About two hours of teetimony was taken at each hearing. ~The Board of Couaty Commi.ssioaere upheld the Plan,ai.ag Commi.ssions recoamiendation, and kept lots at 1 acre ia size. 2. Five-Ma.le Prairie Goals & Guideli.aes: Gary Fergea of the staff, ga.ve a brief background oa the Goals and Guidelinea since they were last submi.tted to the Plaaaing Commission. Mrs. Wil.kes and Mrs. Pattersoa were the only two who testified, and they testified in favor after Mr. Fergea had read into the record the recommended chang+es to the Goals and Guideliaes. The motions were as follows: - c ~ Grace Rawliags moved aad Glenn Quigley seconded, "that we accept the changee recornmended by the Board of Couaty Commissioners and make these goals the basis of the Five Mile PZ.an." It is located over the-Spokane Valley Aquif er. b. Surface soils are classed as Garrison gravelly loam with 0 to S% Slopes. They have a septic tank filter field limitation of slight with possible contami.nation of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and gravel; contains some boulders in places; includes some undiffer- entiated glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large amounts of water. The data from Consolidated Irrigation District wells in the area shows the wells are 100-230 feet deep and have static water levels varying from 84-87 feet below the surface. The total nitrogen level sas 0.5 ppm. The Consolidated Irrigation District has indicated that it can supply domestic use water for the plat upon completion of agreements with the developer. 3. Impact discussion. a. The plat sponsor has proposed 53 lots on 19.85 acres with a typical lot size of 92 bq 140 feet. Each lot is to be served by a public water system and its indivi3ual on-site sewage disposal system. This raises the question of significance of , the impact on the groundwater in the area and possible alter- natives for sewage disposal. _ b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban develop- ment in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded tfiat: (1) In normal precipitation years subsurface disposal of sezaage treatment effluent does reach and recharge the groundwater. (2) All the dissolved salts fa sewage effluent will be carried to the groundwater, However, bacteria and detergents (phosphate portion) are mostly removed bp the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots" will be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end of ground- ~ water flow line indicate that the maximum range of (dissolved) solids concentration expected at present - (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/1.
