Gentlemen:
As business consultant and adviser for Albertson's, Inc. in the Spokane
area I am writing this letter as a substitute for my presence at the
public hearing scheduled in connection with the above entitled re-
zoning application. I had hoped to be present at the hearing, but
emergency business will take me away from Spokane for tbe next four or
f ive days. Therefore, I am asking Mr. Cronin, attorney for Mr. Skaggs,
to present this letter to the Board of County Commissioners at the
hearing.
For many years past I bave served as Vice President and General Manager
of the Payless Drug Stores in Spokane. As you are undoubtedly aware,
the Payless interests were recently sold to Albertson's, Inc, and I am
continuing on as consultant and adviser to Albertson's.
The property involved in this rezoning applicatfon constitutes s p8rt
of the 8ale to Albertson's. It is owned by Mr. L. J. Skagga, Preaident
of Paylese Drug StoreB. Albertson's, Inc. plan to construct a combi-
nation super market and drug store on this property as soon as neces-
sary zoning is obtained for the site. Skretches of this construction
project h8ve been submitted to you as a part of the rezoning applica-
tion under consideration.
The purpose of this letter, as would be my own purpose if I were able
to be present at your hearing on this aaatter, is to urge your favor-
able action ou the rezoning application for this property. Albertson's,
Inc. is, of course, well known in Spokane. The facility j.t plans fox

tbis site in the Spokane Valley will be the largest it has ever built.
The aeed for such a complete facility in the Valley, whicb will afford
the public drugs, baluerq goods, groceries, meats and produce, house-
wares, electrical appliances, clothing and anack bar service, all
under vne roof, is recognized by everyone cognizant with the growth
in the Valley over the past several years. The eatimated yearlq
businese volume for this operation is between six and seven million
dollars; employraent will be provided for approximately 125 people.
Tbe area wbere constrwction of our new store is contemplated has
gradually been developing along commercial lines. Conetruction of the
freeway to the alcnost imonediate south of this area has had the effect
of isolating the few residential dwellings that remain betweea the
freeway and Sprague Avenue east of Carnahan Street. Residential ex-
p ansion within those confines is impossible and it would appear ob-
vious that within the next few years the aforementioned residenti8l
strip along tbe south aide of Third Avenue will disappear and the
property will be put to more valuable uses, undoubtedly commercial.
I makre these comments to support my position that construction af our
new store will not injure or depreciate reaidential properties in the
area but will, in the long run, enhance them by adding to the com-
mercial trend in the area. I believe that most of the residential
property owners in that area feel the same way as evidenced by our
contacts with them.
In conclusion, I again express cny regrets for not being able to at-
tend your he aring on this matter and I reiterate my bope that your
action on Mr. Skaggs' rezoning application will be favorable so that
Albertson's. Inc, may proceed with its building plans and add to
tbe orderly 8nd impreesive growth of the Spokane Valley.

Enclosed for filirig is an application for rezoning submitted by
Mr. L. J. Skaggs through the undersigned, his attorneq. Attached
to the petition you will find the necessary signatures of property
owners in the particular area as well as a report from the Land
Title Company of Spokane, regarding said adjoining property owners.
Also enclosed and intended as a part of this application is a map
supplied by your County Engineer showing the location of the
particular property together with an architect's drawing depicting
the proposed building to be constructed on the property in question.
We trust that all of these documents are in order and we request
that you set th is matter down for hearing for January 25, 1962,
which we understand is the next scheduled hearing date for such
applications.
