Froposal The applicant proposes to subdivide about 35e5 acres into 71 lots9 all for single family dwellings, creating a density of 2 units per acre wit,h a typical lot size of 18,000 squaxe feet. C. Relationship to Comprehensive Plan Vera Crest Subdivision is situated within an area that has been designated as being suitable for residential development by the approved map of t,he Comprehensive Plan. D. Existing La.nd Uses The site is presently in active cropland vegetation with no significant topographic features. The properties to the east and south are generally of the larger lot rural catergory, where the typical lot size appears to be in excess of one acrey while the properties to the north and west have developed into several residential subdivisions with the most recent being Early Dawn and Church Addition. .Also located to the west of the proposal is a future elementary site P-t 24th and Adams. E. Compatibility with Exiating Land Uses The Staff finds this proposal to be compatible with recent Planning Commission decisions in the area as well as being compatible with the future intended uses for the area - higher density residential uses. Sewage I7isposal The Health District has approved the use of individual iystems to serve the proposal. The plat is9 however, situated over the 4alley Aquifer where a moderate impact upon water quality might be expecited at some future date. C. Water Supply Vera Irrigation District has indicated that it has the ability to serve the site wi.th both domestic and fireflows. D. Drainage The Staff finds that because of the relatively flat terrain of' the site and adjacent properties that no special drainage control methoc:s would be required and standard techniques for storm water control could be used. E. Fire Protection Both mains and hydrants need to be installed to provide for adequate fire protection, F. Parks No county parks are cur•rently available in the axea and the County Parks Departanent has no present plan for either site acquisition or major park improvements. G. Schools Central Valley School District indicates that their district may expect short term difficulties in serving thig proposal, but over the long term foresee no problem3. III. ZONING ANAL,XSIS The Staff finds that it would be appropriate to upgrade this proposal to the . single family residential zone because of the use and characters of the proposal as well as the uses and charaters of the surrounding areao The staff also finds that an upgrade to the single family zone would be consistent with recent Planning Commission decisions in the area. Surface soils are classed as Gasrison gravelly loam with 0 to 5% slopes. They have a septic tank filter field limitation of slight with possible contamination of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and gravel; contains some boulders in places; includes some undiffer- entiated glacial deposits. The lower terrace remmnants have probably been reworked by streams. These geologic structures yield moderate • to very large amounts of water. The data from 4 Vera Water, 1 WWP, and private wells in the area shows the wells are 160 to 300 feet deep and have static water levels varying from 85 to 145 feet below the surface. The highest total nitrogen level was 3.42 ppm. The Vera Water District has indicated that it can supply domestic use water for the plat upon completion of agreements with the developer. 3. Impact discussion. a. The plat sponsor has proposed 71 lots on 35lg acres. Each lot is to be served by a public water system and its individual on-site sewage disposal system. This raises the question of signif icance of the impact on the groundwater in the area and possible alterna- tives for sewage disposal. b. In the course of the conduct of the Armp Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. (2) Al1 dissolved salts in sewage effluent will be carried to the grouazdwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep sAil layer above the groundwater and "minor dissolved constitu- ents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots" will be less that the total found in septic tank effluents. (3) "The calculated results at the downstream end of ground- water flow line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) 6-bove the natural groundwater background of 155 mg/1. The forecast year 2020 maximum incxemental concentration is 101 mg/1 above the natural background."---"The analytical results af the forecast impact of year 2020 when compared with the pres- ent impact, both measured in terms of leachate volume and dissolved solids concentratinn, indicate that the present impact on groundwater quality is already a substantial pro- portion of the ultimate level." c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.21 to 3.42 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in ranges 1.31 ppm. to 3.71 ppm. Alternative sewage disposal methods that would not recharge the groundwater have the following general characteristics: (1) Collector and central treatment systems discharging to surface waters would require at least tertiary treat- ment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. (2) Sealed systems, whether individual or community, depend on evaporation for liquid removal. Some, such as la- goons, have saf ety hazards associated with them and relatively poor community acceptance. 4. Recommend that: a. A public water system including fire flows serve each lot prior to sale of the lot. b. Each lot be auLhorized the use of an individual on-site sewage system. c.
