I. GENERAL INFORI4?ATION:
A . Locatton
Parkwater Industrtal Park is located in the west central area of the
Spokane Valley, east of Thierman Road and south of Nltsslon Avenue.
The proposal is also north east of the Broadway Interchange of Interstate
90.
B . Proposal
The applicant proposes ta subdlvide approxlmately 50.9 acres tnio 14 lots,
all for restrlcted lndustrtal uses. The lot sizes varyfrom about 1/4
acres to 5 acres. The existtng zoning on the advertised property is
Restrtcted Industrial, and was establtshed nearly 25 W ars ago.
C. Relationshlp to the Comprehenstve Plan
The Spokane County Comprehensive Pian, as well as the Regtonal
Comprehensive Flan find the stte suitable for restricted industrial uses.
D. Existing Land Uses
The slte ts present.ly vacant with no significant topographic features.
To the north and west of the site are Restricted Industrtal uses while to
the east ls the resldentlal eubdivision of Park Road Additton as well as
property recently approved to the Restricted Industrial Zone classtficatlon.
E. Compatibiltty with Existtng Land Uses
The Staff belleves that with pcoper landscaping and building orlentatlon
any posslbie incompatlbtlity with the residential uses located to the
ea st would be mf t Iga ted .
II. SPECIAL INFCRtViATTON:
A. Clrculation
The County Enoineer's Office has revtewed the proposal and they feel
that adoquate exlsttng county roads are available to serve the proposal
and that the plat desiqn ts acceptable to their office.

B. Sewage Dtsposal
The Spokane County Health Dlstrict has approved the site for the use of
on-site sewage disposal systems. The proposai is, however, located
over the Spokane Valley Aquifer. The Department of Ecology shall approvE
all industrlal wastes dlsposal, also.
C . Water S.upply.
The Washtngton Water Power Company has ststed that it has the abllity
to serve the stte wlth both tndustrial and fire flows.
D. Flre Protection
Both mains and hydrants need to be installed to provtde for adequate
flre pratection needs.
III. ENVIRONMENTAL REVIEW:
The Staff has revfewed the envlronmentat checklist submltted by the applicant
and we recommend that a declaratton of Non-Signtflcance be lssued.

the attached supplement entitled, "Standard Condittons for approval of

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC W,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all rnajor actions significanCly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The

2. Topography, soils and water.
,
a. This project lies in a relatively flat area north of the freeway and
Broadway interchanges. Local drainage ways are insignificant. It is
located over the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to Sy slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
, glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large

d. The data from wells in the area show the wells are 100 to 120 f eet
deep and nave static water levels varying from 60 to 85 feet below
the surface. The total nitrogen level was 1.3 ppm. The Washington
Water Power Company has indicated that it can supply domestic use
water for the plat upon completion of agreements with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 14 lots on 50.9 acres. Each lot is to
be served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the im-
pact on the groundwater in the area and possible alternatives for
sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd con-
sidered typical soils, natural and sewage disposal recharge to the
groundwater, and the effect of continued urban development in the
Spokane River Valley upon the quality of the groundwater. In suumiary,
he concluded that:
(1) In normal precipitation yPars subsurface disposal of sewage
treatment eff luent does reach and recharge the groundwater.
(2) Al1 the dissolved salts in sewage effluent will be carried
to the groundwater. However, bacteria and detergents (phos-
phate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such
as phosphates, which are known to react with soil particles,
or nitrates, which are taken up by plant roots" will be less
than the total found in septic tank effluents.
{3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background:"
"The analytical results of the forecast impact of year 2020
when compared with the present impact, both measured in terms
of leachate volume and dissolved solids concentration, indicate
that the present impact on groundwater quality is already- a
substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 13 ppm. A projected incremental
increase using Dr. Todd's expected 8.6 percent wQUld result in a range
of 1.4 ppm. Current Federal and State drinking water standards permit
up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
(1) Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps

more to obtain a permit for the discharge from the Depart-
ment of Ecology. These systems are not currently economically
available for this project.
(21 Sealed systems, whether individual or community, depend on
evaporation for liquid removal. Some, such as lagoons, have
safety hazards associated with them and relatively poor
community acceptance.
4. Recommend that :
a. A public water system including fire flows serve each lot prior to sale
of the lot.
. b. Sponsor provide evidence that the plat lies within the recorded service
area of Washington Water Power Company.
X c. Each lot be authorized the use of an individual on-site sewage system.
X d. Industrial wastes disposal shall be as approved by the Department of
Ecology. -
