lrveytng, lnstailatiIDn, bondtng,
and lnspection of engineer requfied improvements; (d) to requtre
retmbursement by the applicant for all direct actual costs Incurred
in revtew and administratton of the short plat; (e) to lssue a
'Certiflcate of Compliance' upon f[ndtng of compllance with
englneering requiremer_ts or satisfactory guarantees for the same;
said certlflcate to be a condition requlrement as per Section
7.2 here tn .
b} Mr. Emaclo outl[ned the following suggested changes:
1) A provision should be included in the ordtnance regarding
long plats as well as the short plat standards.
"Fcemedy of purchaser or trar_sferee."
2) Page 15, paragraph 5.3 shouid be reworded. (3) should be.
deleted referring to the Board of County Commissioners. ~
The Short Plat Admtnist-rator should approve or dtsapprove the
appllcation.

Ordinance be recommended for adoptton to the Soard of County CommEs-
sioners, tncorporating the suggested changes in the flnal draft. Motton
carrted unanimously.
2. The Staff reported that work had been completed on a revised fee schedule
structure and would be ready for presentatlon to the Commisslon members at
a public hearing for thelr constderatton. Mrs. Byrned moved, Mrs. Rawlings
seconded, that an evoning meettng be scheduled for thts business and sugqestE
Wednedsay evening, Februaty 15th at 7:30 p.m. in the Health Dlstrict Audltor-
ium for this hearing. Motlon carried unantmously.
3. Dlscusslon among t he Commisslon members and Staff regarding the advlsabtlltl
and avaiiabllifiy of certain plans pertaining to such vttal areas as the Alrport,
VVest Plalns water area, Newman Lake sewer plan, and the 1208' Plan, beLng
pcesented for consideratlon and revlew, resulted in the consensus of opinlon
that an informationat workshop meettng would be held. This is scheduled for
. Frtday, February 10, 1078, at 9:00 a.m. Thts preltmtnary dtscussion and
review sesslon wouid be followed by a more detalled presentatton to the
Planntnq Commisslon on Vlednesday, March lst.

Staff findings regaxding PE-1160-77, Vera Crest Subdivisiono
I. GENERAL INFORMATION :
A. Location
Vera Crest Subdivision is located ,outh of 16th Avenue between Adams and
Progress Roads in the gouth central area of the Spokane Valley.
B. Froposal
The applicant proposes to subdivide about 35e5 acres into 71 lots9 all
for single family dwellings, creating a density of 2 units per acre
wit,h a typical lot size of 18,000 squaxe feet.
C. Relationship to Comprehensive Plan
Vera Crest Subdivision is situated within an area that has been designated
as being suitable for residential development by the approved map of t,he
Comprehensive Plan.
D. Existing La.nd Uses
The site is presently in active cropland vegetation with no significant
topographic features. The properties to the east and south are generally
of the larger lot rural catergory, where the typical lot size appears to
be in excess of one acrey while the properties to the north and west have
developed into several residential subdivisions with the most recent being
Early Dawn and Church Addition. .Also located to the west of the proposal
is a future elementary site P-t 24th and Adams.
E. Compatibility with Exiating Land Uses
The Staff finds this proposal to be compatible with recent Planning
Commission decisions in the area as well as being compatible with the
future intended uses for the area - higher density residential uses.
Some conflict might result, however, in the short termy regarding the
possible confliets between the larger lot uses and the smaller lot sub-
divisiona
I I . SPECIAL INFORMATION
A. Circulation
The Engineer's Office has reviewed the proposal and their office find9,

with a minor revisiony the plat design would be aeceltable as well as
finding that adequate county roads are available to serve the propoeal.
It is recommended that as a condltion of approval bot'Z paving and curbing
of t,he roads in the proposal be requireci.
B. Sewage I7isposal
The Health District has approved the use of individual iystems to serve
the proposal. The plat is9 however, situated over the 4alley Aquifer
where a moderate impact upon water quality might be expecited at some
future date.
C. Water Supply
Vera Irrigation District has indicated that it has the ability to serve
the site wi.th both domestic and fireflows.
D. Drainage
The Staff finds that because of the relatively flat terrain of' the site
and adjacent properties that no special drainage control methoc:s would be
required and standard techniques for storm water control could be used.
E. Fire Protection
Both mains and hydrants need to be installed to provide for adequate fire
protection,
F. Parks
No county parks are cur•rently available in the axea and the County Parks
Departanent has no present plan for either site acquisition or major park
improvements.
G. Schools
Central Valley School District indicates that their district may expect
short term difficulties in serving thig proposal, but over the long term
foresee no problem3.
III. ZONING ANAL,XSIS
The Staff finds that it would be appropriate to upgrade this proposal to the .
single family residential zone because of the use and characters of the
proposal as well as the uses and charaters of the surrounding areao The staff
also finds that an upgrade to the single family zone would be consistent with
recent Planning Commission decisions in the area. '
IVo Environmental Review
The Staff has reviewed the environmental checklist submitted by the applicant and the staff finds that no significant adverse envirorunental impact will likelS
result and a proposed declaration of non-significance should be issued.

V. CONDITIONSe
If approval is granted the staff recomQnends the following conditions.
Specific conditions applicable to this plat are referenced below and found in
the attached supplement entitled9 "Standard Conditions for Approval of Prelim-

stated separately and listed below.

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all major actions signifir,antly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrnine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can wlth the information
presently available to you. Please answsr questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impar.t, askinq you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional pages, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,

2. Topography, soils and water.
a. 'rhis project lies in a relatively flat area in Vera. Local drainage
ways are insignif icant. It is located over the Spokane Valley Aquifer.
b. Surface soils are classed as Gasrison gravelly loam with 0 to 5%
slopes. They have a septic tank filter field limitation of slight
with possible contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand
and gravel; contains some boulders in places; includes some undiffer-
entiated glacial deposits. The lower terrace remmnants have probably
been reworked by streams. These geologic structures yield moderate •
to very large amounts of water.

d. The data from 4 Vera Water, 1 WWP, and private wells in the area
shows the wells are 160 to 300 feet deep and have static water
levels varying from 85 to 145 feet below the surface. The highest
total nitrogen level was 3.42 ppm. The Vera Water District has
indicated that it can supply domestic use water for the plat upon
completion of agreements with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 71 lots on 35lg acres. Each lot is
to be served by a public water system and its individual on-site
sewage disposal system. This raises the question of signif icance
of the impact on the groundwater in the area and possible alterna-
tives for sewage disposal.
b. In the course of the conduct of the Armp Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharge to
the groundwater, and the effect of continued urban development in
the Spokane River Valley upon the quality of the groundwater. In
summary, he concluded that:
(1) In normal precipitation years subsurface disposal of
sewage treatment effluent does reach and recharge the
groundwater.
(2) Al1 dissolved salts in sewage effluent will be carried
to the grouazdwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep sAil
layer above the groundwater and "minor dissolved constitu-
ents such as phosphates, which are known to react with
soil particles, or nitrates, which are taken up by plant
roots" will be less that the total found in septic tank
effluents.
(3) "The calculated results at the downstream end of ground-
water flow line indicate that the maximum range of
(dissolved) solids concentration expected at present (1975)
is up to 93 mg/1 (milligrams per liter) 6-bove the natural
groundwater background of 155 mg/1. The forecast year
2020 maximum incxemental concentration is 101 mg/1 above
the natural background."---"The analytical results af the
forecast impact of year 2020 when compared with the pres-
ent impact, both measured in terms of leachate volume and
dissolved solids concentratinn, indicate that the present
impact on groundwater quality is already a substantial pro-
portion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.21 to 3.42 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in ranges 1.31 ppm. to 3.71 ppm. Current Federal and State drinking
water standards permit up to 10 ppm.

d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treat-
ment and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have saf ety hazards associated with them and
relatively poor community acceptance.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to
sale of the lot.
b. Each lot be auLhorized the use of an individual on-site sewage system.
c. An on-site sewage management system be created and approved by this
off ice prior to the signing of the f inal plat if more than a total
of one hundred twenty-four (124) dwelling units are authorized within
the plat.
