STATEMENT OF OPPOS IT ION
The majority of people residing on I:amer Road between
Broadway and P.;ission Streets purchased their property for
several reasons - the most impo rtant one being the avail-
ability of acreage. The open space and quietness of the
area and small amount of local traffic were other contri-
buting factors. Most of the residents have a minimum of
two acres of land - some have four or more and most of
them use this land for cattle aiidjor horses. The agri-
cultural zoning is very importartt to us. It is a possi-
bility that a change in the zoning to singl.e family
residential could eventually prohibit future land use for
aur aanimals.
° We are co-ncerned that the quality of the proposed structures
to be built on the site in question would have a serious
Ympac-t on the surrounding land va.lues. It is reasonable
to assume that the homes would not be in keeping with the
values of the existing houses and this would lead to a
transient type owner - some one just living there long

enough to build equity to purchase amore desireable home
in a less crowded area. We beliPve this development would
lead to a low-income type of env.ironment - a condition that
no one would like to have in the:tr neighborhood.
In reviewing the length of residence of the preserit home
owners, we found that the neighborhood has a very stable
population - many people have lived here for over 20 years.

Annther problem that would surface with eight additio nal
homes is the increased traffic. Nlost familys have 2 cars,
many also have boats, trailers and motorcycles. We are
anxious to prevent a situation like the one that has been
allowed to deve?ope on East Mission between Best and
Sullivan.
. We would like to know the exact description of the land
~o be used for this proposed proj ect. Yde know that the
~ v3cant propert,y measures less than two acres. Where is
the balance of the 2.5 acres located?
It is the feeling of the neighborhood that one home, two
at the very most, is all that should be aTlowed on the
property in quest ion. This wou.ld be in balanc e with the
r,est of the area and be an asset to current property values,
if properly planned - not a devaluation.
In conclusion it is the feeling of all persons signing this
petition against the re-zoning that the changes would
sharply lotiyer our land values arid restrict our right to
a quiet and peaceful neighborhood such as now exists.
We believe that this project woLild have an adverse
environrnental impact on the area.
Studies have been carried out since the late 1950°s in
the Spo.kane Valley pertaining to our "Sole Source Aquifer".
There is a current study being completed by various
godernment agencies. These studies neither prove or
disprove the thesis that we may be irreversibly contaminat-
ing our water supply. Continued placement of waste water
disposal systems near new housing developments coupled with
px°e-existing disposal systems puts our only water supply
in danger.

Another problem that would surface with eight additional
homes is the increased traffic. Nlost familys have 2 cars,
many also have boats, trailers and motorcycles. We are
anxious to prevent a situation like the one that has been
allowed to develope on East Ivriission between Best and
Sullivan.
We would like to know the exact description of the land
to be used for this proposed pro ject. We know that the
vacant property measures less than two acres. Where is
the balance of the 2.5 acres located?
It is the feeling of the neighborhood that one home, two
at the very most, is all that should be allowed on the
property in question. This would be in balance with the
rest of the area and be an assel; to current property values,
if properly planned - not a deva.luation.
In conclusion it is the feeling of all persons signing this
petition against the re-zoning that the changes would
sharply lower our land values and restrict our right to
a quiet and peaceful neighborhoad such as now exists.
We believe that this project wovld have an adverse
environmental impact on the area.

the Spokane Valley pertaining to our "Sole Source Aquifer".
There is a current study being completed by various
government agencies. These studies neither prove or
disprove the thesis that we may be irreversibly contaminat-
ing our water supply. Continued placement of waste water
disposal systems near new housing developments coupled with
pre-existing disposal systems puts our only water supply
in danger.

several reasons -the most important one being the avai?-
ability of acreage. Th.e open space and quietn.ess of the

Local draiaage ways are insignificant. It is located over the Spokane
Valley Aqutfer.

1.81 ppm. The Vera Water and Power District has indicated that it
, can supply domestic use water for the plat upon completion of agree-
ments with the developer.
, 3. Impact discussion.
a. The plat sponsor has proposed 8 lots on 2.5 acres. Each lot is to
be served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the im-
pact on the groundwater in the area and possible alternatives for
sewage disposal.

! b. In the course of the conduct of the Armq Corps study, Dr. Todd con-
sidered typical soils, natural and sewage disposal recharge to the
groundwater, and the effect of continued urban development in the
Spokane River Valley upon the quality of the groundwater. In summary,
he concluded that:
' (1) In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) Al1 dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate
portion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phosphates
which are known to react with soil particles, or nitrates,
which are taken up by plant roots" will be less than the total
found in septic tank effluents.

i (3) "The calculated results at the downstream end of groundwater
' flow line indicate that the maximum range of (dissolved) sol-
' ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background."---"The
analytical results of the forecast impact of qear 2020 when
compared with the present impact, both measured in terms of
leachate volume and dissolved solids concentration, indicate
that the present impact on groundwater quality is already a sub-
stantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range 0.82 to 1.81 ppm. A projected incre-
mental increase using Dr. Todd's expected 8.6 percent would result in
ranges 0.89 ppm. to 1.96 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treatment ; and perhaps more to obtain a perrnit for the discharge from
the Department of Ecology. These systems are not currently
economically available for this project.

(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety hazards associated with them and
relatively poor community acceptance.
4. Recommend that:
a. A public water sqstem including fire flows serve each lot prior
to sale of the lot.
b. Each lot be authorized the use of an individual on-site sewage
system. .
c. An Qn-site sewage management system be created and approved by
this off ice prior to the signing of thE final plat if more than
a total of eight(8) dwelling units are authorized withfn the plat.
