This authorization is provided under authority of Section 6.8 of the Interlocal Agreement for Costs Incident to Law Enforcement Service in the City of Spokane Valley, executed August 18, 2010. The terms of this authorization are outlined below. ➢ Only purchase and implementation costs, as well as repair costs necessary to keep the system operational, shall be billed as capital costs to the CITY (maintenance and support costs are non-capital items that will continued to be billed on an annual basis through the Law Enforcement Agreement) ➢ Replacement costs shall not be billed to the CITY without additional authorization. Enhancement costs shall be governed by Section 11.3, Additional Technology, of the Law Enforcement Agreement. ➢ The CITY shall be granted usage of the CAD/RMS for as long as the system is utilized by the COUNTY, contingent upon the CITY remaining current on all maintenance, support, and repair costs, as defined by an ongoing Interlocal Agreement between CITY and COUNTY. ➢ Reserves accumulated in the City of Spokane's Fund 1510 shall be used to offset purchase and implementation costs of the new system. ➢ The CITY shall not subsidize the costs of current and future users of the system and the CITY's costs shall be allocated using the same basis as all other participating jurisdictions.
