WHEREAS, the Board of County Commissioners of Spokane County, pvrsuant to the provisiorls
of the Revised Code of Washington, Section 36.70.620, shall upon receipt of any recommen-
ded official control or amendment thereto, at its next regular public meeting set the
date for a public meeting where it may,by ordinance, adopt or reject the official control
or amendment; and
WHEREAS, the 6oard of County Commissioners of Spokane County, did by Resolution
No. 78 707 acknowledge receipt of the recommendations from the Spokane County Planning
Commission concerning its Agenda, dated May 26, 1978, and
WHEREAS, the Board of County Commissioners of Spokane County, did by said resolution set
this 8th day of June to consider the recommendations of the Planning Commission concern-

incorporated herein by reference.

Staff findings regarding PE-1187-78, Flora Acres: -
I. GENERAL INFORIVUATION:
A. Loca tion
*Central Valley location; fronting on C3taldo immediately north of
I-90 and approximately 800 feet east of Flora Road.
B. Proposal
*Subdivision of 4.3 acres into 8 lots for single-family use.
*Typical lot frontage =160 feet.
*Typical lot size 21, 600 square feet
C. Relationship to the Comprehensive Plan
*Approved map of the Comprehensive Plan indicates residential usage
for this area, wirh no density designation suggested.,
*Approved Comprehensive Plan map designates lands wzst of Flora and
north of the freeway for industrial uses. (800 feet wnst of site),
D. Existing Land Uses
*In the larger sphere there are a few subdivisions approximately the
size of these lots, howevzr by far the vast majority are larger
acreage tracts .
*The freeway seems to serve as a barrier, south of which appears a
higher concentration of housing units .
*In the vicinity of the proposal north of the freeway, with the exception
of numerous segregations, the land use map indicates large acreage
tracts.
*The Planning Commission denied, c-nd the Board -upheld on an appeal
the Commission's decision, a duplex subdivision immediately wast
and ad jacent to this site approxim3 tely one year ago .
E. Compatibility with Existing Land Uses
*Generally speaking the area north of the freeway and east of Flora to
Gi-eenacres Road and south of Mission Avenue is moderate to large
acreage tracts with one subdivision of 14 lots averaging 10 , 000 -
11,000 square feet in size.
*Consequently, proposal seems inconsiscent with existing land uses.

A. Circulation
*The County Road Engineer has reviewed the plat and approved the
road system.
*r.ngineer specifies that the frontage service road (Cataldo) should be
paved out to the edge of existing paving and curbed.
*Engineer recommends no direct access to frontage service road from. lots.
*Engineer recommends the dedication of 10 additional feet of right of
' way along Cataldo.
B. Sewage Disposal
*Spokane County Health D'strict has authorized the use of individual
on-site sewage systems for each lot within this plat. The District also
states that an on-site sewage managing system should be created and
approved by their office prior to the signing of the final plat if more
than a total of 15 dwelling units are authorized within the plat. The
plat is situated over the Spokane Valley aquifer and the Health District
in their examination of the possible impact on groundwater quality,
resulting from this proposal, has the following comments :
3. Impact discussion.
a. The plat sponsor has propused 8' lots on 4.3 acres. Each lot is to be
served by a public water system and its indit•idual on-site sewage dis-
posal system. This raises the question of significance of the impact
on the gtoundwater in the area and possible alternatives For sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd O~onsidered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In sumnaary, he concluded that:
(1) In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phosphates,
which are known to react with soil particles, or nitrates, which
are taken up by plant roots" will be less than the total found
in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above Che natural groundwater background
of 155 mg/1. The forecast vear 2020 maximum incremental con-
centration is 101 mg/1 above the natural background."---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the
present impact on groundwater quality is already a substantial
proportion of the iiltimate level."

c. Currently, results of chemfcal analysis shov the total nitrogen content
of the groundwater as in the range of 0.52 to 2.22 ppm. A projected in-
cremental increase using Dr. Todd's expected 8.6 percent would result
in ranges 0.56 ppm, to 2.41 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage dfsposal methods that would not recharge the groundwater
have the following general characterfstfcs:
(1) Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps more
to obtain a permft for the discharge from the Department of
Ecology. These systems are not currenr_ly economically ava±'able

(2) Sealed systems, whether individual or comrnuni[y, depend •
on evaporation for Iiquid removal. Some, such as Iagoons,
have safety hazards associated with them and relatively
poor comawnity acceptance.
C. Drainage
*The site is relatively flat with no inherent drainage problems.
*No special drainage control facilities or design are necessary ,
*Standard techniq-aes for Storm water control should be employed,
D. Water Supply
*Proposal located within recorded service area of Consolidated Irrigation
District,
*This district advises that adequate system capacity for domestic irrigation
and fire flow protection exists and will be so provided upon applicant's request.
E. Fire Protection
*Situated within recorded service area of Fire Protection District #1.
*DLstrict indicates that both mains and the hydrants of sufficient size for
fire protection should be required a s a condition of pla t approval.
F , Schools
*Proposal lies within the boundaries of Central Valley School District.
*District indicates their facilities throughout their service area are at near
capacity or capacity levels.
*New schools scheduled for construction will most likely be full on the day
of their opening.
*Additional schools wiII be as need and successful bond issues permit.

*The report "Planning for Parks" (revised), 1976, indicates a proposed com-
bination elementary school and neighborhood park site of approximately 17
acres northeast of th^ propozz.ed site at such time as population density in
the area requires such a park development.

H. Unique Environmental Features
* None has been identified in the inventory available through the updating
of the Comorehensive Plan.
I. Cultural Resources
*None has been identified through the Cultural Resources Survey being
undertaken by the Planning Department.
III, ZO NING ANALYSIS :
*Pending the approval of the preliminary and final plat, it would be appropriate
to reclassify the zoning to single-family residential,
*Agricultural-surburban zoning would allow duplexes, and is hence not recom-
mended for this proposal,
IV, ENVIRONMLNTAL REVIEW:
*Environmental checklist submitted by the sponsor has been review~d.
*No significant adverse environmental impacts were identified.
*Slight adverse environmental impacts were identified on the checklist in the
following categories: Earth, Air, Water, Flora, Fauna, Noise, Light &Gl.are,
Land Use, Popula tion , Housing, Transpor':ution/C? rculation , Public Service s,
Energy, Utilities, and Recreation.
* In accordance with the new procedure the staff issued through its Planning
Director a proposed declaration of non-significance and it is currently circu-
lating to other agencies of jurisdiction,

ENVIRONMENTAL CHECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43 .21C, RC+11t,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Rct also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The `
purpose of this checklist is to help the agencies involved deterrnine whether or not a
proposal is such a ma jor action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinfon, even only slight irnpacts will result. The reviewers of the checklist wfll be
aware of and concern themselves with the deQree of impact, asking you for more informa-
' tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, ar use additional paaes, if necessarv. You should ,r.
include references to any reports or studies of which you are aware and which tare
relevant to Che answers you provide. Complete answers to these questions now will
help a11 agencies involved with your praposal ta undertake the rPqui,red environmental
review without unnecessary delay.
, The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future .
No application shall be processed untfl the checklist has been completed and returned
to the appropriate County department. State law requires explanations for every "yes"
and "maybe" answer on the checklist. The person completing the form may be required
to provide explanations for "no" answers, and in some cases, more detailed information
to aid in a threshold determination.
NOTE: This is a standard form being used by all state and local agencies in the State
of Washington for various types of proposals. Many of the questions may not
apply to your proposal. If a question does not apply, just answer it "no" and
continue on to the neht question.

2. Topography, soils and water.
a. This project lies in a relatively flat area in Greenacres. Local drainage
ways are insignificant. It is located over the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to SZ slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposfts. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.
d. The data from 5 CID and 1 Vera Water District wells in the area shows the
wells are 99 to 230 feet deep and have static water levels varying from
70 to 114 feet below the surface. The highest total nitrogen 1eve1 was
2.22 ppm. The Consolidated Irrigation District has indicated that it can

supply domestic use water for the plat upon completion of agreements
with the developer.
~ 3. Impact discussion.
a. The plat sponsor h as proposed 8 lots on 4.3 acres. Each lot is to be
served by a public water system and its individual on-site sewage dis-
posal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater, .
and the effect of continued urban development in the Spokane River Va11ey
upon the qualfty of the groundwater. In summaary, he concluded that:
(1) In normal precipitation years subsurface dispo3al of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phosphates,
which are known to react with soil particles, or nitrates, which
are taken up by plant roots" will be less than the total found
in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum ineremental con-
centration is 101 mg/1 above the natural background."---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the
present impact on groundwater qualiCq is already a substantial
proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 0.52 to 2.22 ppm. A projected in-
cremental increase using Dr. Todd's expected 8.6 percent would result
in ranges 0.56 ppm. to 2.41 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the groundwater
have the following general characteristics:
(1) Collector and central treatment systems discharging to surface
waters would require at least tertiarq treatment and perhaps more
to obtain a permit for the discharge from the Department of
Ecologq. These systems are not currentlq economically available
for this pro3ect.

(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as lagoons,
have safety hazards associated with them and relatively
poor coamunity acceptance.
