provisions of the Revised Code of Washington, Section 36.70.624, shall upon
receipt of any recommended official controi or amendment thereto, at its next
regular public meeting-set the date for a pub'lic meeting where it may

WHEREAS, the Board of County Commissioners of Spokane County, did by Resolution
No. 78 620 acknowledge receipt of the recorranendations from the Spokane County
flanning Corrmission concerning its Agenda, dated April 28, 1978, and,
WNEREAS, the Board of County Commissioners of Spokane County, did by said res-
o]ution set this 18th day ofi May to consider the recommendations of the Planning
Commission concerning i ts Apri 1 28, 1978, 1978 agenda, a copy of said recomendations
are attached hereto and incorporated herein by reference.

WHMMS, the Spokane County Planni.ng Commission did hold a public meetiag on
April 28, 1978 to consider the testimony and requests of several applicaats, objectors
and other iaterested parties coacerning the below referenced subdivisions, zoae clas-
sificatioa upgradingsv extensi.ons of titne, and other items of busixLess and,
WHEREAS, at said hearing opportwsity was afforded those favoring and those
opposing all iteats of busi.nesB, and
WHEREAS, Mr. McCoury, Mrs. Byrne, Mrs. Ra.wlings, and Messrs. Maia, Thomas,
Quigley and Kennedy were in atteandaace and conatitued a quorum, and
WHEREAS, the Spokane County Planaiag CQrnmissioa fully considered the testicaony
given the eavironmeatal review, and all other evidence presented, recomcaeads to the
Board of Couaty Commissioners the followiag:
1. Commissioner6 Actioa
A. 8ob Bethards of the staff repo rted to the Planaing Comraission, the 8oard of
County Commissioner's action as follow6:
a. BeFge's Addition to Vera: The Planning Comcnissioa recommendatian was
for denial of the preliminary glat, due to a lack of a quorum vote.
The Board of Cauaty Commissioners approved the plat with Single Family
Resideatial Zoning.

b. Chesterfield Addition: The Plaaaing Commi.ssion recocamended auproval of
the prelimiwry p13t. The Board of County Commissioners upheld that
recotamendation; however, they modified the coaditions of approval to
allow a few more duplexes, (approxi.mately 4) tha.n, what the P3anming
Commission recommended. The Board secoadly required a plat redesiga
(wuich the P1Anri*+g Coa4miseion did not require
c. Morrisoa Estates: The Planaing Commiasioa recommended approval of the
prelimiaary plat with one acre lots and the Agricultural Suburban Zone
f Classification upgrading. Considerable testimony was taken at the
P].A~~g Commissioa Hearing, and the Board of County Comatissioners
appeal heariag regarding the aeed to have ?.A acre lots in that area.
About two hours of teetimony was taken at each hearing. ~The Board of
Couaty Commi.ssioaere upheld the Plan,ai.ag Commi.ssions recoamiendation,
and kept lots at 1 acre ia size.
2. Five-Ma.le Prairie Goals & Guideli.aes:
Gary Fergea of the staff, ga.ve a brief background oa the Goals and Guidelinea
since they were last submi.tted to the Plaaaing Commission. Mrs. Wil.kes and
Mrs. Pattersoa were the only two who testified, and they testified in favor
after Mr. Fergea had read into the record the recommended chang+es to the Goals
and Guideliaes.
The motions were as follows: -

Grace Rawliags moved aad Glenn Quigley seconded, "that we accept the changee
recornmended by the Board of Couaty Commissioners and make these goals the
basis of the Five Mile PZ.an." Mr. Main abstained from voting because of a
conflict of interest. The motion wae unanimous, 6- 0>>ote.
Abby Byrne asoved and Eldon Thomas secoaded "that the commission recomatend to
the Board that they accept or adopt the goals for Five Mile with the changes
as submitted. In other words, I'd like Mrs. Rawling's motion to mention
tranemittal to the Board and I' d I.ike this Cowmissioa to transcait these to the
Board of County Commisaioners for their actioa." Mr. Main abstained from
voting because of a conflict of iaterest. The motion wa,s unanimous, 6- 0 vote,
3. Citizen Participation Progress Report:

Mrs. Rawliuge made a motioa, "I would like to see the Pla.nning Commission receive

complicatian with the Coordinating Committee, I would move that we receive it at
the same ticae they do." Mrs. 8yrne seconded, vote was unani.rsous.
4. City-County Joiat Work Program:
LXr. Jose IIrcia, from the Regional Planaing Conference, gave a presentatioa of
the City-Coun.ty Joint Work Progcam, regarding area wide pl3aniag. Mr. Urcia
explained that rather than the Coaference doing planning, they declarsd a
philosophy that the Regional Coaference would not do planaing, but to coordia-
ate the two viable ageacies in order to have them prepare a workable Comprehensive
Plaa., that the citiaens are very aWare of aad caa use as aguide for public
3ev$lopmeat.
Abby Byrne made a motion "to request a summ,ary of the workshop we alread have
oa this, which we spent considerabl e time on to refresh cay atemory, and action
put on for a flature agenda." Maia seconded, vote was unanimous.

d. The data from Consolidated Irrigation District wells in the
area shows the wells are 100-230 feet deep and have static
water levels varying from 84-87 feet below the surface. The
total nitrogen level sas 0.5 ppm. The Consolidated Irrigation
District has indicated that it can supply domestic use water
for the plat upon completion of agreements with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 53 lots on 19.85 acres with a
typical lot size of 92 bq 140 feet. Each lot is to be served
by a public water system and its indivi3ual on-site sewage
disposal system. This raises the question of significance of
, the impact on the groundwater in the area and possible alter-
natives for sewage disposal.
_ b. In the course of the conduct of the Army Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharge
to the groundwater, and the effect of continued urban develop-
ment in the Spokane River Valley upon the quality of the
groundwater. In summary, he concluded tfiat:
(1) In normal precipitation years subsurface disposal of
sezaage treatment effluent does reach and recharge the
groundwater.
(2) All the dissolved salts fa sewage effluent will be
carried to the groundwater, However, bacteria and
detergents (phosphate portion) are mostly removed bp
the deep soil layer above the groundwater and "minor
dissolved constituents such as phosphates, which are
known to react with soil particles, or nitrates, which
are taken up by plant roots" will be less than the
total found in septic tank effluents.
(3) "The calculated results at the downstream end of ground- ~
water flow line indicate that the maximum range of
(dissolved) solids concentration expected at present -
(1975) is up to 93 mg/1 (milligrams per liter) above
the natural groundwater background of 155 mg/1. The
forecast year 2020 maximum incremental concentration
is 101 mg/1 above the natural background."---"The
analytical results of the forecast i.mpact of qear 2020
when compared with the present impact, both measured
. in terms of leachate volume and dissolved solids con-
centration, indicate that the present impact on
groundwater quality is already a substantial proportion
of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen
~ content of the groundwater as in the range of 0.5 ppm. A pro-
jected incremental increase using Dr. Todd's expected 8.6 percent
would result in ranges of 0.543 ppm. Current Federal and State
drinking water standards permit up to 10 ppm.

d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
(l) Collector and central treatment systems discharging to
surface waters would require at least tertiarq treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically availabe for this project.
I~ {21 Sealed systems, whether individual or community, depend
' on evaporation for liquid removal. These systems re-
- quire more land area than a conventional subsurface
drainfield. Some, such as lagoons, have safety hazards
associated with them and relatively poor community
t
acceptance.
4. Recommend that:

~ a. A public water system including fire flows serve each lot prior
I to sale of the lot.

b. Each lot be authorized the use of an individual on-site sewage
system.
c. An on-site sewage management system be created and approved by
this of f ice prior to the signing of the f inal plat if more than
a total of seventy (70) dwelling units are authorized within
the plat.

IntroductiQn: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. ThF
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answzrs you provide. Complete answers to these questfons now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future.
No application shall be processed until the checklist has been completed and returned
