which was itiposed tpari the appraval of these subdivisions. As you may
rec,all, Spokane County did not insist upon the erection of the fence
last wi.nter to allvw for more fawrable weather conditions for builcling.
It is our opinion that sufficient time has elapsed to aocatplish oon-
struction of the fenoe. If oonstructicn is not camnenoed within 10
days and carripleted by Septenber 30, 1986, woe will refer the matter to
the Spakane County Prosecutar' s of f ioe f ar apprapriate action.

As I noted in our July conversation that the 6 foot security fence would be
allowed one year to be established which would mean that it would be
constructed by July of 1986. Thi s i s sti11 acceptabl e and I think that it is
proper that the fencing be installed because Pines West and Pines West lst
Additions have both been filed and substantial developent has occurred in each
of the subdi vi sions.
The area residents al so noted other concerns which are more properly handled
by the Spokane County Enginee ring Department and the Building b Safety
Department. I have asked the Engineering and the Building b Safety Departments
to provide me cortments regardi ng those concerns which deal primari ly wi th the
Provi si on of si dewal ks at the easterly end of Pi nes West 1 st Addi tion dnd the
location of structures within the development which are preconstructed homes
moved on to the individual lots. Once I receive these comments. I will
forward them to you.

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Hodges, Inc., East 12715 Mission Avenue, Spokane, 14ashington 99206 for the
above captioned preliminary subdivision and zone classification upgrading;
and
The Board having received no recommendation from the Spokane County Planning
Conmmission because of the lack of a quorum vote on said application, as
set forth in the Commission's minutes of November 16, 1977; and
The Board having conducted its own public hearing on December 29, 1977,
at the request of Ralph Guthrie Company, East 12721 Sprague Avenue,
Spokane, blashington, and after visiting the site and reviewing the
testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board and consideration of the environmental review, to approve
this preliminary plat application subject to the conditions as contained
in the Planning Staff Findings, EXCEPT that the following additional
conditions shall also be imposed:
1) That duplexes within the plat be limited to the area east
of Bowdish Road.
2) That the sponsor provide for a 6 foot security fence along
the north plat boundary so as to provide as clearly divided
separation from the railroad tracks.
3) That a staternent be placed in the plat dedication that unusually
high noise levels may exist in the area during cerain periods
of the day.
4) That the plat sponsor make every effort through special con-
struction methods' and landscaping to mitigate any possible
noise problem that might exist. The plat sponsor is directed
to work with the Building Codes Department and the Planning
Staff to develop these methods.
The Board authorized the Chairman to sign a final declaration of non-
significance.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

FENCE FoQ : Earlier this year (July 1985) I was asked by the
developer if the fenoe requirement included fencing al,ong the right of-
way of Rai].z+oad Avenue. My initial view was that no fenGing along the
right-of-way was required. This was based on the wordiM of the oorxiition '
calling far the separation of residenti.al and railraod uses. Laber I

findings of NOVE?MER 16, 1977, the environmental aheckliet, and all other evidence

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Hodges, Inc., East 12715 Mission Avenue, Spokane, lJashington 99206 for the
above captioned preliminary subdivision and zone classification upgrading;
and
The Board having received no recommendation from the Spokane County Planning
Commission because of the lack of a quorum vote on said application, as
set forth in the Commission's minutes of November 16, 1977; and
The Board having conducted its own public hearing on December 29, 1977,
at the request of Ralph Guthrie Company, East 12721 Sprague Avenue,
Spokane, Washington, and after visiting the site and reviewing the
testimony; and
The Board being fully advised in the premises did determine, based upon ~
the testimony submitted at the public hearing and other evidence available ~
to the Board and consideration of the environmental review, to approve
this preliminary plat application subject to the conditions as contained ,
in the Planning Staff Findings, EXCEPT that the following additional conditions shall also be imposed: 1) That duplexes within the plat be limited to the area east
of Bowdish Road.
~
2) That the sponsor provide for a 6 foot security fence along ~
the north plat boundary so as to provide as clearly divided separation from the railroad tracks.
3) That a statement be placed in the plat dedication that unusually
high noise levels may exist in the area during cerain periods
of the day.
4) That the plat sponsor make every effort through special con-
struction methods' and landscaping to mitigate any possible
noise problem that might exist. The plat sponsor is directed
to work with the Building Codes Department and the Planning
Staff to develop these methods.
The Board authorized the Chairman to sign a final declaration of non-
significance.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Hodges, Inc., East 12715 Mission, Spokane, Washington, for the above
captioned preliminary subdivision and zone classification upgrading; and
This matter having been referred to the Board of County Commissioners
by the Planning Commission without a recommendation as set forth in the
Planning Commission minutes dated November 16, 1977; and
The Board having conducted its own public hearing on December 29, 1977,
at the request of Ralph Guthrie, East 12721 Sprague Avenue, and after
visiting the site and reviewing the testimony; and
The Qoard being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to concur in the Staff recommendation from the Planning
Department that a declaration of tdon-significance be issued.
The Board authorized the Chairman to execute a Proposed Declaration
of Non-significance to be prepared and submitted for signature by
the Planning Department.

Mr. Chairman, after consideration of the Planning Commission recommendation,
the evidence and testimony presented at the hearing before this board, the environ-

mental review and a personal tour of the site, I'm going to move we approve PINES
WEST subject to the conditions as contained in the Plaruzing Staff Findings, except
that the following additional conditions shall also be imposed:
1) That duplexes within the plat be limited to the area east
of Bowdish Road.
2) That the sponsor provide for a 6 foot security fence along the
north plat boundary so as to provide a clearly divided separation
from the railroad tracks.
3) That a statement be placed in the plat dedication that unusually
high noise levels rnay exist in the area during certain periods of
the day.
4) That the plat sponsor make every effort through special construction
methods and landscaping to mitigate any possible noise problem that
might exist. The plat sponsor is directed to work with the Building
Codes Department and the Planning Staff to develop these methods.

1. The recently completed contract wtth National Heritage, Inc., Pullman,
Washington, whlch pulled together extsting tnformatton on the htstorlcal and
acchaeolog 1ca! re source s of the County.
2. The Htstorical Preservatton Commtttee of the junlor Leaque where Clty
and county progress were dlscussed. An addtttonal toptc of discusston was an ,
upcoming propoeal to the Clty and County governments to work toward '
establishment of a City-Caunty Landmarks Commission. 3. A currently developing proposal to seek, wlth a cooperative agreement ;
wlth the City of Spokane, A 50-50 matching grant from the State's Offlce of Archaeotogy and Historic Preservatton to Hlre a Preservatlon Planner and .
subsequently expand the preservatton activitles wlthin the County.
17. Mr. Fred Dayharsh, Lirector of Plannlnq., brought to the Planning Commission': `
':tentlon a need to set ahead the flling date for preltminary plats and zone changes. An ~
amendment to Lhe Zoninq Ordlnance and a resolutlon by the County Commissloce
will be needed tomake this change in pollcy. A motlon was made to direct the
staff to recommend amendments as to the cut-off date for zone chanqes and 3
plats, also all field work ls to be done prlor to the flitng of the prellmtnary ~
zone changes and plats in the Planntng Departrnent Offtce. (Motlon by Nirs. 'Rawlings, seconded by Mr. Thomas. Vote was unanlmous.)

18. The members of the Planning Commission discussed the revlew period of the ~

Flve-Mtle Draft EIS. A motlon was made by 1Virs. Rawtings and seconded by
Mrs. Byrne that an extenslon of tlme of the comment perlod of the Draft EIS ~
for Five-Mtie be extended to December 1, 1977. The Staff was dtrected to
write a letter to the City to that effect. It was requested that a Ctty Staff
member be present at further dlscusslon. Nrs. Rawlings was concerned about ~
not getting recommendations up from the Coordlnatfng Commlttee. It was sugges
ted that on Frtday's Planning Commtsston hearing that Staff and Planning
Commisslon member could have some observatlon on that ttem. Mr. McCoury
agreed that ft could be done. .

2. Topography, soils and water. a
a. This project lies in a relatively flat area between Opportunity and
Trent Avenue. Local drainage ways are insignificant. It is located ~
over the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5°6 slopes. ~
They have a septic tank filter field limitation of slight with possible 1contamination of groundwater. '
~
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and ~
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked ~
by streams. These geologic structures yield moderate to very large ,
amounts of water.

d. The data f rom 2 Irvin Water District wells in the area shows the wells
are 117 to 125 feet deep and have static water levels varying from 78
to 91 feet below the surface. The total nitrogen level was 1.67 ppm.
The Irvin Water District has indicated that it can supply domestic use
water for the plat upon completion of agreements with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 66 lots on 24 acres. Each lot is,to be
served by a public water system and its individual on-site sewage dis-
posal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd ronsidered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
(1) In normal precipitation years subaurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phos-
phates, which are known to react with soil particles, or
nitrates, which are taken up by plant roots" will be less
than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater'
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mgll
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecase year 2020 maximum incremental
concentration is 101 mg/1 above the natural background."---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentrati+nn, indicate that the
present impact on groundwater quality is already a substantial
proportion of the ulrimate level."
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.49 to 1.67 ppm. A projected incre-
mental increase using Dr. Tadd's expected 8.6 percent would result in ranges
1.61 PPm. to 1.81 ppm. Current Federal and StaCe drinking water standards
permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:

(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treatment
and perhaps more to obtain a permit for the discharge
f rom the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety hazards associated with them and
relatively poor community acceptance. ~
4. Recommend that:
a. A public water system including fire flows serve each lot prior to
sale of the lot.
b. Each lot be authorized the use of an individual on-site sewage system.
c. An on-site sewage management system be created and approved by this
office prior to the signing of the final plat if more than a total
of eighty-four (84) dwelling units are authorized within the plat.
d. Lots 10-11-12, Block 2, be declared unbuildable due to the required
150 foot set back between drainf ield and a public water well. Public
well is located on Lot 11. Alternatives would include either a public
sewer system or abandonment 8nd deatruction of the well to the satis-
faction of the Health District.
e. A low area near Lot 8, Block 2 and Lot 1, Block 3, be designed to in-
clude a cluster of dry wells to accept any waters that might tend to
gather in this area.
