Dear Mr. Chairman:
After careful review of the Planning Commission's minutes involving appli-
cation ZE-32-62 and after holding a hearing of our own on this matter and
after inspection of the site, we wish to commend the Commission for their
thoughtful and considered evaluation of the proposal.
We ask, however, that you reconsider your decision and recommendation in
light af the following factors which appear to us to be of major importance:
1. We question the present need far additional land in this
vicinity in the Restricted Industrial classification. We note
that there is at present some one hundred and fifty acres
west of this proposal that is zoned but as yet unused for
in dustry.
2. We note that the applicant proposes an "Industrial Park"
and yet submits no proposed deed restrictions, list of types
of tenants that will be allowed, nor other controls typically
exercised by industrial park operators to iname high
standards. We wonder if this proposal is not premature
since the applicant has no specific uses to propose and
since there is considerable land already zoned in the
vicinity.
3. We are concerned that there is not good arterial acces s
to this property from the freeway. We requested that the
applicant provide written as surance from the railroads
involved that they would not oppos e a cros s ing of their
tracks at Bowdish which would be necessa.ry to provide

proper avicess to the Pine's interchange via lndiana. This
assurance has not been provided. For that matter, the
applicant does not now control property at the point where
Bowdish would cross the railroad.

INDUSTRIAL CORRIDOR STUDY County Planning Commission
In August of 1962 the staff was directed by the
Planning Commission to prepare a land use plan for the
general area enclosed by Argonne and Pines Roads, the
Northern Pacific Railway tracks and the Valley Freeway.
Included in the investigation was a description of the
topography, existing land use and zoning, land use
developme nt since 1 9 5 7, exi sting and propo sed arter-
ials, existing utilities, and existing and proposed
schools and recreation areas . Two alternative land
development plans were presented by the staff to the
Planning Commission. Plan #1 below proposed an in-
dustrial corridor along the railroad tracks, bisecting
the area and residential development in the remainder
of the study area; while Plan # 2 proposed residential
development for the entire area.

This proposed industrial ai•ea is actua7.ly too clase to existing
pl.ats zoned for residence to be fea,sible. My suggestion woul.d be for the
nlanning coomi.ssion to refuse rezonirg to industrial and ame,nd the
present ordinance providing for a minimum lot size of 1/2 acre which ex-

RE: POSTELL REQUEST ZONE CHANGE IN VALLEY
Gentlemen:
According to recent newspaper articles, the petition of
NIr. Sam Postell for a change of zone on property he owns south
of Jackson and east of University f rom agricultural to nlimited
industrialtt is to be heard in your off iee at 9:30 on August 30.
I must be out of town August 30 - hence this letter of protest
to the proposed zone change.
'~y rea sons are a s f ollows :
l. From a sewa~e disposal standpoint, the location is
inadequate f or an Industrial Park or any type of industry.
2. As it is one mile e ither east or west from University to
a freeway access, truck traffic to the property would of
necessity go through the residential areas to the north,
east or west.
3. This area, plus all of Spokane, already has an excellent
Industrial Park which is not operating to capacity and
has much room to expand if necessary without harming
residences or real property.
4. The ma jority of the property owners feel the requested
zone change if granted would eventu,ally lead to devalua-
tion of our property. Of the f ew who favor the change,
some are already infringing on the zoning law with light
industry of various kinds.
Trusting the above-ment ioned request for zone change will be
given sufficient calculation and thought to warrant a negative
answer, I remain

Since the end of World War II most of the major additions to industrial land have been made as a
result of railroad company acquisitions This has been a very stabilizing factor in their industrial
zoning, but it has resulted in most of the industrial land being held for tenants requiring spur
tracl< and rather large rail freight shipments It is my contention that subject land is need and/or
will be needed in the forseeable future for those industrial uses that do not qual ify for railroad
property

2 What facts justify the proposed zone reclassification based on the advancement of the
public health, safety, and general welfare ?
The subject property has been denied by the local FHA office for Federal Government insurance
for single-family dwel I ings I, therefore, contend that because of adjacent zonfng and adjacent
uses (there is a car wrecking use within 150 ft of this property) that its best use would be
industrial
3 What effect wi11 the proposed zone recla s sificatf on have on the value and character of
adjacent property?
The accesses that are anticipated for this property (it is readily available to the Freeway and
to rail spur) would not only add to the value of this land, but to the adjacent industrial land
and would provide additional payroll for the Valley
4 Can a reasonable return from or reasonable use of the property in questi.on be secured
under the exi sting zone cla s s3.fication ?
Because the existing zoning is residential and because it is in - an FHA denfed area, the
present zoning results in complete steril ity of the land
