Dear Mr. Brinck:
This confirms a July 21 telephone conversation between Harold Scott,
a member of my staff, and Mr. Hal Barnes regarding housing projects
in the Spokane Valley-Rathdrum Prairie Aquifer area. The following
projects are considered acceptable and should not contaminate the
ground water to a level which would cause a significant hazard to
public health for those people using the Aquifer as a drinking water
source:
• 1. Castle Count Addition, S.P. #360
2. Orchard Gardens First Addition, S.P. #356
3. Berg's Addition, S.P. #362 ~
4. Malloy Addition, S.P. #361
5. Kissire's Addition, S.P. #3644.,
6. Clumpner Addition, S.P. #367
7. Bayes Addition, S.P. #366
We are still reviewing the Farwell Estates Subdivision - S.P. #348.
The project is located in an area of higher nitrates. Also, EPA ~
approval for the Pines West Addition - S.P. #333 is being withheld
on pending additional information on the lawsuit.
The Westgate Village, S.P. #359 (190 lots) and Westgate Rim, S.P.
#358 (135 lots) projects are being held until receipt of additional
information from your-office on the type of central sewer system.
It appears these two projects collectively (325 lots) could require
a Special Environmental Clearance (Threshold of_200 units or a mort-
gage of more than $5 million) according to the HUD NEPA regulations.
I also note with interest, the application for the Westgate Village,
S.P. #359 shows a line through the first listing of 211 lots which
was replaced by 190 lots and that 225 acres of adjacent land are un-
der control of the project sponsor. Does HUD plan to prepare a Spe-
cial Clearance for these two projects?

River. (Motion to approve by Byrne, seconded by Kennedy. Motion was lost.)

ZE-62-78, AGRICULTURAL TO SINGLE FAMILY RESIDENTIAL: That the preiiminary
plat request be continued, until the hearing of June 28, 1918, for a deci-

the final plat dedication contain a statement to the effect that duplexes
are prohibited within the plat; and that the condition stated on page 12E

I. GENERAL INFORMATION:
A. Location
*West Central Valley location on the northwest corner of Carnahan Road and
8th Avenue,
B . Propo sal
*Subdivision of 3.13 acres into ten lots for single-family use.
*Typical lot frontage= 75-80 feet.
*Typical lot size= 10,400 square feet,
C. Relationship to the Comprehensive Plan
*Approved map of the Comprehensive Plan indicates residential usage, with
no density designation suggested.
*Approved Comprehensive Plan map also indicates residential usage for the
general surrounding area,
D. Existing Land U ses
*1Vorth of 8th Avenue for approximately a quarter mile in either direction and
south of the Business District associated with Sprague Avenue, the
land uses are residential,and arevery similar to those densities pro-
posed in the preliminary plat.
' *I lnmediately opposite and south of the proposed preliminary plat is a resi-
dential subdivision which is at least as dense,0 if not more denselthan
that proposed.
*The general area to the south of the site,for a quarter mile or more,is composed
of open pit sand and gravel operations to the immediate southeast and
generally to the southwest.
*Housing is occuring half a mile south of the site on the slopes of the blu"f~
both east and west of Camahan Hill.
E. Compatibility with Existing Land Uses
*The proposed preliminary plat appears entirely consistent with existing land
uses in the area, although the three larger parcels of lancls associated
with this transition will be lost from large lot development to small
lot development.

*Road Engineer has reviewed nroposal and finds adequate county roads
serving each parcel•
*8th Avenue and Carnahan Road w::ere they abut the preliminary plat site should
be curbed and paved to the edge of existing pavement to county Engineer
standards.
*The Engineer also recommends the dedication of 10 additional feet on the right
of way along Carnahan Road.
B. Sewage Disposal
*Spokane County Health District has authorized the use of individual on-site
sewage systems for each lot within the preliminary plat. The District
also states that an on-site sewage management system be created and
approved by their office prior to the signing of the final plat if more than
a total of 11 dwelling units are authorized within the plat. The Health
District also requires a public water system, including fire flows, to
serve each lot prior to the sale of the lot. The plat is situated over
the Spokane Valley Aquifer and the Health District, in their examination
of the possible impact on groundwater quality, resulting fr:,m this
proposal have the following comments:

typical soils, natural and sevage disposal recharge to the-groundvates,

aapon the quality of the groundwater. In summary, he coocluded thatL
(1) In normal preclpitation yeara subeurface dispoaal of sexage

(2) Al1 dissolved salts in eewage effluent will be carried to tfie
groundvater. Houever, bacteria and deteTgents (phosphate por-
tiott) are mostly removed by the deep aoil layer above the
groundwater and "aeinor disaolved constituent9 euch as phoephates,
which are known to ceact vith soil particlee, or nitratee, which
are takeD up by plant roots" vill be less than the total found
in septic tank ef f luents.
(3) "The calculated re9ults at the dovnatream end of groundwater
flow line indicate that the maximwa range of (diasolved) sol-
ide concentration expected at preeent (1975) is up eo 93 mg/1
(milligcams per liter) above the natural groundwater backgrouod
of 155 IDg/1. The forecast year 2020 maxirnum incremental con-
centration is 101 mg/1 above the aetural background."---"The

d. Alternetive eewage dispoeal methoda that vould not recharge the gtoundvater
have the folloving qeneral characteristice:
(1) Collector and central treatment syatema diecharging to surface

alternative.
C. Drainage
*The County Utilities Department points out that the proposed plat is in a
flood hazard area. Their field observation indicates that homes could
be reasonably pro;-ected against flooding if the lowest floor is at least
one foot above curb elevation. This recommendation would preclude
houses with basements unless suitable designed to prevent st'anding
flood waters from entering a basement level.
*Standard techniques for stormwater control should be incorporated into the
street and road improvements.
D. Water Supply
*Proposed preliminary plat is located within the recorded service area of
Carnhepe Water District.
*The District advises they are able and willing to serve this proposal with
adequate water for domestic and fire uses and that satisfactory arrange-
ments have been made to serve their proposal.
E. Fire Protection
* Situated within recorded service area of Fire Protection District #1.
; *District indicates that both mains and hydrants of su l'ficient size for fire
, protection should be required as a condition of approval.

*The site, as well as the land immediately south and those west and northwest
is currently zoned agricultural.
*Southeast the zoning is for mining , as well as a considerable parcel to the
southwest north of the right of way of 12th Avenue.
*Those lands east and northeast of the site are zoned agricultural-surburban.
*c--,ea~erally# north of the site agricultural and articultural -surburban development
prevails to the freeway,,, however, immediately adjacent to the site on
the north side is a parcel zoned for local business and occupied by
a small meat cutting and food storage locker enterprise.
IV. ENVIR-ONMENTAL REVIEW :
*Environmental checklist submitted by the sponsor has been reviewed.
*No significant adverse environmental impacts were identified.
*Slight adverse environmental impacts were identified from the checklist in'
the following categories: Earth; Air; Water; Noise; Light and Glare;
Land Use; Population; Housing; Transportation/Circulation; Public
Services; and Utilities.
*In accordance with the new procedure, the staff issued, through its Planning
- Director, a proposed declaration of non-significance and it is currently
circulating to other agencies of jurisdiction. The PIanning Commission
should, bY its action, sustain this issuance o~ recornmend to the
Board of County Commissioners that a environmental impact statement
be prepared.

a. This project lies in a relatively flat area northwest of Sth and Carnahan.
Local drainage ways are insignificant. It is located over the Spokane
Valley Aquifer.
b. SurPace soils are classed as Hardesty silt loam with 0 to 5 percent slopes.
They have a septic tank filter field limitation of moderate to severe with
possible contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undiFferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large amounts
of water.

d. The data from wells in the area shows the wells have static water levels
varying from 30 to 171 feet below the surface. The highest total nitrogen
level was 1.3 ppm in June, 1975. The Carnhope Water District has
indicated that it can supply domestic use water for the plat upon completion of
agreements with the developer.

a. The plat sponsor has proposed 10 lots on 3.13 acres with a typical lot size
of 80 by 130 feet. Each lot is to be served by a public water system and
its individuel on-site sewage disposal system. This raises the question
of significance of the impact on the groundwater in the area and possible
alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewa,ge disposal recharge to the groundWater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In sumnary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage treatment
effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate portion)

3. "The calculated results at the downstream end of graundwater flow
line indicate that the maximum range of (dissolved) solids concentration
expected at present (1975) is up to 93 mg/1 (milligrams per liter)
above the natural groundwater background oP 155 mg/1. The forecast
year 2020 maximum incremental concentration is 101 mg/1 above the
natural background." "The analytical results oP the forecast
impact of year 2020 when compared with the present impact, both
measured in terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is already a
substa,ntial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.3 ppm. A projected incremental increase
using Dr. Todd's expected 8.6 percent would result in a range of 1.4 ppm.
Current Federal and State drinking water standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the groundwater
have the following general characteristics:

1. Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more
, to obtain a permit for the discharge from the Department of Ecology.
These systems are not currently economically available for this
project.
2. Sealed systems, whether individual or comnunity, depend on evaporation
for liquid removal. These systems require more land area than a
conventional subsurface drainfield. Some, such as lagoons, have
safety hazards associated with them and relatively poor community
acceptance. Land, installation and operational cost are generally
more expensive than those for septic tanks and drainfields.

ENVIRONMENTAL CFIECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC W,
requires all state and local governmental agenczes to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all ma)or actions significantly
(and "adversely", as per WAC 197-10) affecting tne quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. Tne reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and v,►hich are
relevant to the answars you provide. Complete answers to tnese questzons now will
help all agencies involved with your oroposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval fs sought. Your answers
should include the impacts which will be caused by your proposal when it is compieted,
even though completion may not occur until sometime in the future. This will allow all
o# the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future,
No application shall be processed until the checklist has been completed and returned
to the appropriate County department, State law requires er.planations for every "yes"
and "maybe" anstver on the checklist. The person completing the form may be required
to provide explanations for "no" answers, and in some cases, more detailed information
to aid in a threshold determination.
