regarding time for special hearings Mr Main requested a special
date for the Homestead application and Mr Slade of the Senske engineer-
ing firm had asked for a hearing on Mt Baldy Mr Kennedy remarked
that previously the Commission had voted on not granting special requests
and that all items would be heard in a routine manner He stated that
the policy had been established not to set up special hearings for
special cases
Mr Thomas noted that the Hearing Examiner Committees' function would
preclude meeting of the full Planning Commis sion to make determinations

vised set of plans completed by August 15, 1978 which will be sub-
mitted to you at that time
John Stoeser indicates that it will not be necessary to short-plat
the property as long as it remains under one ownership
It is anticipated that the property will be developed on a phased
basis in substantial conformance with the plans submitted after
their completion by Hicks

As you can see9 the Phase I and II office building would comply
with the residential offlce zone classification
The Feed Mill already in existance, would be the "corner stone"
of the park which would be developed in parcel number one through
six
A new roadway would also be provided to connect wtth a 30 foot
deeded right-of-way on Lilly Street Would it be necessary to
dedicate this roadway or not? We would prefer to keep it private
As tenants are not yet committed to the space, definite plans for
parcels number one through six are not available Our intention
would be to develop the land and substantial conformance to the
plans being submitted

A Conditions
I The adverta.sed property shall be developed in substantaal conformance
with the approved "development plan " on file with the application
2 Instailation to Spokane County standards of curb, and paving to
existing oil along Park Road, i e, the east boundary of the develop-
ment proposal
3 Installation of fire hydrants in accordance with the requirements of
the Valley Fire Marshal
4 .A11 areas used for parking or circulation shall be paved or maintamed
with a dust-controlling surface
Background
In 1961, the Solar Nafiural Gas Company, Inc , requested that lract 2, except
the East 140° be zoned Restncted Industnal, and the East 140' of Tracts 1 and
2 be zoned Commerca.al Because of neighborhood concern to the extension of
Commercial and Industrial zorung to Park Road, the Planrung Commission and
subsequently the Board of County Commissioners denied the Commercial
request for the East 140' of Tracfis 1 and 2 Because of the neighborhood's
concern for the eventual utilizat2on of the proposed industnal area, the Board
of County Commissioners on November 7, 1961, imposed the following
conditlons on the Restricted Industrial segment of the application
" 1) The Board of County Commis sioners recognaze s that there are substantially
residential dwellings in the immediate area to the east of the property in
que stion and, therefore, give s conditional approval to the zone change for
a penod of one yearto December 1, 1962
2) Prior to the official order changang the Zoning Map, the applicant shall
submit to the County Planning Commission for their consideration and
review a specific land use proposal for the property in questzon The
Planrung Commission shall revi.ew such proposed use to assure that
such use will not be detrl.mental to adjacent and surrounding properties
by reason of dust, smoke, odor, noise, or traffic congestion "

detnmental to adjacent and surrounciing properties by reason of
smoke, odor, noise, or traffic congestion" (The traffic flow would

distnct The Planning Commission is of the opinion that the proposed
use will help serve as a buffer area between the Yardley industnal
distnct and the residential neighborhood to the east of Park Road

Objectors are located in a well established and long standing
coQnmercial area on the North side of Trent Road The natural de-
velopment of the area has historically ended to make and keep
1Yent Road as a commercial artery and the property South of Trent
Road and across the Northern Pacific Railroad traclcs abutting
Park Road as residential and agricultural The establishment of
commercial zones South of thE 1Vorthern Pacific Railroad tracks on
Park Roa3 Gppears to be the commencement of the ribbon zoning on
Par k Road
Already the East side of Park Road is practically solid tivlth
residential units Southerly on Park Road the area continues to
develop in a residential manner clustering around the Seth 41ood-
ard School at Park Road and M1.ssion
The establishment of business concerns on the S.outh side of Park
Road would add to ar already hazardous pedestrian traffic situa-
tion along Par k Road crossing the Northern Pacific Railroad
tracks and the intersection wi.th Trent Road
The existence of the Seth 4Joodard School South of the area in
question and the St Paschal School North of Trent Road, already

"We, the members of the Board of Directors of West Valley School
Di strict No 3 63 , a sk the Spokane County Planning Commi s sion to
give serious consideration to the following poinfis before giving
approval to, or making zone changes for, commercial, industrial,
or manufacturing businesses west of Park Road between Trent and
Sprague
1 Schools in the area--Seth Woodard Elementary School
housing grades kindergarten through sixth grade locat-
ed west of Park on Mission and a new junior high
school being planned for fihe east side of Park immed-
iately south of the Freeway
2 Closeness of the industry or business to the schools
to be potentially dangerous, unsightly, dirty, or yield an
odor which would in any way eff ect the children or the
school itself
3 Any zoning or approval for indu stry or bu sine s s which
would tend to cause the school to be divorced irom be-
ing an integral part of the community it serves--pos-
ibility of area west of Park to Coleman between Trent
on the north and Sprague on the south being considered
for individual or multiple residential zoning in the long
range to maintain the integrity of our school buildings
4 The effect on safety of children, of build-up of traffic
on Park Road during the hours children would be going
to and from school

In regard to the specific zone change, ZE-34-61, being considered at
your July 27th meeting, we would point our specific problems within
the general frame of reference above
1 This business has a potential fire or explosion factor Our
Seth Woodard School site is only 600 feet from the property
being considered
2 This industry will cause some build-up of traffic along Park
Road during normal school hours Many of our Sefih Wood-
ard school children walk along or cross Park Road Students
from our new junior high school will also walk along Park
Road
3 Approval of this application will place industry east of Cole-
man Road which has been the western extremity of the res-
idential area between Trent and the Freeway heretofore
We are opposed to any land use which jeopardizes the safety of our school
children and feel that we have a responsibility to point out this concern
We ask you to give special consideration to the safety factors involved
and to the fnvestment that the people of our school district have made
and are making in school facilities in this area

Gentlemen:
As President of the Ueth woodard Perent-Teacherst Association
and as a parent of a child attending this s chool, I wish to
register my protest to the proposal of the establishment of n
s torage tank of propane gas in an area almost immediately
adjacent to the school. This protest is registered without
pre,judice against the applicants. It would appear that other
suitable locations colild be found Without placing this type of
installment in en area which, for nine months of the year, hps
e maximum densitq of population through the school hours.
I would also like to point out that the County Park Board has
recently signed a lease with the west Valley School Board for
the development of a park on the land immedistely ad3acent to
the school, so that the situation will extend beyond the school
year into the summer months on a yepr-round basis.
I respectfully request that the application for this storage
facility be denied.
