II. SPECIAL INFORMATION
The Plaaning Department is recommending that all preliminary plat approvals be
, brought into conformance with RCW. 58.17 regarding the amount of time allowed
before a preliminary plat must be finalized. State law currently allows a
preliminary plat three (3) years (without any new conditions) and allows one
extension of time for one year, if the sponsor requests the additional year;
however, this 4th year may have new conditions added.
October 19, 1981 Board of County Commissioners amended the boundary of the
Priority Sewer Service Area (PSSA) to include this and other property; there-
fore the County Utilities Department is recommending additional conditions to conform to the Wastewater Management Plan policies - re: double plumbing.
No other additional conditions of approval are being recommended by the re-
maining departments.
III. CONDITIONS
If approval is granted, the following conditions are recommmended.
PLANNING CONDITIONS
1. Those conditions already attached to the preliminary piat of record.
2. That the preliminary plat be given conditional approval for three (3)
years to December 1, 1985. The applicant may request a one (1) year
extension of time by submitting a written request forty-five (45) days
prior to the above expiration date. Such applications should delnonstrate
the progress made toward finalizing this preliminary plat. If a time
extension is not requested in a timely manner or a timejextension is not
granted, then the preliminary plat approval is NULL & VOID.
UTILITIES CONDITIONS
3. Each dwelling unit shall be double plumbed for connection to future
area-wide collection systems.

SUBJECT: Pace Addition
We have recently discussed Pace Addition. We determined that four lots of the original
Pace subdivision had been filed and that the remaining 131ot preliminary subdivision was
found in our dead files. The Null and Void status resulted when the plat sponsor of some
nine years, Wes Crosby, failed to apply for and receive an extension of time.
In his previous extension of time, Mr. Crosby had stated that he expected the balance of the
Pace subdivision to be filed in conjunction with Lucy's Addition (PE-1335-79). In fact,
Lucy's Addition also went dead. The only person of record in the file was Mr. Crosby and
Senske & Associates Surveyors and Engineers. Mr. Crosby failed to respond to the
November 16,1988 reminder that he needed to apply for an Extension of Time and Senske
& Associates was out of business. Therefore, the subdivision was declared Null & Void
and placed in the dead files in otir department.
You have stated to me that this subdivision was in the process of being repossessed from
Mr. Crosby at that time and that your husband had died during approximately that sarrle
1986-1987 time frame as when the partial final plat was filed and addirional work should
have been undertaken on the remaining preliminary subdivision. You also stated to me
that, had you received notice of the prel'vninary subdivisions eminent expiration, you
would have taken steps to try to keep it in good standing.
I believe there are some extenuaring circumstances which need to be exanlined. You need
to submit such extenuating circumstances as you believe existed to us in writing. You
should explain all of the circumstances which you believe contributed to you never having
had the opportunity to try to keep the subdivision alive, even though you may have been
the owner in November of 1988 when we reminded Mr. Crosby of the eminent expirarion
of the subdivision. It would be particularly helpful to you if Mr. Crosby would clarify
whether or not he contacted you after having received the November 1988 expiration notice.
I am also including a Time Extension application which you should fill out and return to us
with a$100.00 fee. After we have decided whether we can entertain your delayed request

for an extension we will decide on the application for an Extension of Time. If we are not
able to consider your Time Extension at this late date, we will return the $100.00 check
without processing it. If we are able to entertain your request for an Extension of Tirne, we
will keep the check and process the applicarion; however, that does not ensure that an
Extension of Time can or will be granted.
Upon receipt of your documentation and the request for an Extension of Time, we will
proc his inforrn~tion at our earliest opportunity and respond to you in writing.

Final plat conditions of approval:
1. That the density be reduced to lots consisting of preferahly 15,000 sf
with no lots containing less than 14,500 sf.
2. Lots 4 and 5, block 2 and lots 1 and block 3 of the preliminarily
approved draining had 14,500 sf. The now required platting of a
temporary cul-deasac,not shown on the preliminarily approved drawing,
has reduced the size of these 4 lots in area to 14,233 sf, 13,172 sf,
14,337 sf and 13,055 sf respectively.
3. Because of the ahove engineering requirements, we now ask that the
reduced sizes of these lots be approved.
