WHEREAS, Steven K. Schultz did by letter request a special hearirig before
the Qoard of Count~ ,--s>>ninissioners requesting a special hearing to consider a

WHEREAS, the f3oard of County Comniissioners did hold a public hearing on
March 16, 1978 to consider the request of the plat sponsor regarding the change
in condition atid the testiinony and request of objectors and other interested parties,
and
WHERFAS, at said hearing opportunity was afforded those favoring and those
opposing the pi-oposed change in condition regarding the above described prelimin-
ary plat proposal and zone reclassification. The Board of County Commissioners of
Spokane County having fully considered the testimony given, the environmental
assessrnent and asl ^ther evidence presented, and having personally acquainted them-
selves with the site and vicinity iri question does hereby find that tjie change in
condition as requested by the plat sponsor should be approved in that the request
presented by the plat sponsor ineets the minimum standards as specified in the
Spokane County zoning code regarding the Single Family Residential zone classifi-
cation,and there appeared to be no adverse testimony regarding the request. Now,
therefore, the Board of County Commissioners does conclude that the change in
condition regarding Moen First Addition PE-1152-77 should be, and hereby is,
approved,and the following additiona1 condition shall be iinposed that the plat be
redesigned so as to allow for the construction of twelve single-family dwellings,
WHEREAS, the conditions of approval regarding the original preliminary
plat was for 10 single-farnily dwell7ngs. The Chairman is hereby authorized to issue
a Final Declaration of Non-Significance.

I This being the time set by the Board of County Commiss;oners of Spokane
~ County,•4Jashington, to consider a change in conditions of the above
~ mentioned Preliminary Subdivision and Zone Classification upgrading to
4 allow the construction of twelve single family dwellings, whereas the
' conditions of approval allovr for ten single family dwellings; and
,
The Roard having conducted a public hearing on this 16 day of March,
1978, at the request of the plat sponsor, Steven Schultz; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at this hearing and other evidence available
o to the Board to authorize the Chairman to execute a Proposed Declaration
' of Non-Signifcance and to approve the reGuest for a change in conditions
of the plat to allow twelve single family dwellings, penciing the issuance of a Final Declaration of Non-Signifiicance. '
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting fortti more
definitively the Board`s action in this matter.

County, Washington, to render its decision concerning the request of
Steven K. Schultz, South 310 Greenacres Road, Greenacres, Washington,
for the above captioned preliminary subdivision and zone classification
upgrading; and
The Board having received the recommendation of the Spokane County
Planning Commission to approve the preliminary plat, subject to findings
and conditions as contained in the Commission's minutes dated November 16,
1977 and to approve a zone classification upgrading to the Single Family
Residential Zone Classification; and
The Board having conducted its own public hearing on January 12, 1978, at the
request of Sponsor, Steven K. Schultz, and after visiting the site and
reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to uphold the recommendation of the Spokane County Planning
Commission to approve the preliminary plat, subject to findings and
conditions as contained in the Planning Commission minutes of November 16,
1978, and to approve the recommendation to upgrade the zoning to Single
Family Residential Classification.
The Board also concurred in the Planning Staff's recommendation that no
significant adverse impacts will result and a Declaration of Non-Significance
be issued.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

16. Tom Nlosher of the Planning Department's Staff reported on:
I. The recently completed contract with Natlonal Heritage, Inc., Pullman,
Wash[ngton, which pulled together exlsting Information on the htstorical and
archaeolog[cal resources of the County.
2. The HEstorical Preservatton Commtttee of the Junior League where City
and county progress were discussed. An addittonal toptc of discussfon was an
upcomLng proposal to the City and County governments to work tow►ard
establlshment of a Clty-County Landmarks Commission.
3. A currently developing proposal to seek, wtth a cooperative agreement
wlth the City of Spokane, A 50-50 matchtng grant from the State's Offlce of
Archaeology and Hfstoric Preservatton to Hfre a Preservation Planner and
subsequentty expand the preservatton activities within the County.
17. Nr. Fred Dayharsh, Dlrector of Planntng., brought to the Planning Commission':
ttention a need to set ahead the filing date for prelimtnary plats and zone changes. An
amendment to the Zoning Ordlnance and a resolution by the County Commtssiore
wl11 be needed tomake thts change tn poltcy. A motion was made to direct the
staff to recommend amendments as to the cut-off date for zone changes and
plats, also all field work is to be done prior to the fiiing of the preliminary
zone changes and plats in the Planning Department Office.(Motion by Mrs.

18. The members of the Planning Commfssion discussed the review period of the
Ffve-Mite Draft EIS. A motton was made by IVtrs. Rawltngs and seconded by
Nrs o Byrne that an extension of time of the comment period of the I?raft EIS
for Flve-N!f le be extended to December I, 1977. The Staff was directed to
write a letter to the City to that effect e It was requested that a City Staff
member be present at further discusslon. Ivirs. Rawlings was concerned about
not getting recommendatfons up from the Coordinatfng Committee. It was sugges
ted that on Friday's Pianning Commtsston hearing that Staff and P1annEng
Commtssion member could have some observation on that Item. Mr. IvicCoury
agreed that it could be done. .

ENVIRONMENTAL CHECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for Cheir own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-1(1) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrriine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can wlth the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deQree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessarv. You should
include references to any reports or studies of which you are aware and which are
relevant to the answers you provide. Complete answers to these questions now will
help all agencies involved wfth your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future ,

2. Topography, soils and water.
a. This project lies in a relatively flat area between Long Street and
Greenacres Street north of 4th Avenue. Local drainage ways are insig-
nif icant. It is located over the Spokane Valley Aquif er.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.

d. The data from 1 Corbin Water District wells in the area shows the
well is 120 feet deep. The total nitrogen level was 1.5 ppm.
The Consolidated Irrigation District has indicated that it can
supply domestic use water for the plat upon cnmpletion of agree-
ments with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 10 lots on 3.7 ar_res. Each lot is
to be served by apublic water system and its individual on-site
sewage disPosal system. This raises the questi.oii of significance
of the impact on the groundwater in the area and possible alter-
natives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd con-
sidered typical soils, natural and sewage disposal recharge to the
groundwater, and the eff ec.t of continued urban development in the
Spokane River Valley upon the quality of the groundwater. In summary,
he concluded that:
(1) In normal precipitation years subsurface disposal of sewage
treatment effluent dnes reach and recharge the groundwater.
(2) All the dissotved salts In sewage effluent will re carried
to the groundwater. However, hacteria and detergents (phos-
phate portion) are mostly removed by the deep soil layer
above the groundwater aiid "minor dissolved constituents
such as phosphates, which are known to react with soil 17arti-
cles, or nitrates, which are taken up by plant roots" will be
less than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) gol-
ids concentr.3tion expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 ahoire the natural background."---
"The analytical results of the forecast impact of yPar 2020
when compared,wJth the present imPact, both measured in terms
of leachate volume and dissn]ved solids concentration, Indi- '
cate th 1t the present impact on groundwater quatity is al-
ready a substantial pronortion of the ultimate level."
c. Currently, results of chPmical analyqfs show the total nitrogen content
of the groundwater as in the range of 1.5 PPm. A projected incrementa].
increase using nr. Todd'-c Pxpecr.ed 8.6 percenr_ would result in ranges of 1.62.
Cuzrent Federal and State drinkin- watPr standards permit up to 10 ppm.
d. Alternative sewagP disposa] methnds that would not recharge the groundwater

(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether invividual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety hazards associated with them and
relatively poor community acceptance.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to
sale of the lot.
b. Each lot be authorized the use of an individual on-site sewage system.
c. An on-site sewage managenent system be created and approved by this
off ice prior to the signing of the final plat if more than a total
of 13 dwelling units are authorized within the plat.
